PRESENT: Vern Peloquin, Sill Hanson, Jim Hanson and Mike McAllister Also - Carl Dale, Dan Kohler and Ken Lorch - Ordinance Committee The following matters were discussed at the meeting: 1. Reviewed the planning and Development Questionaire. 2. Received and reviewed the revised work production schedule. 3. We want to review SAC charges for presentl ved areas. 4. Discussed housing (apartments) for the community. 5. Carl Dale recommends applying to Metro for Free Standing Growth Center Status instead of Rural Classification. His suggestion will be considered. 6. Metro recommends encouraging 125 modest cost housing units by 1990. They are not mandating low income housing. 7. Set a goal and meeting in July to have the questionaire revised as necessary and pass to City Council with a recommendation of how to distribute them. 8. Carl Dale will define a New Incentive Zoning Proposal for Planning Commission and City Council review. He would like an answer for the County ^lanning Connission by July 25th. 9. A Special Meeting was set for July 25 at 6 P.M. - Comprehensive Plan. Notification will be given to the City council, Ordinance Committee, Dan Kohler and Carl Dale, Mike KcAllister MINUTES OF THE PROCEEDINGS 161MV9 M HUGO PLANNING COMMISSION June 27, 1979 The public hearing to consider the request of Lawrence Jasinski for a re— zoning was called to order by Chairperson Peltier at 7:42 PM. PRESENT:Peloquin, Peltier, Greger,Hanson, Houle and McAllister A report was received from Howard Kuusisto regarding the rezoning request. Kuusisto stated that it appears that Greystone Avenue, south from 175th Street, extends approximately 500 feet. He stated that according to the records in the road book, the extension has not been shown, therefore, further investigation is needed according to property owners records as to any dedication of street right—of—way. He also stated that the land is located in Zone C of the flood plain map. The Washington County map shows Greystone Avenue approximately 900 feet long. Mr. John Bergman, 6524 170th Street, was present asking about the extension of Greystone Avenue. His land lies west of the Jasinski property. Mr. Jasinski stated that he would provide an easement to the property so that the trees located on the section line would not have to be removed. Mr. Bergman stated that he did not want to see the trees either, because they act as a wind protector. Peloquin asked if Mr. Bergman had an easement on his deed for Greystone Avenue, and Bergman said that the only easement listed was 20' to Anoka Electric, and 33' for ingress and egress to his property. rt -x, Flu ,. Hyl Peltier asked if the property were rezoned, how much land would be left. It was determined that there was a balance of approximately 40 acres. Hanson asked if the road would be deadend, and Jasinski stated yes. Hanson felt that a cul—de—sac would be necessary to allow for plowing and emergen— cy vehicles. Jasinski wanted to see road remain deadend as in the past. He stated that the plows refuse to turn around on his property, and have to back into snowdrifts. Greger asked why Mr. Jasinski was only rezoning the one parcel, and Jasinski stated that the land could possibly be developed into smaller parcels in the future. The public hearing was closed at 8:13 PM. The regular meeting of the Planning Commission was called to order at 8:14 PM. PRESENT: Peloquin, Peltier, Greger, Hanson, Houle and McAllister Motion made by McAllister, seconded by Hanson, to approve the minutes of June 13, 1979, after the following change is made: Page 1 (1st Paragraph) — Mid American stated that at this time they are financially unable to purchase land All aye. Motion Carried. Hugo Planning Commission June 27, 1979 Page 2 of 5 LAWRENCE JASINSKI - REZONING Building Inspector, Tom Crever, reviewed the perc test submitted by Jasinski. Crever stated that he would like to see two more perc tests and two soil borings taken on the property. The Planning Commission reviewed the Flood Plain Map, Zone C. as mentioned by the City Engineer. They could not de- termine, be reviewing the ordinance, what was required for Zone C. Motion made by Greger, seconded by Houle, to table the request of Lawrence Jasinski until further information can be obtained so the Planning Commis- sion can interpret the letter of Howard Kuusisto in relation to the Flood Plain Ordinance. Info to be obtained for the meeting of July 11, 1979. A professional perc test is to be provided by Mr. Jasinski on the property to be rezoned. All aye. Motion Carried. McAllister asked that the City Clerk research the requirements for Zone C and report back conditions for a building permit relative to the new Flood Plain Ordinance 153. A written report is to be provided for the meeting of July 11, 1979. McAllister also directed that s letter be forwarded to Dan Koehler regarding this request asking G!""to verify the records of Washington County as to how far south Greystone Avenue extends from 175th Street. Mr. Koehler is also requested to state if the easement is public or private. FRED BENSON - AMENDED SPECIAL USE PERMIT Not represented at the meeting. CARL SCHUNEMAN - MINOR SUBDIVISION Mr. Schuneman proposes to divide land along 125th Street into three lots of 10 acres or more. All lots have the minimum frontage on an approved road. A certificate of survey, proof of ownership, and perc tests were provided. McAllister stated that a Minor Subdivision was not required to divide the property, and that the City Clerk can stamp the deeds. Motion made by McAllister, seconded by Peltier, that Mr. Carl Schunuman made