HomeMy WebLinkAbout1979.10.10 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION OCTOBER 10, 1979 The Special Meeting to discuss the Comprehensive Plan with Carl Dale was called to order by Chairperson Theodora Peltier at 6:15 PM. PRESENT: Peltier, Peloquin, Hanson, Greger, Lorch and McAllister ABSENT: Houle Mr. Dale stated that there have been some policy changes directed by the Metro Council. The Planning Commission might like to consider adopting an Incentive Zoning plan. Peloquin stated that the city should stay with the type of zoning now en- forced, and maybe consider the alternative in five years. The Commission will.further discuss Incentive Zoning at the next Comprehensive Plan meeting with Carl Dale, and make a decision at that time. This meeting was scheduled for November 14, 1979, at 6:00 PM. Mr. Dale then discussed the proposed Commercial Business District plan along Egg Lake Road. Howard Kuusisto stated that a road constructed along the sanitary sewer easement would help prevent erosion. (HOULE ARRIVED AT 7:20 PM). A Site Plan was presented to the Commission for their further review. Mr. Dale suggested that the• Commission make an onsite inspection of the area for a better idea of what he has proposed. The regular meeting of the Hugo Planning Commission was called to order at 8:14 PM. PRESENT: Peltier, Peloquin, Hanson, Greger, Houle, Lorch and McAllister Motion made by McAllister, seconded by Peloquin, to approve the minutes of Septem- ber 26, 1979, as submitted. All aye. Motion Carried. RICHARD BRANDT - FARM SITE PLAN Mr. Brandt owns 20 acres of land in the Conservancy zone. He would like to construct a 40 x 60 ple barn to be used for his personal storage. Mr. McAllister felt that'a Special Use Permit would be in order; Farm Site Plans were drawn up for the farmer. Motion made by McAllister, seconded by Peloquin, to recommend approval of the Farm Site Plan for Mr. Richard Brandt, 9950 152nd Street, to construct a 40 x 60 pole barn to be used for personal storage. All aye. Motion Carried. Le the minutes call the City Council's attention to the letter directed to Chairperson Peltier from Mike McAllister. Hugo Planning Commission October 10, 1979 Page 2 of 3 SAFEWAY HOUSE MOVERS - AMENDED SPECIAL USE PERMIT Mr. Mr. Sempel would like to move in a 28 x 36 cold storage building on his property. This would be the 4th building. The Commission numbered the buildings on the Site Plan as follows: #1 - 28 x 40, #2 - 24 x 60, #3 - 32 x 72, and #4 - 28 x 36. Motion made by McAllister, seconded by Hanson, to recommend approval of the Amended Special Use Permit for Safeway House Movers, to move in or construct a wood building not to exceed 28 x 36. Indicated on Site Plan as building #4. All aye. Motion Carried. Mr. Semple stated that at the beginning of the year 1980, he will submit a new Site Plan showing all buildings and driveways. DELMER STRANDBERG - DIVISION OF 40 ACRES (Discussion Only) Mrs. Strandberg will be selling two 20 acre parcels in the Conservancy zone. She stated that a silo presently located on the property might not meet the required 20' setback requirement for interior lot line. McAllister stated that the surveyor shouldbAotified of the setback requirement and survey accordingly. The Strandbergs are to contact the Building Inspector to determine the setback requirement for a septic system. When these requirements are met, a certificate of survey can be sub- mitted to the City Clerk for her signature on the deeds. ROLAND HELEY - PURCHASE OF LAND ON 170TH STREET (Discussion Only) Mr. Hely is going to be purchasing land on 170th Street (zoned Ag) and wanted to know if his wife could have a beauty shop in their home. Mr. Heley was informed that a Special Use Permit would be required. He also wanted the requirements for construct ion of a 28 x 40 pole barn on his five acres. A Special Use Permit would- be required. Motion made by Peloquin, seconded by McAllister, to add Walter Stoltzman and Joe Marier to the agenda for all purposes. All aye. Motion Carried. WALTER STOLTZMAN - FARM SITE PLAN Mr. Stoltzman owns 80 acres in the Agricultural zone, and would like to construct a 32 x 48 pole barn to be used for maintenance of his farming equipment and storage. Motion made by Peloquin, seconded by Hanson, to Plan for Walter Stoltzman, to construct a 32 x of farm equipment and personal storage. All aye. Motion Carried. JOE MARIER - SPECIAL USE PERMIT recommend approval of the Farm Site 48 pole barn to be used for repair The Hugo Feed Mill is in need of an extra grain storage bin. The proposed building would be 30' in diameter and 30' high. Mr. Marier's proposed Site Plan included two possible locations, one just south of the present Feed Mill and the other located by InterState Lumber. The site located south of the Feed Mill is in the CB district and would not be allowed. An application for rezoning to the Industrial District would be required. After much study, it was determined that the location by the i Hugo Planning Commission October 10, 1979 Page 3 of 3 lumber company would be in the Industrial zone, and allowed by Special Use Permit. Motion made by McAllister, seconded by PeAuin, to recommend approval of the Special Use Permit for the Hugo Feed Mill, for construction of a grain storage facility on the southeast corner of the existing warehouse as described on the Site Plan provided. All aye. Motion Carried. MISCELLANEOUS The confusion regarding Farm Site Plans and Special Use Permits for pole barns will be discussed at the Planning Commission meeting of November 28, 1979, at 7:00 PM. The staff of the Clerk's office and the Building Inspector -are to be present at this meeting. Motion made by Greger, seconded by McAllister, to adjourn at 10:45 PM. All aye.
