HomeMy WebLinkAbout1979.10.24 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION October 24, 1979 The public hearing to consider the request of Charles Shubat and George Prazich to rezone property from AG to IND was called to order at 7:31 PM. PRESENT: Hanson, Greger, Lorch, Houle, McAllister and Peltier ABSENT: Peloquin Mr. Shubat stated he would like rezoning of the 38.44 acres presently zoned AG for the purpose of cutting into 5 acre segments for light industrial sites. A road would be required, and Mr. Shubat was aware that a full subdivision would be necessary if the property was rezoned. (PELOQUIN ARRIVED AT 7:37 PM). Jerry Vandelac, 16325 Forest Blvd., questioned if there was a zone for light industrial rather than just Industrial. He felt the value of his land would decrease if a heavy industrial operation was located nearby. The City Code does not address itself to a light industrial zone. Mr. Vandelac felt there would be no regulation as to the type of operation that could go in the industrial zone. McAllister stated that certain types were permitted without a Special Use Permit, but heavy inudstrial was controlled by Special Use Permits. Dick Aplikowski, 1742 Ramsey Road, Arden Hills, stated that he was not against the rezoning as long as a junk yard was not brought in. Jerry Moore, 5120 165th Street, wanted to know if an Industrial zone would increase or decrease surrounding property value, and the Commission did not feel they were qualified to answer the question. Ken Lorch asked of the land would perc enough for a septic system, and Peloquin said that if they were too close together there could be a problem. The back part of the land is exceptionally low. The public hearing was closed at 7:58 PM. The regular meeting was called to order by Chairperson Peltier at 8:05 PM. PRESENT: Peloquin, Lorch, Hanson, Greger, Houle, McAllister and Peltier Motion made by Peloquin, seconded by Houle, to approve the minutes of October 10, 1979, after the following change is made: Page 1 (Brandt) — Farm Site Plans were drawn up for the farm. All aye. Motion Carried. SHUBAT AND PRAZICH — REZONING McAllister again stated that if the property was rezoned, a full sub— division would be required and roads would have to be blacktopped. Motion made by Greger, seconded by Peltier, to recommend denial of the request of Charles Shubat and George Prazich to rezone property located at 16155 Forest Blvd. North, from AG to Industrial for the following rea- sons: 1. Hugo does not need any additional Industrial land. 2. Do not feel the city should have an Industrial zone located on both side of a main arterial. 3. Land is located adjacent to SFE area and therefore, does not comply with the Comprehensive Plan. The -entire Planning'Commission did not agree totally with the reasons for the denial of the application. VOTING FOR: Lorch, Hanson, Greger, Houle, McAllister and Peltier ABSTAINED: Peloquin Motion Carried. WILLIAM CLARK - VARIANCE Mr. Clark has made application to construct his garage closer to Home- stead Avenue than the main residence. Councilman Irsfeld felt that when the Special Use Permit was approved, the variance was also granted (Condition 5). Mr. Clark stated that Howard Kuusisto and Tom Crever informed him that a variance would be required. The Site Plan submitted in conjunction with the oAginal Special Use Permit, indicated that the garage would be located closer to Homestead Drive than the house. Motion made by McAllister, seconded by Lorch, that the Planning Commission place Mr. Bill Clark on the agenda for the next City Council meeting, and that the City Council provide direction for the Building Inspector and City Engineer regarding this matter. It was recommended thct the $15.00 fee for the variance be refunded. VOTING FOR: Lorch, Hanson, Greger, Houle, McAllister, Peloquin and Peltier Motion Carried, NICK LEBENS. JR - PURCHASE OF LAND ON FALCON AVENUE Not present. JOHN NORTON - SPECIAL USE PERMIT Motion made by McAllister, seconded by Greger, to add Mr. John Norton to the agenda for discussion only. All aye. Motion Carried. Ar JOHN NORTON - cont. Hugo Planning Commission October 24, 1979 Page 3 of 4 Mr. Norton, owner of Lot 7, Block 1, Royalhaven Estates, is requesting authorization to fill his lot to accommodate a house and septic system. In essence, he would be doing the same type of renovations as done on the William Clark property, only he would be using less fill. Mr. Norton has made application with Rice Creek Watershed. McAllister stated that before any action could be taken on the application written comments would be required from Rice Creek, Commissioner of Natural Resources, the City Engineer and the Building Inspector. Mr. Crever is to comment on how long fill has to settle before a septic system can be installed. METRO COUNCIL POLICY STATEMENT The following comments were made regarding the Metro Council Policy Statement of August, 1979: 2. DEFINITION OF THE REGIONAL PARK SYSTEM (page 3) The system should not include the public facility in the City of Hugo, only those that are connected between one or more municipality and county. 3. MASTER PLANS FOR REGIONAL RECREATION OPEN SPACE (page 4) NO to both questions. Metro Council to continue to submit proposals to to the municipality and let the city decide which way they want to go. (2) Should the policy plan distinguish between mast The proposals submitted to the municipality should include all those things. (3) None, other than to encourage continued communication with the muni- cipalities. 4. THE NUMBER OF IMPLEMENTING AGENCIES (page 6) (1) Should the Council and Commission limit the number of imple- To do so would be to limit the rights and feelings of each municipality. (2) Should the Council explore ways to phase suburban communities out or the Implementation or re conal parx system pro3ecTs., and to transrer that resgonsibility to the a ro r a e count park au ori Should the _resent structure o im ement agencies be continued? (1) Do not phase out local communities. (2) The present structure in itself might be altered allowing munici- palities more authority and control if desired by the community. Motion made by McAllister, seconded by Lorch, to adopt RESOLUTION 1979-2 WHEREAS, On October 24, 1979, the current Hugo City Planning Commission requests the Metropolitan Council and the Metropolitan Parks and Open Space Commission to stop further attempts to acquire and develop an Otter Lake Park in Hugo and Washington County and delete the Otter Lake Park in Hugo and Washington County from the Metropolitan System Statement. NOW, THEREFORE, BE IT RESOLVED, that the Hugo City Planning Commission calls on Metropolitan Council Chariman, Charles Weaver, the Metropolitan Council and its staff, the Metropolitan Parks and Open Space Commission and its staff, and Ramsey County and its staff to stop further attempts to acquire and develop an Otter Lake Park in Hugo and Washington County; and BE IT FURTHER RESOLVED, that the Hugo City Planning Commission calls on the Metropolitan Council to delete the Otter Lake Park in Hugo and Washington County from the Metropolitan System Statement.
