HomeMy WebLinkAbout1994.11.16 CC Minutes - Joint meeting with Lino LakesJOINT COUNCIL MEETING WITH THE CITY OF HUGO CITY OF LINO LAKES COUNCIL MINUTES RECEIyED DEC 2 2 0% NOVEMBER 16, 1994 Staff members present: Acting City Engineer, John Powell, City Administrator, Randy Schumacher and Clerk -Treasurer Marilyn Anderson. City of Hugo Council members: Francis Miron, Debra Barnes and Jim LeRoux. Newly elected Hugo Council members Marvin LaValle and Andy Goiffon, Hugo City Administrator Bob Museus and Consulting Engineer, Joel Dresel were also present. The purpose of the meeting, which was held at the White Bear Country Inn, was to discuss issues of mutual interest to both the City of Lino Lakes and the City of Hugo. The City of Lino Lakes and the City of Hugo have entered into an agreement to prepare a study of the Clearwater Creek drainage area. The study is being prepared by Hugo's consulting engineer, OSM and is expected to be completed in February, 1995. Rice Creek Watershed District (RCWD) is aware that the study is being prepared and has noted that it meets their criteria. Mr. Dresel said that he would present the completed study to both the City of Lino Lakes and the City of Hugo. Mr. LaValle and Mr. Miron discussed elements of the study noting that the intention was to coordinate the study with RCWD because the study area involves several entities as well as Bald Eagle Lake, Otter Lake and the entire Clear Watercreek area. Mr. Miron said he could envision a control structure at Bald Eagle Lake and a revision of the structure that lies under I35E. The result of the study will be a plan to control drainage in the entire Clearwater Creek basin. The impact of the plan will be known and communicated to the public to avoid a situation that now is occurring in the City of Centerville. Mr. LaValle explained that when I35E was constructed, a mistake PAGE 1 JOINT COUNCIL MEETING WITH THE CITY OF HUGO NOVEMBER 16, 1994 occurred in the size of the pipes laid under the highway. He indicated the Minnesota Department of Transportation realized their mistake but did not correct it. Mr. Dresel explained that if another pipe is installed under I35E, Centerville will be impacted. Mr. LaValle asked Mr. Dresel to obtain a copy of the study that was completed in 1977 or 1978 to use as background information. Mr. Powell outlined the proposed Clearwater Creek subdivision in Lino Lakes noting the location, the proposed traffic pattern, and the plan for providing utility services. He also noted a desire to work with the City of Centerville and the City of Hugo to jointly provide services for the corridor. This area appears to be ready for development and mutual cooperation by all three (3) cities could benefit each city. Mr. Powell noted that the proposed Clearwater Creek subdivision will be constructed in phases and could ultimately include 450 homes. The developer has submitted a request for a rezone and preliminary plat approval. Eventually two (2) municipal wells and a water tower may be constructed to service the subdivision and the commercial development expected at the intersection of I35E and Main Street. Mr. Powell explained how services would be provided for the area and noted that the proposed subdivision and future commercial development is consistent with the Lino Lakes Comprehensive Land Use Plan. Mr. Dresel asked Mr. Powell if any studies have been prepared to determine the ultimate land use for the area. Mr. Powell explained that an intersection study was prepared in 1992 and outlined how development is planned for the area. Mr. LaValle explained that originally the frocemain along Cedar Street between the City of Centerville and the Forest Lake interceptor in the City of Hugo was constructed to alleviate a problem in the City of Centerville. He suggested that with additional flow from Lino Lakes, the capacity would be restricted for the City of Hugo. Mr. Schumacher explained that connection to the interceptor has been in the Lino Lakes Comprehensive Land Use Plan for at least 14 years and Metropolitan Council has never indicated that the connection was not possible. Mr. LaValle explained that Lino Lakes was approached when the intercepter was installed but Lino Lakes was not interested at that time. He asked that this matter be investigated since the MCWS is experiencing a maintenance problem with the Forest Lake interceptor. Mr. Powell explained that all changes to the MUSA boundaries and the Comprehensive Land Use Plan have to be approved through the Metropolitan Council and based on information from them, there is capacity for Lino Lakes. PAGE 2 JOINT COUNCIL MEETING NOVEMBER 16, 1994 WITH THE CITY OF HUGO Ms. Barnes asked Mr. Powell to explain the traffic pattern for the proposed subdivision and the commercial area to the north. Mr. Powell explained that there was concern about mixing the residential traffic with the business traffic. A plan has been discussed which would move Otter Lake Road, north of Cedar Avenue, to the east. An additional concern is that Otter Lake Road approaches Main Street too close to the freeway exit and entrance. The proposed traffic pattern would route traffic to 24th Avenue (Elmcrest) and then north to Main Street. There will be a traffic signal at the intersection. Mr. LeRoux asked Mr. Powell if this area in Lino Lakes falls within the MUSA boundaries. Mr. Powell said yes except for a small area south and east of the proposed subdivision. Mr. LaValle asked if the proposed drainage for this area in Lino Lakes proposes to use Clearwater Creek. Mr. Powell said ultimately yes. He noted that he has met with the developer and RCWD regarding the proposed drainage plan. Mr. LaValle asked Mr. Powell if Tart Lake could be used for overflow storage. Mr. Powell said that he is hoping the drainage study will determine where overflow for the entire watershed could be kept. Mr. LeRoux asked if the City of Lino Lakes has considered how utility infrastructure is to be financed. Mr. Powell explained that the first phase of the Clearwater Creek subdivision would include about 150 units and this should generate enough assessments to cover the infrastructure costs. Mr. LaValle suggested that the Clearwater Creek drainage study may affect how this proposed subdivision should be developed and how many units are allowed to develop. Mr. Powell felt that the study may affect the design parameters and restrict volume of runoff, not just the rate of runoff from the development. Mr. LaValle felt that some of the issues are district wide issues and