Ler-oUX made motion. Miron seconded, to approve the minutes for the Hugo City Council meetinq of December 5, 1994. VOTING AYE: LeroUX, Miran, Stolt man ABSTAINED: Barnes Motion Carried. LeroUX made motion, Barnes seconded, to approve the claims for December 19, 1994, in the amount of $131,628.90. (Councilman Brunotte arrived at 7:07 f -M. ) All aye. Motion Carried. SITE PLAN APPROVAL (MAXWELL)- The MAXWELL The Council considered a site plan submitted by Mike and Mindy Maxwell, 9674 152nd St., Hugo. for construction of a <.-*:i.ngl.e family home on their lot. The Maxwells are currently living in a mobile home on the same property and have requested to keep the home on the site until their new hawse is ready for occupancy. 'rhe Site plan is in conformance with the:! City's zoning regulations. Staff recommended approval of the site plan subject to the Maxwells depositing with the City in escrow to secure removal of the mobile home from the site no later than October 31. 1995. Miron made motion, Stolt man seconded, 'to approve the site plan request of Mike and Mindy Maxwell, 9674 152nd Street, to allow them to reside in the mobile home during construction of a single family residence. Approval is subject to applicant submi.tt.i.ng a letter of credit, or cash deposit., in the amount of $3,000, to insure removal of the mobile home by All aye. Motion Carried. LIQUOR ORDINANCE In response to Council guidance provided on December 5, 1994, a proposed liquor license ordinance was revised as follows: 1. Fee schedule for the licenses remains as currently established. 1") In accordance with State law, individuals 18 years and older will be allowed to serve alcoholic beverages in restaurants. 3. BEER, AND WINE, REPEALING INCONSISTENT ORDINANCES AND PROVIDING A PENALTY FOR VIOLATION. VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman Motion Carried. 1995 LIQUOR LICENSES AP'P'ROVAL (RESOLUTION) Leroux made motion, Brunotte seconded, to adopt RESOLUTION 1994-26'. A RESOLUTION AP'P'ROVING 1995 LIQUOR AND RELATED LICENSES, subject to all current City encumbrances being paid. VOTING AYE: Barnes. Brunotte, Leroux, Miron, Stoltzman Motion Carried. BALD EAGLE LAM::E PATROLLING Council member Brunotte has been serving on a committee with representatives from adjacent communities. DNR, and local residents regarding winter use of Bald Eagle Labe. This group has submitted CA proposal to increase the amount of patrol time dedicated to the lake in the winter months b;: the Ramsey County Sheriff's Department, splitting thi cost of this additional work. between the commun.i.ties and the Bald Eagle Area Homeowners' Association. Miron made motion, Brunotte seconded, to approve the Agreement to Contract for Supplement Law Enforcement Services for Bald Eagle Lake During the 1995 Winter Patrol Season, at a cost of $1, 000.00. VOTING AYE: Barnes, Brunotte, Miron, Stoltzman VOTING NAY: LeroUX Motion Carried. DUCK PASS DRIVEWAY CULVERTS Mr. Bart Montanari, of Montanari Homes, Inc. recently purchased the Duces; Pass Development from Mr. Dan Dolan. Mr. Montanari appeared before the Council to request a revision to the Development Agreement which would allow the substitution of standard, corrugated metal culverts under driveways, rather than the concrete culverts required in the Agreement. Because the life expectancy of concrete culverts exceeds metal, the Council made the following motion: Miron made motion, Barnes seconded, to deny the request of Bart Montanari to use metal culverts, rather than concrete, in the DUCK PASS subdivision. All aye. Motion Carried. FIRE DEPARTMENT STANDARD OPERATING PROCEDURES The Council was provided a revised Suggested Operating Procedures, as prepared by the Hugo Volunteer Fire Department. VOTING AYE: Brunotte, Leroux, Miron, Stolt man VOTING NAY: Barnes Motion Carried. Any written comments are to be provided to the City Administrator, who will then collate the comments. UNPAID ENGINEERING CLAIMS The Council considered a report and