HomeMy WebLinkAbout1993.03.20 CC Minutes - Joint cities hospital meetingSPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF FOREST LAKE, MINNESOTA, HELD AT THE CITY HALL ON THE 20TH DAY OF MARCH, 1993, at 11:00 A.M. MEMBERS PRESENT: Mayor, James Crawford; Councilpersons, Bruce Carlson, Gary Moen, Howard Ruggles and John Lynch. The Special Council Meeting was attended by Board Members from New Scandia Township, Forest Lake Township, Columbus Township, City of Forest Lake, City of Hugo, all of which had a quorum present, as well as Board Members from Wyoming Township and Linwood, neither of which had a quorum. No one attended the meeting from the Centerville or Lino Lakes Boards. Members from the District Memorial Hospital Board and their attorney, John Miller, were also present as well as approximately 90 interested persons, some of whom were hospital employees. Attorney Dave Hebert presented an explanation of the lease as written and Attorney Greg Galler outlined some of the problems with the lease in the present form. The possibility of entering into a Joint Agreement was discussed to hire Holmes and Graven as advisors and to supply a contact person for the governing bodies with the cost shared based on a proportion of the 1990 census. Motion was made by Lloyd Knudsen of Columbus Township and seconded by Dick Damchik of Forest Lake Township to sign a Joint Resolution appointing Holmes and Graven to represent the interest of the communities in the writing of the lease between HealthSpan and District Memorial Hospital, to work with District Memorial Hospital on the lease and to take legal action if necessary and to work with a $5,000 limit initially on the expenses with assessment of the charges on a per capita basis. Forest Lake Township, Columbus Township, City of Forest Lake and City of Hugo, all voted yes. New Scandia Township did not vote pending a determination of whether they had received proper notice. Motion was made by Lloyd Knudsen of Columbus Township and seconded by Dick Damchik of Forest Lake Township to write one letter to HealthSpan indicating that we want to work in a spirit of cooperation to reach a mutually agreeable lease. Forest Lake Township, Columbus Township, City of Forest Lake and City of Hugo all voted yes. Scandia deferred at this time. Both Wyoming Township and Linwood indicated they would be willing to share in the costs. Meeting adjourned at 12:45 p.m. Robert R.