not just Lino Lakes issues. Mr. Powell explained that he and the developer have been in constant contact with RCWD on this issue and they are looking at more than rate of runoff from the subdivision. Soils are being examined and a plan to encourage infiltration to reduce runoff was also discussed. Mayor Reinert noted that the Clearwater Creek proposed subdivision is only in the concept stages. There are many questions to be examined before it is approved by the Planning and Zoning Board and the City Council. He also suggested that by phasing in the project, a higher quality subdivision will be developed. Mayor Reinert felt that the development of the Clearwater Creek subdivision would provide the impetus for future commercial development around the freeway intersection and PAGE 3 JOINT COUNCIL MEETING WITH THE CITY OF HUGO NOVEMBER 16, 1994 ultimately to the City of Centerville and the City of Hugo. Mr. Jay Caine said that the Clearwater Creek subdivision is being discussed as if it were a foregone conclusion. He noted that the Planning and Zoning Board did consider the proposal and recommended that it be denied. Mr. Powell explained that the Planning and Zoning Board focused on the traffic that will be generated on Otter Lake Road, wetland issues and the impact on the school district. All these items need additional study. Mayor Reinert said that the concept/preliminary plat is still open for discussion and the school district issue is an entirely separate issue. He explained that he feels that if the subdivision is not constructed, utilities for commercial growth in this area will be delayed for many years. Mayor Reinert said that Lino Lakes is preparing for commercial/industrial growth and already has the Economic Development staff to help develop this growth. He noted that he may be criticized for opening new housing development areas but a policy has already been established to slow residential growth to 150 to 200 homes per year. Mayor Reinert felt that the Planning and Zoning Board should have delayed their decision on the preliminary plat until all questions have been answered. He felt that the City Council will delay any decision on the preliminary plat until the drainage study has been completed and the other issues addressed. Mr. Goiffon asked if the Lino Lakes tax base would benefit from the proposed subdivision and would it provide the infrastructure for commercial development. Mayor Reinert said yes and from a visionary concept, there is benefit to the City of Hugo. Mr. Goiffon said he could see a big potential for the 135E intersection. Mayor Reinert suggested that a joint effort to expand the MUSA would benefit both Lino Lakes and Hugo. Mr. Goiffon said that if the MUSA is restricted in the City of Hugo, then Hugo will not have the same development opportunies as Lino Lakes. Mr. Powell explained that at this time, he believes action on the proposed subdivision would be delayed until the drainage study is completed. Mr. Schumacher noted that the City Council has 60 days to act on the plan and it is possible that the City will ask the developer for a letter granting the City Council permission to take more than 60 days to complete action on this matter. Mr. Miron noted that the City of Hugo is also experiencing a push for development in the Clearwater Creek drainage area. He asked that Lino Lakes delay any action on the proposal until the study is completed. He also asked that OSM not be pushed to complete the study. Mr. LaValle noted that the first phase of the proposed subdivision totally impacted the Hugo. Mr. Powell felt PAGE 4 JOINT COUNCIL MEETING NOVEMBER 16, 1994 WITH THE CITY OF HUGO the entire proposal impacts Hugo. Mr. Dresel noted that the City of Hugo already has a water tower in the Clearwater Creek basin vicinity. He suggested that Lino Lakes look at this facility for short term use since there may be capacity. Mr. LaValle felt that Lino Lakes should consider a major sewer interceptor for this area because he felt that the current force main interceptor could not service the entire area. Mr. Dresel said that he would contact the old Metropolitan Waste Control Commission to determine what data they have on the Forest Lake interceptor. Mr. Powell felt the current interceptor would handle the needs of the first and second phase of the proposed subdivision. Future needs will have to be studied. Mayor Reinert felt it would be appropriate for both the City of Lino Lakes and the City of Hugo to meet with the Metropolitan Council staff on this matter. Future street improvement plans were discussed. Mr. Dresel used the overhead projector and explained that the City of Hugo's transportation plan includes a proposal to eventually connect Elmcrest (24th Avenue) to Highway 61 by extending Washington County Road 8A (140th Street) west. The Hugo transportation plan also includes provisions to improve Frenchman Road (County Road 14 in Lino Lakes) from Highway 61 west to the Lino Lakes/Hugo border, Cedar Street from the connection with 140th Street west to Elmcrest and Elmcrest (24th Avenue) north to Frenchman Road. There was discussion regarding Otter Lake Road and its ability to support the traffic generated by proposed subdivision in Lino Lakes. Ms. Barnes suggested that Lino Lakes and Hugo plan street extensions and improvements cooperatively. She noted that some of the streets discussed may have to be upgraded to collector status in Lino Lakes. Mr. LeRoux noted that oil is being used for dust control on Elmcrest Avenue. This situation creates pot holes. He also noted that the access to Bald Eagle Lake in the City of Hugo has been closed due to safety concerns. He asked if another access site in Lino Lakes could be constructed. This matter will be investigated. Mr. and Mrs. Lawrence Winters, 7703 - 24th Avenue, Lino Lakes said that they did appreciate the dust control provide by the City. Mr. Miron explained that the meeting this evening has raised more questions and suggested that a meeting set for January or February, 1995 after the Clearwater Creek drainage study is completed and a more complete discussion could be held. He expressed appreciation for being offered the opportunity to work with the City of Lino Lakes on matters of mutual interest. Mr. Schumacher said that he and Mr. Museus will continue to work PAGE 5 JOINT COUNCIL MEETING WITH THE CITY OF HUGO NOVEMBER 16, 1994 together on the issues raised this evening and will schedule a joint meeting when the drainage study is completed and after further discussion with the RCWD.
