The meeting was called to order by Chairperson Peltier at 8:04 PM.

McAllister made motion, seconded by Peloquin, to approve the minutes of November 14,
1979, after the following corrections have been made:
Page 1 (Norton) Mrs. Peltier contacted the Building Inspector
Page 3 - insert that ^Irs. Peltier proposed the postponement of the Special Meeting
of November 28, 1979, for the purpose of discussion of the construction of pole
barns i.n the Agriculture and Conservancy zones.

?-RATEST I-11GEL - MINOR SULDIVISION
•rnest Hengel's attorney, Mr. -Meyer., presented a copy of the Certificate of Survey
as required. Hengel is proposing to divide a 20 acre parcel into two 10 acre parcels.
The road frontage for the ty o parcels is as follows: Ran 314 pr -4Y 396 feet
and 256.75 feet on the ; parcel. Mr. Hengel's; ies 30' €ram -Z" v

would be a Land Division and a Minor Subdivision would not be required. The Planning
Commission stated that 300' road frontage does not apply to the Agriculture zone.
The City Clerk to follow the prescribed. procedure. Chapter. 290-9, Subd F1 and G1
was reviewed to rake these decisions.
McAllister made :notion, seconded by Houle, to receommend that the City Council refund
the applicants's fees (Mr. 7.rnest Hengel) of ..`40.00 for the Minor Subdivision_ and
.115.00 for the Variance becauseyrrot required.
Bill 11anson could rot see why 300' road frontage 1•ras not applicable.

lbI-. Clark owns 32.7 acres, part of which lies in pRII and part in Agriculture. Clark
presented two possible plans for subdivision, none of which appeared to be: acceptable.
^he plana submitted were vague as to what land was located in each zone. If Clark
decides to proceed, this will have to be more clearly defined. It was suggested that

Mr. Christianson owns 20.13 acres, 7.17 acres on the south side of Oneka Lake
Blvd in Conservancy and 12.96 -acres north of Oneka Lake Blvd in SF^ zone. k1r.
Christianson would like the 12.96 acres rezoned to SPU. City sewer is approximately
600' from his property. It has been proposed that the acreage across the street
would serve as a, holding pond for surface crater drainage. For rezoning, Mr.
Christianson would have to provide proof of ownership and property owners within
300' of the property to be rezoned.
McAllister made motion, seconded by 11 nson, to place Marvin Christianson on the
agenda for all. purposes.
All aye. Motion Carried.
McAllister made motion, seconded by Houle, to set a public hearing for January 9,
1380, at 7:30 PM, to consider Marvin Christia.nson's request to rezone 12.96
acres from the SIT zone to the SFU zone.

RON JOHNSON — DIVISIOII OF PRI OPEP,TY ON COUNTY ROILD 57 and 4
Mr. Johnson is interested in purchasing 60 acres located in the Conservancy zone.
He is anticipating dividing into three 20 acre parcels. Johnson stated that at one
time there was a road there and maintained by Oneka Township. Peloquin thought
that easement was 33' wide and was a public road. Johnson would like an easement
along the property line to be used for access to the back two parcels. He is not
interested in the city maintaining this road. Mr. Johnson was instructed to contact
City Engineer Kuusisto to determine the status of the existing easement, and place
himself on the City Council agenda if needed.

After further review of the ordinance, the Commission determined that a variance would
be required on the Hengel land division.
TdcAllister made motion, seconded by Houle, to rescind the Motion regarding the re—
funding of the two fees for Ernest Hengel for Minor Subdivision and a Variance.
All aye. Motion Carried.
McAllister made motion, seconded by Peltier, to recommend to the City Council to
consider refunding of the `40.00 fee to Ernest Hengel for the Minor Subdivision only.
All aye. Motion Carried.
McAllister made motion, seconded by Houle, to .recommend approval of the Variance
application for Ernest Hengel for the easterly lot. The variance is granted to
Chapter 290-9, Subd T. paragraphs 1 and 2, to allow .for 256.75' lot width versus
the 300' required at the building setbacky as per Certificate of Survey submitted
