MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
March 22, 1978
The meeting was called to order by acting Chairperson Theodora Peltier at 8:07 PM.
PRESENT: Peloquint Peltier, Greger, Gillen, McAllister, and Woeltge
ABSENT: Ehret
Motion made by Peloquin, seconded by McAllister to approve the minutes of March 8,
1973, after the changes are made:
Page 1 8th line) — was uncertain on his hours of operation
Page 1 11th line) — cars that are in need of a part
Page 3 Item 8) — performance bond to be returned
Page 3 last paragraph — His first comment
Page 4 1st paragraph) — Mr. Perez said that the PCA

Joe Glamos — Site Plan Approval
Mr. Glamos was present and sumbitted a site plan for his proposed office addition.
The parking area is all Class 5.
Motion made by Peloquin, seconded by Gillen, that the site plan of Joe Glamos be
approved as submitted.
VOTING FOR: Peloquin, Peltier, Greger, Gillen, McAllister, and Woeltge
Motion Carried.
Ray Marshall — Subdivision (discussion only)
Attorney Marshall represents the Brandts and Hollihans. The Brandts are interested
in purchasing Tracts B & C (20 acres each). There is a 30' cartway running along
the easterly property line of Tract "C". They are planning on building in about a
year, and would like to know if there would be an access problem. The Planning
Commission had no problem with the Brandts' using the 30' cartway, as long as an
additional easement was given to guaranty a 60' road if needed in the future. Mr.
Koehler suggested that the problem could be solved when Mr. Hollihan submitted his
land division and get the easement from him. Mr. Marshall requested that he be placed
on the City Council agenda for April 3, 1978, to further discuss the matter. The
Planning Commission was not willing to make a recommendation, because no application
had been filed.
Clifford Axelson — Rezoning
Motion made by McAllister, seconded by Peloquin, to add Mr. Axelson to the agenda for
discussion purposes only.
All aye. Motion Carried.

Mr. Axelson has requested to rezone 40 acres from Conservancy zoning to Agriculture.
Mr. Axelson was instructed to run perc tests on the land proving that there is, in
fact, four buildable sites on the 40 acres. Mr. Axelson will submit a new applica—
tion when this information is provided.
Salvage Yard Screening;
Motion made by McAllister, seconded by Peltier, to add the new screening plan for
the salvage yards to the agenda, as requested by the City Council.
All aye. Motion Carried.
Ms. Kuusisto presented a comment saying he had no problem with the basic format of
the new plan, but will submit a complete study for the next City Council meeting.
Motion made by Peloquin, seconded by Greger, to recommend acceptance of the revised
plan proposed by the Department of Transportation for screening of the two salvage
yards.

Vern Peloquin — Minor Subdivision
Motion made by McAllister, seconded by Woeltge, to add Vern Peloquin to the agenda.
All aye. Motion Carried.
Motion made by McAllister, seconded by Gillen, to approve the Minor Subdivison
of Vern Peloquin as submitted.
All aye. Motion Carried.
The Planning Commission then reviewed the proposed drafts for the Special Use Permit
and Variance check lists. Mr. Koehler will make the suggested changes.
McAllister informed the Planning Commission that Police Chief Barth will run a demon—
stration at the Bald Eagle Sportsman Association on Saturday, March 25th, at 10:30 AM.
All city officials are welcomed. Written permission from the club is forthcoming.
Motion made by McAllister, seconded by Woelthge, to adjourn at 10:55 PM.
