PRESENT: ''eloquin, Greger, Gillen, DcAllister and Ehret ABSENT: Peltier JAMS BREVIG - :YARD III Brevig stated that he is familiar with the city's procedures and ordi- nances, and with Rice Creek Watershed. He has attended Planning and Council meetings, and knows how the system works. His resume is on file in City Hall. Peloquin asked if the ordinances were too restric- tive or not restrictive enough. Brevig stated that they were not re- strictive enough in most ways. Brevig felt Hugo needed more industrial growth, and needed the population to obtain funds from the state. Brevig stated that certain segments of the population were represented, but some individuals have been harassed. He thought Hugo should esta- blish a better working relationship with :-rice Creek and Metro Council. He stated that Hugo was the only community that keeps their own records rather than forwarding to Washington County for storage. RICHIARD BIRRENBACH - Not present JIM HOULE - IJARD I Mr. Houle's resume is on file at City Hall. He stated that he has been a resident of Hugo for 37 years, and works at the 1st State Bank of Hugo. He stated that he is familiar with the people, layout of the land, problems of the city, and is interested in serving the community. He stated that he has previously served as secretary to the Planning Commis- sion. Houle felt that the city needed more industrial growth. He stated that the Planning Commission and City Council listened to the people, in most cases. BILL HANSON - WARD III Mr. Hanson's resume is on file at City Hall. Hanson has been a reside -lit of Hugo for .five years, and he stated he would like to be involved in the progression of the community. Hanson presently serves on the Ordi- nance Committee. Hanson would like to see industrial development for tax base. He can see room for growth in the residential area in two to three years. He felt that the city is trying to respond to the peo- ple's needs. BILI: POFERL - `.:ARD I Mr. Poferl is a cabinet maker and owns his own business. IIe felt he could be of help to the city because of his dealings with contractors. At this point, he is unfamiliar with the codes of the city, but would be willing to get involved. Hugo Planning Coramissi on March 14, 1979 Page 2 of 4 Ehret asked how familiar -the applicantsiwith the Comprehensive Plan. Brevig stated that he had read the plan three times, and would like to more input as far as parks in the city. Houle and Poferl stated that they were unfamiliar with the plan. Hanson stated he was not that familiar with plan either. (PE,LTIER ARRIVED AT 7:33 P11). Brevig felt that ordinances should be used as guidelines rather than stringent rules. Hanson and Houle stated that the cite should try and stick with the re— gulations, and enforce them to the best of the city's ability. Brevig said that some rules become outdated, and people do not want to be hassled by the Planning Commission and City Council. 1 -ie felt that Hugo had a bad reputation in their dealings with people trying to start in— dustrial business in Hugo. All the applicants wanted to limit the industrial/to smaller type business. growth E'lret expressed thanks to the applicants for their show of interest to serve on the Commission. The recommendations would be made at the end of the meeting. After determination is made by the Council, they will be notified by the Clerk's office. The regular meeting of the Planning Commission was called to order by Chairman Ehret at 3:06 .PI.1. ROBERT DOTTE — SITE PLAN i,1r. Dotte is requesting permission to construct a 40' x 60' pole barn to be used in the storage of equipment in relation to his sod farm operation. He oirns 75 acres, and the land zoned Conservancy. Because the barn consitutes construction of an accessory building prior to the primarv, Ilr. Dotte will need a Special Use Permit rather. than Site Plan !'approval. The following information is to be provided: 1. Lore detailed plan of building. 2. Location of building (setbacks) 3. Specific use of the building 4. Elevations with respect to surroundi:1c; terrain 5. :'roof of oemership 6. Tumber of employees 7. Sanitary facilities The matter is to be a;rain discussed at the meeting of Aiarch 28, 1979. Hugo Planning Commission March 14, 1979 Page 3 of 4 WILLI_ 1.1 TREPA II_ER - SPECIAL USE PERI:IT Ehret had talked with Dan 7oehler, and Dan determined that the proposed building tiroold not be located in the Flood Plain District. However, after further investigation of the map by the Co�u.Qission members, it was determined that the City Engineer should be consulted for his reco;u:_endation. Special Use Permit would be needed in either case, because of the SFU zoning. Ehret stated that a more detailed site plan would be required, indicating the exact location of the building, and the proposed use. Mr. Trepanier presented the Commission with a list of neighbors stating that they had no objection to the construction of the 40' x 60' pole barn. Trepanier stated that the building would be used only for storage. Tlotion made by 'cAllister, seconded by Peltier, to recommend approval of the Special Use Permit for Trepanier subject to the location of the buildir_,- as indicated on the Site Plan. The building to be used solely for the storage of equipment owned by Jilliam Trepanier, and not to be leased or rented, or to be used as a business. McAllister withdrew his motion, Peltier withdrew her second. :,lotion made by Greger, seconded by Peltier, because the Planning Commission is unable to determine if the building would be located in the Flood Plain, the r:iatta r to be tabled until the meeting of 3/28/79. A letter is to be sent to the City Engineer requesting he make that determination by the above mentioned meeting date. All aye. T•Iotion Carried. CHARLES BARTHOLDI - SUBDIVISION OF SCHOELLER PROPERTY Mx. Bartholdi stated that Tverett Gallivan was the fee owner of tlhe property to be subdivided, and Don Schoeller, the contractor vendee. The land to be divided is in the SFE zone. Bartholdi stated that that they would like to have the land developed with on-site septic systems. A report is on file from Dan Koehler stating that the developer will have to either combine lots or redesign the subdivision to accorlmodate the on-site systems. Dartholdi was instructed to con- tact the City Engineer in regard to drainage. Bartholdi stated that they hoped to get permission to install gravel roads, but he was in- formed that all subdivisions would be required to have blacktopped streets, and some form of financial. guarantee would also be required. RECOIJI-MNDATIONS TO FILL VACANCIES The Planning Commission reconLnends Bill Ranson to fill the current vacancy on the Commission. Let the record show that the Planning Commission recommends Jim Metry and Jim Houle for the vacancy to occur April 10 1979. All aye. lotion Carried SUBBIVISIOF CHECKLIST Eotion made by Ehret, seconded by McAllister, to recommend adoption of the Subdivision Checklist (with the elimination of pages 1 and 7) until the new subdivision ordinance is adopted. Would like a copy forwarded as an example for drawing up a new checklist after adoption of the new ordinance. All aye. Motion Carried. Motion made by Ehret, seconded by Peltier, that a copy of the checklist be submitted as suggested only after the adoption of the new subdivi— sion ordinance and .for other checklists. All aye.
