PRESENT: Barnes, Brunotte, Leroux, Sto'1tzman City Administrator, Robert Museus City Attorney, Greg Galler City Clerk, Mary Ann Creager ABSENT: Miron Leroux; made motion, Brunotte seconded, to approve the minutes for the City Council meeting of February 1, 1993, as submitted. All aye. Motion Carried. Barnes made motion, Stolt man seconded, to approve the minutes for the special Council meeting of February :=, 19919 as submitted. All aye. Motion Carried. COUNCILMAN M I RUN ARRIVED AT 7:05 PM . Leroux: made motion, Barnes seconded, to approve the claims for February 16, 1993, in the amount of $98,559.02. All aye. Motion Carried. LIQUOR L I CENSE APPLICATION The Hugo Lions Club has applied for a 3.2 beer :License in order to sell beer at certain special events during the year. The Lions have held such a license for a number of years. Staff recommends approval of the license. Stolt man made motion, Barnes seconded, to approve the 3.2 beer .license for the Hugo Lions Club to sell beer at certain special events during the year, subject to the following conditions: 1. Hugo Lions Club provide the City proof of financial responsibility as required by ordinance. ?. The Lions Club provide written notice to the City, in advance, of the location, date, and times of each activity during which beer- will be sold. All aye. Motion Carried. F'UBL I L" HEARING ((AUTO U I_SMANTL, I NG / J_UNh _ r A 'D ORDINANCE) A public hearing was scheduled for the Council to receive comment on a proposed ordinance regulating the operation of auto dismantling fac.i iit.:.ies and junk yards in the City of Hugo. Lased on discussions with the facilities to be regulated, the ordinance has undergone substantial revision. The public hearing was opened, and David Schumann and Richard Brandt addressed the Council regarding the proposed ordinance. City Council meeting of F=ebruary 16, 199:0 Page Miron made motion, Leroux; seconded, to table adoption of the proposed ordinance until the Council meeting of March 1, 1993, to allow the City Attorney time to review the ordinance. All aye. Motion Carried. POLICE CONTRACT Based on Council concerns and questions regarding the contract between the City of Hugo and the Washington County Sheriff's Department for the provision of police services to the City, Sheriff Trudeau and C=aptains Johnson and McGlothlin of the Sheriff's Department. were in attendance at the meeting to discuss the contract. Concerns raised by the Council include what services are required by 'law to be provided by the Sheriff to the City. Why the contract only calls for two officers, when in actuality the City receives 24-hour a day coverage throughout the year, and what reports should the sheriff provide the City on a regular basis. It was agreed upon that the Sheriff's office would provide the City with a year-end report, which would address the concerns of the Council. Barnes made motion, Miron seconded, to approve the 1993 Washington County Sheriff's Contract, and authorize the Mayor and City Administrator to sign said Contract on behalf of the City of Hugo. All aye. Motion Carried. E:LMCREST BRIDGE REPL_ACEM. T The Council received an updated cost estimate from the engineer regarding the replacement of a bridge on Elmcrest Ave. at Hardwood Creel:., approximately 700 ft. south of 170th St. The engineer's revised estimate for the project is $136,873.75, of which $64,240 .is eligible for state --aid funding. Discussions with the City of Lino Lakes' road superintendent indicated an interest by Lino Lakes to pursue this project, but funding constraints would indicate that they would be unable to participate in this project until 1994 at the earliest. If the C.::ounc:i.l wishes to pursue this project, staff recommends that. the City of Hugo apply to Washington County to act as an intermediary for scheduling of the state -aid ii,r..;ney and a letter be sent to the City of Lino Lakes formally request:.i:nq their participation in this project. Barnes made motion, Leroux; seconded, that the City of Hugo request that Washington County Public Workact as an intermediary t:.r:)scheduling of the state -aid money for the E:lmcrest. Avenue bridge replacement, and a letter be sent to the City of Lino Lakes formally requesting their participation in this project. All aye. Motion Carried. LIQUID WASTE HAULER DISPOSAL STTE The Metropolitan Waste Control Commission has indicated an interest in establishing a liquid waste hauler disposal site within the City of Hugo. MY I.; Ui,:U1C I I mant,i,ng of February 16, 194 Page _ The MWCC currently has a waste hauler disposal site located in White gear Township near Bald Eagle Lake, and the Township has requested that the MWCC investigate relocating the site. Discussions with White Lear Township indicate their reasons for requesting this change are: 1. The site is currently located in a residential area which .is of concern to local property owners. 2. The proximity to Bald Eagle Lake leads to possible pollution of the lake. 3. 'The 'Township questions the credits they are receiving on the volume of waste being disposed at the site. 4. 'The Township now is almost totally sewered, and very little demand is being put on the site by Township residents. The MWCC's preferred site is located near the intersection of 130th and Falcon Ave., which is in or near the Bald Eagle Industrial Pari':. Staff concerns for this project. include: 1. Metering of the effluent deposit on the site to ensure the City receives full compensation for the sewage deposited in the City's mains. 2. The site be 'located off-street to avoid traffic problems. 3. The facility receive adequate maintenance and odor control. 4. The site has flush capability for cleaning. 5. Visual screening be provided to lessen the .impart:. of .the site to adjacent property owners. Since the City of Hugo has a substantial number of septic systems, the City's assistance in providing a dump site for their effluent would be appropriate. Staff recommend that. he City engineer coordinate the establishment of such a site with the MWCC.:; and report to the Council the proposed plans and specifications for Council approval. Leroux made motion, Miron seconded, authorizing the City Administrator and City Engineer to work with the MWCC in an effort to establish a waste hauler disposal site. The proposed site snail be metered to ensure that. the City receives full compensation for the sewage deposited in the Citys mains. All aye. Motion Carried. Councilman Miron suggested that the Ci.ty hold a public hearing prior to the establishment of a site. ADVERTISEMENT FOR BIDS Staff requests authority to publish an advert.i.sement for bids for the sale of the City's 1959 pumper which has become excess in the fire department due to the purchase of a new pumper this spring. Miron made motion, Leroux; seconded, to advertise for bids for the sale of the City's 1959 pumper. All aye. Motion Carried. City Council meeting of February 16, 199:': Page 4 Code Enforcement Intern Staff requests authority to advertise and solicit for an individual to assist the City's Code Enforcement Officer with the enforcement of state building, plumbing, and mechanical codes, as well as local ordinances. This position has been budgeted for 1993 at a cost of $7,000.00. Barnes made motion, Stolt man seconded, to advertise and solicit for an individual to assist the City's Code Enforcement Officer for 1993, at a cost of $7,000.00. All. aye. Motion Carried. MISCELLANEOUS The City received a letter from a member of the Fire Department claiming harassment. The letter of allegation was reviewed by City Attorney Galler, and he has recommended that the City hire an investigator to determine legitimacy of the complaint. Miron made motion, Barnes seconded, that the City of Hugo authorize the hiring of Gloria Olson to report on the alleged harassment in the Hugo Fire Department. All aye. Motion Carried. ROAD M . I CY Barnes made motion, Miron seconded, that the City Council meet with the City Administrator and City Engineer- on March S, 1993, at 7:00 PM, in an effort to establish a road maintenance policy for the City of Hugo.