recommendation made by the City Administrator regarding certain unpaid claims made b;: Howard A. Kuusisto, Consulting Engineer for professional engineering services provided to the City. The total amount is $26,948.67. Barnes made motion, Leroux seconded, to approve payment. of $26,948.67 to Howard Kuus.i.sto for unpaid professional engineering services provided to the City. All. aye. Motion Carried. RESOLUTION F STHBL_ I SH I NG LICENSE_ AND PERMIT FEES The City Finance Director- prepared a resolution establishing license and permit fees payable to the City of Hugo. This fee schedule: reflects no change to liquor fees per Council guidance. It establishes a #100.00 annual license fee for waste haulers in the City and makes certain minor adjustments to other fees. Miron made motion, Stolt man seconded, to adopt RESOLUTION 94-27, RESOLUTION APPROVING FEES FOR LICENSES, PERMITS, APPLICATIONS, AND OTHER CITY SERVICES. VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stolt man Motion Carried. 1994 WASTE ABATEMENT GRANT APPLICATION The Council considered a 1994 Municipal Waste Reduction and Curbside Recycling Grant Application for submission to Washington County to acquire approximately $15,000 for the operation of the City's recycling program. This grant would fund the purchase of recycling containers for residents of the community, as well as an educational brochure to explain the City's solid waste and recycling program to residents and businesses. Miron made motion, Leroux seconded, to approve the 1994 Municipal Waste Reduction and Curbside Recycling Grant Application for submission to Washington County. All aye. Motion Carried. mooting of December 19, 1994 Page 4 1994 WASTE ABATEMENT AGREEMENT Due to the short time prior to the end of the year, Washington County has forwarded the Waste Abatement Agreement necessary to acquire the 1994 fundinq, This is the County's standard Agreement for its recycling program. Leroux; made motion, Miron seconded, to approve the 1994 Waste Abatement Agreement necessary to acquire 1994 funding. All aye. Motion Carried. 1995 EMPLOYEE WAGES Based on the City Administrator's recommendation during the budget preparation process for 1995, the City's Finance Director prepared a resolution setting wages for regular and part-time employees of the City for 1995 and 1996. This includes a increase for 1995 and a further 2.5% pay raise for 1996. LerolAX made motion, Stolt man seconded, to adopt RESOLUTION 94-28, A RESOLUTION SETTING WAGES FOR REGULAR AND PART-TIME EMPLOYEES OF THE CITY FOR 1995 AND 1996. VOTING AYE: Barnes, Brunotte, Lerr_LAX, Miron, Sto.lt.Zman Motion Carried. 1995 APPOINTMENTS Staff requested CoUnr_i.l gUidance on criteria to be Used in 1995 . appointments: 1. Designation of depository of City funds. 2. Designation of the official City newspaper. c. Appointment of Civil Defense Director. 4. Appointment of Fire Department officers. 5. Appointment of one member of the Hugo Planning Commission. 6. Appointment of chair person and secretary for the Planning Commission. 7. Appointment to Board of Zoninq AdjUstments (= members). These appointments will be addressed at the CoUncil meeting of 1/7--.!95. Out -going CoUncilman Brunotte stated that he would be interested in serving on the Board of Adjustments. CITY ADMINISTRATOR'S SALARY LeroUX made motion, Brunotte seconded, approving a :'•. 1/2% increase in the Administrator's salary for the year 1995. All aye. Motion Carried. Miron made motion, Stolt man seconded, to approve the request of Ron Istvanovich, Jr., for a six-month leave of absence, commencing 12/0/94. All aye. Motion Carried. METRQPQL I TAN CUUNC I L VACANC I F.S The City has been notified that because of changes in legislation, the terms of all 16 Council districts will become vacant on 1/1/95. The City has received a notice of interest from Harriet McPherson. This matter is be addressed at the Council meeting of .1/3/95. Brunotte made motion, Leroux seconded, to adjourn at 9a50 PM.
