Mayor Stoltzman reconvened the City Council meeting of April 4, 1994 in
order for the Council to discuss issues regarding the transition of city
engineering services from Howard A. Kuusisto Consulting Engineers to OSM.
The City Administrator requested that the Council consider a variance
request from Paramount Structures, Inc., for construction of an oversized
garage at 12175 Upper Heather Avenue. The builder requested action on the
variance as soon as possible in order to start construction of the home
during the week of April 11, 1994. Specifically, the request is for a
variance to construct a garage of 1,300 square feet, where 1,000 square
feet is permitted. Considering the large lot (five acres), the large home
being constructed on the lot (2,600 square feet, 1st floor), the following
motion was made:

Avenue.
All aye. Motion Carried.

The Council then discussed the transition of engineering duties to OSM,

progress, and priorities for near-term improvement and planning projects.
The Council also discussed the processes to be used in administering
future projects. At approximately 10:30 PM, the following motion was
made:
Leroux made motion, Brunotte seconded, to recess tonight's meeting until
