MINUTES OF THE PROCEEDINGS
OF THE
HUGO PLANNING COMMISSION
March 28, 1979
The meeting was called to order by Chairman Laity Ehret at 8:03 PM,
PRESENT: Peloquin, Peltier, Greg+er, Gillen, McAllister and Ehret
Bill Hanson was present at the meeting, but could not vote because he had not been
sworn in.
Motion made by Peltier, seconded by Peloquin, to approve the minutes of March 14s 19799
after the following change is made:
Page 2 (1st line) - Ehret asked how familiar the applicants were with the Comp Plan

RICHARD OLSON - VARIANCE
Mr. Olson is requesting a variance for crushed limestone on his parking lot at Regal
Plastic Products in the Peloquin Industrial Park.
Motion made by McAllister, seconded by Peloquin, to recommend approval of the request
for a variance for Richard Olson from blacktop to crushed limestone for his parking
lot at Regal Plastic Products in the Peloquin Industrial Park, until streets are in and
blacktopped.
All aye. Motion Carried
ROBERT DOTTE - SPECIAL USE PERMIT
Mr. Dotte is requesting authorization to construct a 40' x 64' pole barn for storage
of tractors and machinery. The land lies in Section 89 along 165th Street, Mr.
Dotte provided the requested information as asked for the the Planning Commission,
The Planning Commission felt that the front yard setback, as indicated, was too close
to the road, and should be moved back.
Motion made by Gillen, seconded by Gregor, to recommend approval of the Special Use
Permit as requested by Robert Dotte, to construct a 40' x 641 pole barn to be used
for storage of tractors and machinery, as shown on submitted site plan, except that
the building setback shall be 40' or more from the road right-of-way line. See
attached letter.
All aye. Motion Carried.
WILLIAM TREPANIER - SPECIAL USE PERMIT
Mr. Trepanier is requesting permission to construct a 40' x 601 pole barn on his
property located at 6067 Oneka Lake Blvd, to be used for storage. Kuusisto and Koehler
have reviewed the request, and have determined that the location of the building
would not fall under the jurisdiction of the Flood Plain Ordinance.
Motion made by McAllister, seconded by Peltier, to recommend approval of the Special
Use Permit, as requested by William Trepanier, to construct a 40' x 60' pole barn on
his property at 6067 Oneka Lake Boulevard. The building is not allowed to be rented.
VOTING FOR: Peloquin, Peltier, Greger, McAllister, and Ehret
ABSTAINED: Gillen MOTION CARRIED

Let the record show that the Planning Commission considered the letters of Howard
Kuusisto and Dan Koehler in making their decision.
FOREST LAKE TOWNSHIP — COMPREHENSIVE PLAN
Let the record show that the Planning Commission has reviewed the Comprehensive Plan
as submitted by Forest Lake Township, and has no major objections. Simply see the
attached notes:

Motion made by Peloquin, seconded by Peltier, authorizing the Planning Commission
Chairman to appoint Mike McAllister to contact Carl Dale to check on the progress
made to date on the upgrading of Hugo's Comprehensive Plan,
DARRELL TAVERNIER
Tom Crever has received an application from Darrell Tavernier for the construction of
a building on his property on the north side of Bald Eagle Lake to be used for
rental of boats and storage. The Ordinance states that an owner has two years in
which to have a destroyed building reconstructed (320-59 Subd. A4). Mr. Crever
indicated that the fire occurred on April 15, 1977.
Motion made by McAllister, seconded by Peloquin, that it is the opinion of the
Planning Commission that any intensification of the use would not be allowed. The
Building Inspector is instructed to not issue any permit without having complete
information submitted to the Planning Commission for their review.
VOTING FOR: Peloquin, Peltier, Gillen, McAllister and Ehret
ABSTAINED: Gkoger
Motion Carried.
Motion made by McAllister, seconded by Peltier, recommending that Larry Ehret be
provided with copies of the City Council and Planning Commission minutes for a period
of one year. Mr. Ehret to remain in an advisory capacity.
VOTING FOR: Peloquin, Peltier, Gillen, Greg+er, Md --McAllister
ABSTAINED: Ehret
Motion Carried.
Motion made by Greger recommending the appointment of Theodora Peltier as permanent
Chairperson for the Planning Commission.
Motion failed for lack of second.
Let the minutes show that the Planning Commission would like to operate with a full
board before a recommendation is made for a permanent Chairman.
