The meeting was called to order by Mayor Walter- St.oltzman at 7:00 PM.

Motion made by Mi.ron, Brunotte seconded, to approve the minutes for the
regular City Council meeting of May ?, 199=r as emended.
All aye. Motion Carried.
Brunotte made motion, Mi.ron seconded, to approve the claims for May 1.7,
1993, in the amount of $124j134.92.
All aye. Motion Carried.
COUNTY ROAD SA PROJECT
Donald Thiesen, Deputy Director of Public Works for Washington County,
addressed the Council regarding the proposed improvements to County Road
BA, between Trunk. Highway 61 and Goodv.iew Ave. Mr-. 1 hiesen presented the
Council with a written itinerary for the reconstruction project, and
suggested that an "informal" meeting be held some time in July to obtain
comments and concerns of the adjacent property owners.
Miran made motion, Leroux; seconded, directing the City Administrator to
work. with Washington County in developing an informal meeting date to
field comments and concerns of adjacent property owners for the County
Road BA Reconstruction Project-..

1993--94 MAINTENANCE RENEWAL... AGREEMENT
At the Council meeting of May 1, 1.993, the City Council received a.
proposed agreement extending the road maintenance contract between t.t-;e
City of Hugo and Washington County. Staff review of the contract
indicates no substantive change from prior agreements. Cost increase for

Stolt:man made motion, Leroux seconded, to approve the 1993 Road and
Bridge Maintenance Agreement between the City of Hugo and Wasi._,i.nat-o'n
County, and authorize the Mayor and City Clerk to sign said Agr ei::.:mei1t o
behalf of the City of Hugo.

WASHINGTON COUNTY H2O.M,E,AGREEMENT'
The Washington County HRA has requested the City enter into an agreement
with the HRA for implementation of the HOME Program in Washington Count -.y.,
City Council meeting of May 17, 1993

The requested Agreement was presented to the Council at their May 3rd
meeting, with no action being taken pending clarification of certain
points by the Washington County HRA' The HOME Program is a federally
funded program to provide housing for low and moderate income
individuals. The Washington County desires the Joint Powers Agreement in
order to obtain such federal funding' The Council reviewed a letter from
Yvette Quarfort, project manager for the HRA, indicating Washington
County's expectations of the City if it chooses to participate' City
Attorney, Greg Galler, wanted further clarification regarding financing of
the program.
Leroux made motion, Brunotte seconded, to delay action of this matter to
allow further review and comments by the City Attorney.
VOTING AYE: Barnes, Brunotte, Leroux, Miron
VOTING NAY: Stoltzman
Motion Carried.
Ron Istvanovich, Fire Chief of the Hugo Volunteer Fire Department,
submitted an annual report outlining the operations, personnel training,
equipment, budgeting, and finance of the Fire Department for the last
year. Included were recommendations for capital expenditures for the
department for the next four years. The Fire Chief was complimented on
the contents of the report, but the Council wanted clarification on the
following:
1' Who provides the training for the fire fighters?
2' Could rescue/fire calls be used for credit toward training drills?
3. An eight-year average was given indicating personnel numbers' Would
like to see high/low numbers.
4. Was #4133 pumper included in inventory?
5. Who is certified to deal with hazardous material?
6. Compare compensation with other communities.
The Council and City Administrator stated that they were unaware of a any
"hiring freeze" in place in the Fire Dept.
Leroux made motion, Miron seconded, to accept the Fire Chief's annual
report subject to clarification of certain issues'

FEASIBILITY,REPORT,IpgLgOUIN,,,INDUgla,IAL PARK)
Based on a petition from owners of property in the Peloquin Industrial
Park, the Council directed the City Engineer to prepare a feasibility
study for providing municipal services to the industrial park. The
Engineer's recommendation and estimate include the following:
1. Sanitary sewer at a cost of $205,229.
2. Municipal water at a cost of $152,845.
3. Street improvements at a cost of $212,301
4. Storm sewer at a cost of $76,131.

Total cost of the project is estimated at $646,505'00' The City's Finance
Director is preparing an estimated assessment roll for the project.
Barnes made motion, Leroux seconded, to accept Howard Kuusisto's
feasibility report for the Peloquin Industrial Park for providing
municipal services to the park'
All aye' Motion Carried'
The City's consulting engineer, Howard Kuusisto, submitted a written
in -progress review on the development of the City's surface water
management plan'
Stoltzman made motion, Leroux seconded, to delay any action on this matter
until the meeting of June 7, 1993'
All aye. Motion Carried.
Based on concerns raised during review of the Country Ponds Plat, staff
requested that the Rice Creek Watershed District provide the City with a
review of the adequacy of the drainage culvert for Clearwater Creek
running under 35E. The watershed district responded with a letter
indicating the current and future adequacy of the culvert to handle
expected stormwater flows'
Stoltzman made motion, Leroux seconded, to accept the letter from RCWD
regarding current/future adequacy of the 35E culvert to handle expected
stormwater flows.

ADMINISTRATOR PERFORMANCE REVIEW
The Employment Agreement
between the City Administrator
and the City of
Hugo stipulated that two
performance reviews were to be
conducted in the
year following the hiring
of the City Administrator. 7he
first review was
conducted in December and
January of 1993' The second
review was
scheduled for May of 1993.
Administrator Museus was complimented on his
job performance to -date,
and was directed to keep the Council
informed as
to day-to-day activities
at City Hall.
Leroux made motion, Miron
seconded, to increase the City
Administrator's
salary by 2'5%, effective
July 1, 1993'

Staff is recommending the
hiring of Mr' Floyd Laska to
mow the City Park
and empty trash barrels located
on City property. Mr'
Laska has performed

these tasks for the City for approximately five years, and will be doing
the work at the same rate as 1992 - $25.00 per hour for mowing and $15'00
per hour to empty barrels.
Miron made motion, Stoltzman seconded, that Mr. Floyd Laska be hired to
mow the City park and empty trash barrels on City property for 1993' He
is to compensated at $25'00 per hour for mowing and $15.00 per hour to
empty trash barrels'
All aye. Motion Carried.
Webelo leader, Jim Compton, addressed the Council asking for their
financial support to plant trees around the City park' The scouts would
like to purchase 15 trees, plant them around the park, and be in charge of
their maintenance for the year.
Leroux made motion, Barnes seconded, authorizing the purchase of 15 trees
by Jim Compton, Webelo scout -troop leader, for placement around the City
park. Cost of project is not to exceed $500.00'

Stoltzman made motion, Miron seconded, to approve the proposal for
geotechnical exploration for the proposed trunk watermain between 142nd
Street North and 128th Street North, at a cost of $39000.00.
All aye. Motion Carried.
Dave Schnider wrote a letter to the City Council regarding the variance
approved for his neighbor, Dave Yost. to construct a garage 4' from the
side property line. Schnider objected to the variance, and felt that he
was not afforded an opportunity to voice his objections to the Board of
Zoning Adjustments. After a lengthy discussion, and review of the City's
zoning ordinance, the following motion was made:
Miron made motion, Leroux seconded, that the City Administrator contact
Mr. David Yost stating that he needs a Special Use Permit to construct an
accessory building exceeding 240 square feet'
All aye. Motion Carried.
Brunotte made motion, Miron seconded, to adjourn at 9:45 PM'
