HomeMy WebLinkAbout1979.04.11 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION April 11, 1979 The public hearing to consider the request of Vern Peloquin for Subdivison was called to order at 7:33 PM; by acting Chairperson Theodora Peltier. PRESENT: Peltier, Greger, McAllister and Hanson ABSENT: Houle and Gillen Mr. Peloquin reviewed his proposed plan for subdivision. The Industrial Park has been in existence for about six years, and the method of selling property is being changed. The City Council mandated that no more lots should be sold by metes and bounds. Peloquin stated that his engineer was to provide the drainage plan for the entire park to the City Engineer, but as of 4/11/79, this was not accomplished. He suggested that the request be approved subject to the drainage being submitted to Kuusisto prior to the next City Council meeting. McAllister stated that he did not think the Commission should forward to the City Council without having seen the drainage plan first. There is a possibility of a business needing authorization to construct in the park before the subdivision is approved. McAllister stated that rather than see Hugo lose the business, he would request that the Council grant a Minor Subdivision, and obtain a written statement that the party would participate in the subdivision after it is approved. McAllister stated that all subdivisions require perc tests for each lot, and this should be no exception. McAllister also felt that a financial guarantee for the blacktopping of the streets would be in order. James Husnik, land owner in the park, was present, and stated that he has taken pert tests at the time of applying for a Building Permit. The public hearing was closed at 7:57 PM. The regular meeting of the Planning Commission was called to order by acting Chairperson Theodora Peltier at 8:04 PM. PF%SEENT: Peloquin, Peltier, Greger, Hanson and McAllister ABSENT: Gillen and Houle Motion made by Peloquin, seconded by Greger, to approve the minutes of March 219 1979, after the following change is made: Page 2 (Forest Lake Comprehensive Plan`#1) — The City of Hugo does not have a trail system planned in or near Cory Swamp All aye. Motion Carried. LEN NOACK — RENEWAL OF JUNKYARD LICENSE Comments were made that the appearance of the area was greatly improved since the new fencing has been installed. Motion made by McAllister, seconded by Hanson, to recommend approval of the Auto Dismantling License for a term of one years (5/3/80)9 subject to all previous restrictions to be enforced as determined in the Special Use Permit. A copy of Mr. Noack's fire map to be forwarded to the Fire Chief. All aye. Motion Carried. Hugo Planning Commission April 119 1979 Page 2 of 3 DARRELL TAVERNIER — BOAT RENTAL ON BALD EAGLE LAKE $ was determined that Mr. Tavernier's business was burned down on April 119 19779 caused by an accident. He is requesting permission to construct a 26' x 40' building to store equipment in conjunction with his boat rental operation. Taverder stated that his business has been operating the past two summers. A copy of the city attorney's letter regarding this matter was submitted to Tavernier. Greger stated that the business is located in a residential zone, and he should be asking for a rezoning. Mr. Tavernier stated that he would take down the present shed if he could construct a new building. (GILLEN ARRIVED AT 8:30 PM). Motion made by McAllister, seconded by Hanson, to table the Tavernier matter until the meeting of April 25. 1979. All aye. Motion Carried. Let the record show that the applicant has requested a delay in order to provide time for his attorney to contact the city attorney. JEFF HUGHES — PURCHASE OF 3 ACRES IN AGRICULTURE ZONE Mr. Hughes is interested in purchasing a three acre tract of land running along 8A. The land is presently owned by Fred Benson, and it appears to be all on one deed. County Road 8A separates this piece of land from the large acreage. Mr. Hughes had been unable to complete a pert test prior to the meeting date. Hughes had talked to Dan Koehler regarding this matter, and Dan had expressed concern about the high water table in the area. Mr. Hughes is to appear at the next Planning Commission meeting and present a pert test, a legal description of the land, and a sketch plan. He is also to determine if the 3 acre tract is separate from the Benson farm. HOWARD MOE — AMENDED SPECIAL USE PERMIT Motion made by McAllister, seconded by Peloquin, to add Mr. Moe to the agenda for dis— cussion purposes only. All aye. Motion Carried. Mr. Moe is requesting to have his previously issued Special Use Permit amended as follows: (B & H Auto Sales) 1. Item 3 of the original permit states that Mr. Moe has until October 1, 19799 to blacktop. A letter of credit in the amount of $3,000.00 is on file. Mr. Moe would like an extension to October 1, 1980. 2, Item 9 of the original permit states an annual review. Mr. Moe would like this stricken from the permit. 3. Item 10 of the original permit states that no more than eleven (11) cars allowed for exterior storage. Mr. Moe would like this number increased to fifty (50) cars. McAllister felt that the Commission should execute their authority and hold a public hearing to notify adjoining property owners of the request. Hugo Planning Commission April 119 1979 Page 3 of 3 Howard cont* Motion made by McAllister, seconded by Gillen, to set a public hearing for May 99 19799 at 7:30 PM, to consider the request of Howard Moe for an Amended Special Use Permit. Mr. Moe is to provide the following: 1. Site plan showing how cars will be placed on the property. 2. Fire Lanes 3. Entire area to be blacktopped All aye. Motion Carried., BRUCH MYHRE — SPECIAL USE PERMIT Motion made by Greger, seconded by Gillen, to add Mr. Bruce Myhre to the agenda for discussion purposes only. VOTING FOR: Peltier, Greger, Gillen and Hanson VOTING AGAIr-ST: Peloquiri and McAllister MOTION CARRIED Mr. Myhre lives at 12922 Irish Avenue, and is requesting permission to construct a- 361 x 72' pole building to be used for storage and horses. The City Council determined that a Special Use Permit would be in order because of the size and zoning (RRII). Tom Crever stated that he would like to see a limit put on the size of buildings in certain zones. Mr. Myhre is to be present at the next Commission meeting and provide a sketch plan of the property and proof of ownership. VERN PEL09UIN — SUBDIVISION McAllister stated that he would like to see the complete drainage plan for the park, pert tests, and a financial guarantee for blacktopping of roads in rela— tion to the request. He restated that in order to allow the possible business of Mr. Clark in the park, he would ask the City Council for another Minor Subdivision. McAllister listed the following items necessary before action should be taken on the request: 1. Pere tests for every lot 2. A cost estimate from Howard Kuusisto to blacktop the new proposed streets 3. Topographical chart 4. Drainage plan for the entire park 5. Proof of ownership Peloquin stated that he would be opposed to blacktopping streets for someone he sold land to six years ago. There was much discussion as to whose responsiblity it would be to have the roads blacktopped, and whether the Industrial zone should meet'.the same requirements as a residential subdivision. Motion made by McAllister, seconded by Peltier, to table the Peloquin request for subdivision until Mr. Peloquin requests to be placed on the agenda. VOTING FOR: Peltier, Greger, Hansont-Gillen and'McAllister ABSTAINED: Peloquin Motion made by Peloquin, seconded by Greger, to adjourn at 10:50 PM. All aye. Motion Carried.
