PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman City Administrator, Bob MUseUS City Clerk:, Mary Ann Creager Leroux; made motion, Brunotte seconded, to approve the minutes for the City COUnCil meeting of December 21, 1992, as submitted. All aye. Motion Carried. Miron made motion, Barnes seconded, to approve the claims for January 4, 1993, in the amount of $29,382.34. All aye. Motion Carried. PUBLIC HEARING ON AUTO DISMANTLING/JUNK.' YARD ORDINANCE A public hearing was held to consider the adoption of an ordinance regulating auto -dismantling facilities and junk yards in the City of Hugo. This ordinance would replace the City's current junk: yard ordinance. The public hearing was opened, and Hugo resident, Ron Cressman, addressed the Council with his concern=_.: 8' fencing to obstruct view of the yard, illegal filling and digging, source of different pollutions, require additional ponding to retain any spillage, multiple areas for ground water testing, and limit the number of tires because they are mosquito breeding grounds. David Schumann stated that the new ordinance is being proposed because of "timing" rather than because of citations being issued. Mr. Cressman refuted that statement.. Leroux; made motion, Miron seconded, to delay action on adoption of a proposed ordinance regulating auto -dismantling facilities and junkyards until January 19, 1993. All aye. Motion Carried. FIRE DEPARTMENT MISSION STATEMENT" As a beginning to the Fire Department's organizational effectiveness worv-. the Council has requested to adopt a Mission Statement outlining the basic responsibilities of the Hugo Volunteer Fire Dept. The Statement reads as follows: The Hugo Volunteer Fire Department protects the public's health, safety, and welfare by providing responsive fire prevention, firer suppression, and emergency rescue services. Stoltzman made motion, Brunotte seconded, that the City of Hugo acc:_ep. the Fire Department Mission Statement as presented. All aye. Motion Carried. 1.99.3 FIRE FIGHTER APPOINTMENTS The City Administrator met with Fire Department applicants, Aaron Philipson and Jerry Francois. Because they meet-. V -D criteria for membership, he is recommending their appointment, subject to the six-month probationary period. EASEMENT VALUES FOR COUNTY ROAD "J" PROJECT The City received appraisals on the value of easements necessary for reconstruction of County Road J, east of Highway 61. total combined value of the easements desired by the City is $1,800. Mr. Robert F. Lydon, the attorney representing the City in the acquisition of the easements, has requested approval to make purchase -offers on the necessary easements in the amount of the appraised values. All aye. Motion Carried. 1993 AMBULANCE CONTRACT The City of White Bear Lake provided the City with an addendum to its Agreement to provide ambulance service to the.City of Hugo. Based on WBL's estimate, the City of Hugo will receive a refund of $892.00 in 1993, as an adjustment for payments made in 1991... No other changes to the contract are requested by the City of WBL at this time. Stoltzman made motion, Miron seconded, to accept the 199: ambulance contract from the City of White Bear Labe, with the understanding that there will be no fee paid to them for this service in 1993. 'The Magor and Clerk are authorized to sign the Addendum on behalf of the City of Hugo. All aye. Motion Carried. 1993 EMPLOYEE WAGES The City Administrator discussed with the Council revisions to the City's personnel system, and recommended employee salaries and wages for 1993. Miron made motion, Leroux: seconded, to table this matter until the City Council meeting of January 19, 1993. All aye. Motion Carried. MISCELLANEOUS Fuss Pastorius and Ken Strantz, representing the Hugo Snowmobile Club, were present to discuss the club's scheduled snowmobile race to be held January 16, 1993, on beautiful Eqq Lake. Stoltzman made motion, Miron seconded, approving the request of the Hugo Snowmobile Club to hold a radar run on Egg Lake, January 16.. .15'9_:, subject to special. conditions on file. All aye.
