MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
September 26, 1979
The meeting was called to order by Chairperson Theodora Peltier at 8:04 PM.
PRESENT: Hanson, Greger, Houle, Lorch, and Peltier
ABSENT: Peloquin and McAllister
Motion made by Houle, seconded by Lorch, to approve the minutes of September 12,
1979, after the following corrections have been made:
Page 1 - The next Special Meeting with Mr. Carl Dale will be October 10, 1979.
Page 3 - Mr. McDermaid presented a rough plan

DENNIS QUINLAN - SPECIAL USE PERMIT
Mr. Quinlan, 12842 Homestead Drive, is requesting to construct a second garage
to be used for his personal use. The land lies in the RRII zone. The Planning
Commission reviewed the Codebook and determined that private garages were allowed
in this zone, reference 320-4, Subd. F2.
Motion made by Greger, seconded by Lorch, to recommend approval of the Special
Use Permit for Dennis Quinlan to construct a 24 x 24 garage at 12842 Homestead
Drive. The City Council is to be notified that the Planning Commission has no
objection to the action requested by the applicant and that is why they are
approving the permit. The Planning Commission does not think a Special Use
Permit is required. If the City Council concurs, the fee should be refunded
to the applicant.
All aye. Motion Carried.
STEVE SHAW - SPECIAL USE PERMIT
Mr. Shaw, 17940 Foxhill Avenue North, would like to construct a 24 x 40 pole barn
to be used for storage. He owns 5 acres in the Agricultural zone. A site plan
was presented. (MCALLISTER ARRIVED AT 8:25 PM). McAllister felt that the Planning
Commission should be looking at a Special Use Permit, because barn would not be
used in a farming operation. Mr. Shaw stated that he would change his Site Plan
to conform with the setback requirements.
Motion made by McAllister, seconded by Hanson, to recommend approval of the Special
Use Permit for Steve Shaw, 17940 Foxhill Avenue, to construct a 24 x 40 pole barn
to be used for personal storage in accordance with the revised Site Plan.

(PELOQUIN ARRIVED AT 8:37 PM)
JAMES WARNECKE - SPECIAL USE PERMIT AND VARIANCE
Mr. Warnecke presented the requested information: Letter of credit, in the amount
of $5,000.00 to insure obtaining of a valid Building Permit, proof of ownership,
copy of his Contract for Deed, and a Site Plan drawn to scale. Mr. Warnecke will
be constructing an accessory building prior to the main residence. The variance
is required because the pole barn will be constructed nearer the front lot line
than the principal building.
McAllister made motion, seconded by Peloquin, to recommend approval of the request
for a Variance for James Warnecke to construct his pole barn ahead of the front
of the house.
All aye. Motion Carried.
Motion made by McAllister, seconded by Lorch, to recommend approval of the request
for a Special Use Permit for James Warnecke.to construct an accessory building
prior to the construction of the residence. Permit to be limited to the appli-
cant only and not transferable if the property is sold. Granted in accordance
with the accepted Site Plan.
All aye. Motion Carried.
GEORGE PRAZICH AND CHARLES SHUBAT
- REZONING
Mr. Shubat, present at the meeting, is requesting to rezone property at 16155
Forest Blvd.; from the Agricultural zone to the Industrial zone. There is appro-
ximately 38.44 acres. Shubat stated that the land would be used for light in-
dustry (5 acre parcels with interior roads). McAllister stated that there is
no provision in the ordinances to provide for light industrial use. If land is
rezoned, could open the area to almost anything.
Motion made by Peltier, seconded -by McAllister, to set a public hearing to consider
the request of Mr. Shubat and Mr. Prazich to rezone property from the Agricultural
zone to the Industrial zone for October 24, 1979, at 7:30 PM.
All aye. Motion Carried.
This notice is not to be published until Mrs. Elizabeth Mabbutt, or her power of
attorney, signs the application. Mr. Shubat is also to.provide names and addresses
of property owners within 300' of the property to be rezoned.
Motion made by McAllister, seconded by Lorch, that the City Clerk is not to accept
applications for rezoning without the signature of the property owner, refer
320-8, Subd. B.
All aye. Motion Carried.
SAFEWAY HOUSE MOVERS - CARETAKER AT PROPERTY (discussion only)
Mr. Sempel, owner of Safeway House Movers, was present, and stated that there has
been a large amount of vandalism and theft on his property. He would like to move
in a trailer to be used for a watchman. At present,.the city has no'.provision to.
allow for watchman's quarters in the Industrial zone. Peloquin suggested that lair.
Sempel make an application for a Mob.16 Home Permit under the hardship 6iause.

Chairperson Peltier stated that the City Council could.have two options in this
case. Either recommend that the Ordinance Committee write an amendment to the
ordinance to include some type of watchman's quarters in the Industrial Zone or
issuance of a Mobile Home Permit under Hardship Case.
METRO COUNCIL POLICY STATEMENT
The Planning Commisson reviewed the background regarding the acquisition of land
in Hugo (Bald Eagle Lake area) for Open Space. They would like time to.further
review the statement, and will be duscussed again at their meeting of 10/10/79.
Motion made by Peloquin, seconded by Hanson, to adjourn at 10:40 PM.
