OF THE
HUGO PLANNING COMMISSION
August 22, 1979
The informal interviews with John Waller and Ken Lorch to fill the
vacancy on the Planning Commission commenced at 7:32 PM.
PRESENT: Peloquin, Hanson, Greger, McAllister, and Peltier
ABSENT: Houle

Mr. 'Haller stated that he/lived in the community since he was a youth,
and js particularly interested in the changes that will take place in
the,.Vew years. Mr. Waller does not agree with the 10 acre zoning
requirement, and would like to see 5 acre parcels. Mr. Waller was
asked if agreed with the blacktop requirements for future subdivisions,
and he responded he would not like to see the taxes increased as a
result. The developer should be responsible for the costs. As far
as "spot rezoning", 'Jaller stated that each case would have to be
reviewed individually. Mr. Waller stated that he would like to see
light industrial and retail business for the Hugo area.
NLr_. Lorch stated that 10 acres seems to be adequate for a zoning re—
quirement. Lorch concurred with Waller regarding "spot rezoning" and
future business in Hugo. Lorch stated that if the city could find
no developers willing to blacktop, the city might have to take another
look at their requirements for roads. However, if the mandate was
upheld, then blacktopping would be a requirement of the developer.
The regular meeting was called to order by Chairwoman Peltier at
8:03 PM.

McAllister made motion, seconded by Hanson, to approve the minutes of
the meeting of August 8, 1979, as submitted.
All aye. Motion Carried.
Peloquin made motion, seconded by Peltier, to approve the minutes of the
Special Meeting of August 8, 1979, after the following changes are made:
1st paragraph — more houses on the 40 acres
1st paragraph — but i?_a__7u_ildable site could be provided
All aye. Motion Carried.
ROBERT ANDERSON — SPECIAL USE PERMIT
Mr. Anderson, 12200 Goodview Avenue, owns 5.3 acres zoned Conservancy.
He would like to construct a 30 x 48 pole barn to used for storage.

It was verified that a Special Use Permit is required for an accessory
building in the Conservancy zone.
McAllister made motion, seconded by Peltier, to recommend approval of
the Special Use Permit for Robert Anderson, 12200 Goodview Avenue, to
construct a 30 x 48 pole barn to be used for storage, as shown on the
Site Plan submitted.
All aye. Motion Carried.
ER .QST HENGEL — MINOR SUBDIVISION
Mr. Hengel, 8024 147th Street, owns 20 acres in the Agricultural zone.
He would like to divide the acreage into lots (a 12 and an 8). A
certificate of survey was not provided, because 11r. Hengel did not want
to incur the expense until he got a feeling whether it would be approved.
Mr. engel would like the division of an 8 acre parcHel because of the
location of his garage. ;Hanson suggested that Mr. engel might like
to consider a rezoning of the property. Mr. Hengel was instructed to
to divide the land as close to 10 acres each as possible, and maintain
the 300' required frontage.
PAUL HASECUSTER — VARIANCE
Mr. Hasecuster, 12670 Ingersoll, will be needing to enlarge his drain—
field at his home. He would also like to construct a 24 x 24 garage.
Because he will need the room for work to enlarge his drainfield, he
would like to construct his new garage approximately 22' from the
street. The city has a 40' requirement. His present tuck—under garage
will be made into living space.
McAllister made motion, seconded by Hanson, that the secretary be directed
to send a letter to the Building Inspector asking him to review the
Site Plan, and ask him to comment specifically on the request for vari—
ance to front yard setback for the proposed garage. This report is
requested either in writing, or his presence, for the meeting of
Septebmer 12, 1979.

GERALD NELSON — PURCHASE OF LAND IN PELOOUIN INDUSTRIAL PARK
ltr. Nelson is interested in purchasing Lot 2, Block 1, in the Peloquin
Industrial Park. The proposed building will include an underground
storage. There will be fill_ required on the property, and a holding
tank would be needed. Mr. Nelson was not interested in having his
driveway on the proposed 154th Street. The drainage would run to
a ditch along the eastern portion of the property. McAllister suggested
that Mr. Nelson contact i?oward Kuusisto regarding the filling of the
property.

McAllister made motion, seconded by Peloquin, to recommend the appoint-
ment of ken Lorch to fill the vacancy on the Planning Commission.
VOTING FOR: Peloquin, Greger, McAllister and Peltier
ABSTAINED: Hanson

Peloquin made motion, seconded by Greger, to adjourn at 10:12 PM.