application for a Minor Subdivision, when in fact, he meets all the requirements for Land Division. The fee for a Minor Subdivision should not have been accepted. We recommend that the City Council refund the $35.00 application fee. All aye. Motion Carried. GRACE DEVELOPMENT - INDUSTRIAL PARK AND VALLEY VIEW TERRACE (Disc only) Mr. Ken Tschida stated that Axin Products, located in the Industrial Park, would like to purchase an additional five acres so they can add on to their warehouse. The present building is located on platted property in the Industrial Park; however, the five acres Jif zoned Industrial but not platted. Peltier advised Mr. Tschida that a Minor Subdivision would be required. Hugo Planning Commission June 27, 1979 Page 3 of 5 GRACE DEVELOPMENT - cont. Mr. Tschida inquired as to how he could divide platted property in the Industrial Park into smaller lots. He was advised to make application for a Minor Subdivision. Mr. Tschida asked if he could construct double bungalows in the SFU zone. He was advised that it was allowed by Special Use Permit. DOUG KRUSE - SPECIAL USE PERMIT Motion made by Peloquin, seconded by Hanson, to add Doug Kruse to the agenda. All aye. Motion Carried. Mr. Kruse recently purchased the home of Lyle Fellman on Ingersoll Avenue. He also purchased a 2J acre tract of land across from his home, and would like to construct a 26 x 38 garage on that piece of property. There is no room on his homesite to build the garage, and he would like to get his cars off the street. The 21 acres is recorded on a separate deed, but two different lending instituations are involved in the loans. Tom Crever stated that the garage was a necessary improvement, because of the parking situation. Motion made by McAllister, seconded by Peloquin, to recommend approval of the S ecial Use Permit for Doug Kruse, to construct a 26 x 38 garage on the 2 acre parcel. The garage is to be placed 40' back from the existing 33' easement shown on the certificate of survey on file:. VOTING FOR: Peloquin, Greger, Hanson, Houle, McAllister and Peltier Motion Carried. KOEHNEN CONTRACTING - STORING USED LUMBER (5361 165th STREET) No representative at the meeting. CHARLES BARTHODI - SCHOELLER SUBDIVISION Cancelled. WILLIAM CLARK - SPECIAL USE PERMIT Mr. Clark is attempting to construct a home on Sunset Lake (Homestead Drive). He has obtained a permit for construction from Rice Creek Watershed dated May 8, 1979. The permit is subject to the following: 1) the drainfield setback from Sunset Lake will be a minimum of 150' measured parallel to the easterly lot line, and 2) the bottom of the drainfield trench should be a minimum of 4.1' above the established outlet invert of Sunset Lake. Mr. Clark stated that the property is not under the jurisdiction of the DNR. He stated that since the flood picture of 1976, the culvert allowing drainage from Sunset Lake has been opened. Tom Crever thought that Rice Creek had determined that the lot was unbuildable in 1976. Clark said the Hugo Planning June 27, 1979 Page 4 of 5 BILL CLARK - cont. statement was made by the DNR. Rice Creek would not issue permits septic system at that time. Since the opening of the culvert, the has been remedied. Mr. Clark requested that the statements he has be verified. Commission for a problem made Motion made by McAllister, seconded by Houle, to table the request of Bill Clark until the meeting of July 11,-1979. All aye. Motion Carried. McAllister asked that the City Clerk be directed to contact Mike Panzer, Hickok & Associates, and Robert Hamilton, Rice Creek Watershed, asking them to comment in writing on the proposal no later than July 5, 1979. A letter is to be forwarded to the DNR asking them for any further infor- mation or comments they may have regarding this matter. A letter to Howard Kuusisto asking for clarification on Paragraph 2, line 2, if sentence should read buildable or unbuildable. Dan Koehler is requested to submit a written report regarding this request no later than July 5, 1979. CURT LEIBEL - PURCHASE OF TAVERNIER PROPERTY (BOAT RENTAL) Motion made by McAllister, seconded by Peloquin, to add Curt Leibel to the agenda for discussion purposes only. All aye. Motion Carried. Mr. Leibel is interested in purchasing the Darrel Tavernier property..His proposal is to construct a 60 x 100 pole building and increase the boat rental to 20 boats. It was determined that Mr. Leibel should make appli- cation for a rezoning from SFE to RB, because of the intensification of the business. If the land is rezoned, Mr. Leibel would need a Special Use Permit to operate his business. Mr. Leibel was instructed to provide the following for the meeting of July 11, 1979: 1) proof of ownership & earnest money contract, 2) detailed site plan including parking area, 3) perc test, and 4) property owners name within 300' of the property in question. VERN PELOQUIN - REVIEW OF FINAL PLAT (PELOQUIN INDUSTRIAL PARK) Peloquin stated that because of a discrepancy in the original survey, the park will have to be resurveyed. He asked that the matter be tabled until the necessary information is obtained. indefinitely Motion made by Hanson, seconded by Houle. to table/the matter of the final plat review for the Peloquin Industrial Park at the request of the applicant. Hugo Planning Commission June 27, 1979 Page 5 of 5 MISCELLANEOUS Motion made by McAllister, seconded by Peloquin, that the Planning Commission recommend that the City Council direct the City Clerk to notify Rice Creek Watershed and the DNR, that we would like to be notified prior to issuance of any permits in the City of Hugo.
