The Council returned to the City Hall at 8:55 PM. Ron Otkin presented the Council with a draft budget for 1995, and went through the document in some detail. The City Administrator then provided the Council with a list of major changes to the budget for 1995, and certain unresolved .issues not addressed in the budget. He also provided the City Council with his recommendation for employee wages for 1995 and 1996, and a letter from the City Finance Director regarding liquor license fees. The Council discussed reducing the proposed budget by eliminating the line item for recodification of City ordinances in 1995, saving $15,00(). They also discussed the need to begin setting aside funds for construction of a new City fire hall, and indicated an interest to budget $50,000 for the project next year. Councilman Brunotte mentioned that current discussions with other municipalities over the litter problem on Bald Eagle Lake indicate that there may be a need for the City to budget $4,000 to $5,000 for increased law enforcement. The City Administrator mentioned that the unresolved street maintenance funding may not be an issue if the City becomes eligible for State -aid street funding in 1995. Given that the tax capacity for the City for 1995 had not yet been determined by the County, the Council was not able to discuss the acceptable property tax rate for the coming year.
