PRESENT: Peloquin, Greger, Hanson (6:25), Houle (6:40) McAllister and Peltier. Mayor LaV-.Ile and Carl Dale were also present. The main discussion centered on the pros and cons of the incentive coning as presented in the report of Carl Dale dated July 20, 1979. Mr. Dale stated incentive zoning would provide, maintenance of open space, keep minimal amount of public expense, and more house.4,lon 40 acres. Certain restrictions would be placed on the property and not the owner. Peloauin could foresee the problem of trying to en- force these restrictions. The Conservancy zone was then discussed. LaValle stated that the 20 acre minimum was set up for problem areas for development, but if .t-, buildable site could be provided, the land could be rezoned. •.cAllister felt that the present zoning re- quirements have worked adequately through the past years. Each case could be handled on an individual basis. Motion made by McAllister, seconded by Peltier, that the July 20th planning report regarding incentive zoning not be given future consideration for implementation into the new Comprehensive Plan. McAllister withdrew his moti on. This matter might be discussed at a later time. Mr. Dale submitted an updated questionnaire with the suggested additions. The following crangcs were made: 1. Add to No. 17 - How should it be financed? ''. Change No. 22 to read - At this time, do you consider it more important for the city to purchase additional parkland or develop parks already owned? 3. No. 25 should state limited public use. 4. Add No. 27 to questionnaire - 7.;ould you be interested in serving on the .Planning Commission? 5. Add No. 28 to questionnaire - :Mould you. be interested in serving on the Ordinance Committee? The next Special Meeting was set: for September 12, at 6:00 PT -1. The next matter to be discussed is planning for the Old Village. The Fire Chief is to be invited to this meeting, and copies of the Fire Department's Capital Improvement Program to be provided. PRESENT: Peloquin, Hanson, Greger, Houle, McAllister and Peltier Peloquin made motion, seconded by McAllister, to approve the minutes of July 25, 1979, after the changes have been made: Page 1 (6th paragraph) — he would have to contend with parking problems again. age 1 (8th paragraph) — Greger could not agree with spot rezoning All aye. McAllister made motion, seconded by Peloquin, to approve the minutes of the Special Meeting of July 25, 1979, after the following change is made: I!cAllister was present at the meeting. He arrived at 6:17 PM. All aye. Motion Carried. BENSON KENI17J.-S — AMENDED SPECIAL USE PERMIT 'Mayne Tauer, Suburban Engineering, presented the Commission with the results of the new perc tests. Tom Crever, Building Inspector, sub— mitted a report stating that he found the results of the perc test to be favorable for a standard septic tank/drain field installation. The area tested lies about 400-450' from the proposed building site, but as there is approximately 10' of drop in elevation towards the tested area, there should be no special problems. McAllister made motion, seconded by Peloquin, to recommend approval of the Amended Special Use Permit for Fred Benson and Jeff Barbour. VOTING FOR: Peloquin, Greger, Houle, McAlliser and Peltier ABSTAINED: Hanson Motion Carried. CURT LEIBEL & V1 LPH CHESEBROUGH — SPECIAL USE PERPIIT McAllister stated that the City Council denied the rezoning request of Darrell Tavernier at their meeting of August 6, 1979, and moved that the application be returned and the .^35.00 fee be refunded. Mr. Chesebrough claimed that he was unaware there was a City Council meeting on the 6th, and was not provided with a written notice. Mr. Chesebrough questioned what is considered an intensification, and McAllister stated the business could stay in operation as was there when the Zoning Ordinance was adopted on December 31, 1974. Motion Carried HENRY BURO7J — FARTI SITE PLAN Mr. Burow owns 20 acres and would like to construct a 24 x 40 pole barn. The land lies in the Agricultural zone. Peloquin made motion, seconded by Houle, to recommend the approval of. the Farm Site Plan for Henry Burow, to construct a 24 x 40 pole barn. All aye. Motion Carried. let the minutes show that the proposed building should meet the requirements of Chapter 320-5, Subd ii, '..'4. VERN PELO`'UIN — SUBDIVISION Peloquin presented the Commission with a copy of the sign—off sheet for his subdivision in the Industrial. Park, and a copy of the final plan. Peloquin stated that a copy of the drainage plan had been sub— mitted to the City Engineer's office. Peloquin requested that the abstract .requirements for the subdivision be waived, because there would be nothing changed. Houle made motion, seconded by 1cAllister, to recommend to waive the abstract requirement because existing abstracts to the property owners are current. Houle withdrew his motion. T,`cAllister asked if the Commission was aware of the mandate of the City Council that all subdivisions install blacktop streets. fie said. that blacktopping would not be feasible at this time because city improvements are still forthcoming. McAllister stated that for the record he asked the other members for any ideas or comprimises on how the street improvement should be handled. Because there is no time frame for a plan at present, the future should not be totally ignored. 'IcAllister made motion, seconded by Greger, to recommend approval of the Subdivision for Vern Peloquin at the Peloquin Industrial Park subject to the following: That upon the sale of each undeveloped lot in the proposed subdivision, the subdivider deposit with the City of Hugo, a sum to be determined by the City Council, to cover partial completion of the blacktop requirements at a stage of devel— opment of the park after the proposed sewer and water extensions are completed. The rest of the cost of blacktop streets would be assessed directly to the property owners. McAllister made motion, seconded by Iloule, to recommend the appointment of Ken Lorch to fill the vacancy on the Planning Commission. McAllister withdrew his motion. Peloquin made motion, seconded by Houle, to request Mr. .faller and Mr. Lorch to appear before the Planning Commission meeting of August 22, 1979, at 7:30 PM, for an interview.
