The meeting was called to order by Mayor Stolt man at 7:00 PM.
PRESENT: Barnes, Brunotte, Leroux, Miron, Stolt man

Barnes made motion, Miron seconded, to approve the minutes for the regular
City Council meeting of January 4, 1993, as submitted.
All aye. Motion Carried.
Leroux made motion, Miron seconded, to approve the claims for the City
Council meeting of January 19, 1993, .in the'amount of $58,201.84.
All aye. Motion Carried.
IN -PROGRESS REVIEW OF WATER SYSTEM IMPROVEMENTS
Jack: Griffin, representing Kuusisto Engineering, presented the Council
with an update of the City's 1993 Water System Improvement Project.
Advertisement for bids have been published for the water tower, with the
bid opening scheduled for Thursday, January 28th, at :00 PM. Plans and
specs for the we.11 are scheduled to be completed at the end of February.
Ron Otkin, City Finance Director, also presented an update on the City's
financing plan for the improvements.
199=/94 P'ROP'OSED COUNTY ROAD IMPROVEMENT PROJECTS
The County Engineer's office informed the City that they have four road
improvement projects scheduled for 1993, and one road improvement project
planned for 1994. 1993 projects include:
1. Overlay and reconstruction of the intersection of CSAH 8, west of
Highway 61, to the county line on Elmcrest Avenue.
2. Rebuild County Road 4 from Ingersoll Avenue to County Road 15.
3. County Read 54 will be paved as part of the county's plan to turn back
this road to the City.
4. Improvements are scheduled to the intersection of County Roads 7 and 9
to create a standard 90 degree turn.
The proposed project for 1994 .is a rebuilding of County Road BA from
Highway 61 east to Goodview Avenue, at a total estimated cost of $670,000,
with the City's share of this project to be between $112,000 and $130,000.
The County may not have the funding to complete this project. in 1994, and
the City Engineer :is coordinating the water main improvement along this
stretch of road with the County Engineer.
Leroux made motion, Miron seconded, that the: Cit;: of Hugo pursue the
County Road BA improvement project, and the City Administrator work with
the County to coordinate this project with the City's water main
improvement project.

JUNK: YARD ORDINANCE
A public hearing was conducted by the City Council on January 4th to
consider the adoption of an ordinance regulating the operation of auto
dismantling facilities and junk yards in the City of Hugo. Action on
adoption of the ordinance was tabled until tonight' meeting (JanUary 1.9,
199=). Staff has made changes to the proposed ordinance based on quidance
from the City Council and the City Attorney. After a lengthy discussion
regarding provisions and costs to be incurred for installation of
monitoring wells,. and review of a letter from owners of Hugo Auto Farts,
the following motion was made:
Barnes made motion, Miron seconded, to table discussion of this matter
until the regular City Council meeting 2/16/93, at 7:�>5 FM, at which time
another public hearing will be held.

CITY HAL.L... REROOF
The City's building inspector has obtained cost estimates for repairs and
rebuilding the roof of City Hall. Cost for repairing the roof range from
to $2,30(), and the cost of replacing the roof, with an expanded
polystyrene, tapered -roof system range from $5,50C) to $7,900. The
foll.owinq bids were received: Shaw Chamberlin (replacement cost
Superior Roofing (repair at $1,8(")�), replace at $5,876.(-')()) 1.
Walker (repair at $2,272) and SELA (replace at $7,89ii).
LeroUX made motion, Brunotte seconded, awarding the bid to replace the
roof on City Hall to Superior Hoofing for a cost of $5,876.()().

Barnes made motion. LerouN seconded, to divert from the prepared agenda
and hear the matter of the zoning complaint at this time.

The City of Hugo received a complaint regarding the operation of a
western -retail store at the above address. Staff has reviewed the
circumstances of this case, and its findings and recommendations were
Submitted in a separate memorandum.
Miron made motion, Stoltzman seconded, to accept the recommendation of the
City Administrator to not act on this complaint because of the ongoing
review of the City zoning ordinance and the potential for allowing some
commercial activity in agrir_ultural districts. The property owner is to
be notified in writing stating that the western -retail store in operation
on his property is a violation of the City's zoning ordinance.

PROPOSALS TO PROVIDE CITY ATTORNEY SERVICES
Miron made motion, Brunotte seconded, that. the City Council interview
Gregory Hellings, Greggory Woods, and Gregory Galler for consideration to
provide the City of Hugo with municipal legal services.
VOTING AYE: Brunotte, Leroux;, Miron
VOTING NAY: Barnes and Stolt man
Motion Carried.
Barnes made motion, Stolt man seconded, that interviews of the three
candidates by conducted at a special meeting, in front of the fell
Council, at a date and time to be coordinated by the City Administrator.
All aye. Motion Carried.
1993 AGREEMENT FOR LAW ENFORCEMENT SERVICES
The City of Hugo contracts with the Washington County Sheriff's Department
for certain law enforcement services. The City received a proposed
contract from Washington County to provide these services for 1993, at a
total cost of $ ;:1.0,445.07, the amount expected by the City in its budget.
The Council had questions regarding the proposed contract, and the
following motion was made:
Miron made motion, Barnes seconded, to table this matter until the meeting_
of March 1, 1993, or sooner if decided by the City Administrator.
All aye. Motion Carried.
199.3 EMPLOYEE WAGES
On January 4th, the Council received from the City Administrator
recommended wages and salaries for City employees during 1993 and 1994.
Stolt man made motion, Barnes seconded, to adopt RESOL.-UTIOIV 1993-1,
RESOLUTION SETTING 1993 AND 1994 SALARIES FOR REGULAR AND FART --TIME
EMPLOYEES.
VOTING AYE: Barnes, Brunotte, Lerou;;, Stolt man
VOTING NAY: Miron
Motion Carried.
MISCELLANEOUS
Stolt man made motion, Leroux; seconded, that the Planninq Commission take
the responsibility for initiatinq committees to identify comprehensive
plan issues, and that the Council participate in this process as
"individuals" rather than as a City Council.

Miron made motion, Barnes seconded, to amend the previous motion statinq
that the City Council should have an opportunity to make some
recommendations as to issues they consider important as a "Council" prior
to Planning Commission beginning their work.

CITY ADMINISTRATOR JOB PERFORMANCE
Miron made motion, Lerou;; seconded, to conduct a special meeting for
January 26, 1993, 7:00 PM, Hugo City Hall, for the purpose of review.inq
the job performance of the City Administrator with Mr. Jim Brimeyer. If
the 26th is not acceptable, an alternate date of February 1993 will be
scheduled.
All aye. Motion Carried.
Miron made motion, LerOUX seconded, to schedule a workshop to follow the
meeting with Mr. Brimeyer to discuss issues for the comprehensive plan.
All aye. Motion Carried.
