The meeting was called to order by Mayor Stoltzman at 7:00 PM.

Miron made motion, Brunotte seconded, to approve the minutes for the City
Council meeting of August 1,1994, as submitted.
All aye. Motion Carried.
Miron made motion, Stoltzman seconded, to approve the minutes for the
special meeting of August 8, 1994, as submitted.
All aye. Motion Carried.
(COUNCILMAN LEROUX ARRIVED.)
Brunotte made motion, Miron seconded, to approve the claims for August 15,
1994, in the amount of $7.:.,747.94.
All aye. Motion Carried.
BALD EAGLE AREA ASSOCIATION (PRESENTATION)
Mr. Ralph Hayne, President of the Bald Eagle Area Association, and
Lieutenant Ransfer from the DNR, addressed the City Council regarding a
proposed ordinance regulating ice fishing houses on Bald Eagle Lake,
needed because of the large amount of debris left on the lake after the
ice fishing season. There was a lengthy discussion on the issue, and
after another meeting on 8/1•_/94, the committee will be forwarding a
recommendation to the communities having jurisdiction on the lake.
COMPREHENSIVE SEWER PLAN (RESOLUTION)
The Council considered a resolution committing the City of Hugo to
preparing a sanitary sewer Comprehensive Plan for the City by May 1,
1995. The Comprehensive Sewer Plan was required to be submitted to the
Metro Council in 1988. Preparation of the Sewer Plan will be in
conjunction with the City's Comprehensive Plan review.
Miron made motion, Brunotte seconded, to adopt RESOLUTION 94-16, A
RESOLUTION COMMITTING THE CITY OF HUGO TO SUBMIT A REVISED COMPREHENSIVE
MUNICIPAL PLAN TO THE METRO COUNCIL ON OR BEFORE MAY 1,'1995.

BID REPORT (MOTORCYCLE SALE)
The City of Hugo received 15 bids for the Harley-Davidson motorcycle
recently acquired by the City through forfeiture action. The high bid was
made by Marl Braun of Lino Lakes, in the amount of $4,050. The lien of
$3•,304 against the vehicle will need to be paid off from the proceeds of

the sale. The City also has also expended $1,164 in the forfeiture actior
and sale. Market value of the cycle is between $6,000 and $7,i_►00. Staff
recommended that the City Council reject the bids and readvertise.
Miron made motion, Leroux seconded, to reject all bids and readvertise for
sale of the 199► Harley-Davidson motorcycle.
All nay. Motion Failed.
City Attorney, Kevin Shoeberg, stated that the City had received an offer
of $1,000 higher than the highest bid, and that the City could conduct a
private sale of the motorcycle.
Miron made motion, Leroux seconded, that the City reject all bids because
of them being too low.
All aye. Motion Carried.
INTERN APPOINTMENT
The City of Hugo has received a grant of $3,000 from Washington County for
preparation of the City's Solid Waste Management Plan. The Council, in
prior action, approved the hiring of a temporary employee to serve as
Recycling Coordinator to coordinate and prepare the Plan. Staff
recommended hiring Laurie Mesera-Kerr as an intern at the rate of
$7.00/hr. Councilman Brunotte felt that the City should utilize the
services of Washington County to implement the Plan and use the $3,000 for
other related purposes.
Stoltzman made motion, Miron seconded, to hire Laurie Mesera-Kerr as an
intern to prepare the City of Hugo's Solid Waste Management Plan at the
rate of $7.00 per hour.

REQUEST FOR ORDINANCE CHANGE (DUMPSTERS)
Residents along Fondant Avenue have requested that the City of Hugo
consider amending City code to require garbage dumpsters to be fenCpd as a
matter of public safety and aesthetics. The City has also been provided
with a copy of the White Bear Lake city code regarding the keeping of
dumpsters. Councilman Brunotte suggested that the newly -appointed intern
review this matter. It was also suggested that the site plan allowing
Ricci's apartments be reviewed to determine if the matter of dumpsters had
been addressed.
BUDGET WORKSHOP
The City Council met on Monday, August 8, 1994, to discuss priorities for
the City's 1995 budget. In order to meet the statutory deadline of
9/15/94 for submission of the City's tentative tax levy, staff requests
establishment of a special meeting to review the tentative City budget,
and establish a maximum tax levy for 1995.

Stoltzman made motion, Miron seconded, to schedule a workshop for August
29, 1994, at 7:30 PM, for the purpose of discussion of the City's 1995
budget.
All aye. Motion Carried.
SITE PLAN APPROVAL (RICHARD GRANGER
City Engineer, Joel Dresel, reviewed his comments regarding the site plan
for construction of a Subway at the south west intersection of Highway bi
and 147th Street. Mr. Dresel was concerned with the width of the
driveway, drainage, and the need for concrete curb and gutter on the south
side of the site to accomplish the proper drainage.
Leroux made motion, Brunotte seconded, to approve the site plan for
Richard Granger to construct a Subway sandwich restaurant, subject to
approval of the revised site plan by the City Engineer.
All aye. Motion Carried.
LITIGATION
Miron made motion, Leroux seconded, to schedule an executive session of
the City Council, with legal counsel, for August 22, 1994 at 8:00 PM, to
discuss pending litigation regarding denial of a rezoning request for the
proposed subdivision known as Woods of Fuld Eagle.
All aye. Motion Carried.
MISCELLANEOUS
Mayor Stoltzman informed the Council that the Walker cemetery would be
dedicated on October 1, 1994, at 2:00 PM.
Miron made motion, Leroux seconded, to authorize payment of approximately
$750.00 to Mark Hurd for the purchase of additional electronic files.
All aye. Motion Carried.
Leroux made motion, Miron seconded, to approve the Release and Indemnity
Agreement between the City of Hugo and Howard A. Kuusisto Consulting
Engineers authorizing the release of electronic media by Kuusisto
Engineering to the City of Hugo, subject to approval by the City Attorney.%
All aye. Motion Carried.
The Administrator updated the Council on the Post Office's efforts to
relocate their building.
