HomeMy WebLinkAbout1993.07.19 CC MinutesJULY 19, 1993 The regular meeting of the Hugo City Council was called to order by Mayor Stoltzman at 7:00PM' PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman Motion made by Barnes, seconded by Brunotte to approve the minutes of July 6, 1993 as amended. Allaye, motion passed' Mr. Brunotte noted that the Stoltzman SUP and River City Asphalt permit should have been included on the agenda' Motion made by Miron, seconded by Brunotte to approve the claims of July 19, 1993 in the amount of $192,999'85' All aye, motion passed' Council questioned exactly what the Municipal Builders, Inc. $9,333'00 check was in payment of. NSP Franchise Aoreement Mr. Dave Schwartz was present to address questions from the Council. The Council wanted to include in the agreement a requirement of notification to homeowners before tree trimming. Mr. Schwartz informed the Council this would not be approved by the NSP legal staff. Motion made by Stoltzman, seconded by Leroux to approve the Northern States Power Franchise Agreement for electric service. All aye, motion passed. Motion made by Stoltzman, seconded by Leroux to approve the Northern States Power Franchise agreement for gas service. All aye, motion passed' It was not clear whethe- a public hearing for these franchise agreements had been scheduIed. All aye, motion passed. Motion made by Leroux, seconded by Barnes to table the Country Ponds Development Agreement until the City Council meeting of August 2, 1993 and Attorney Galler has made the recommended revisions. All aye, motion passed Council directed staff to send a letter to Acting Fire Chief Wisner to provide representation at the August s council meeting regarding the fire department mission statement.. Attorney Greg +_faller stated that he had maps of the Waller property from 1965 to 199: for anyone: who was interested :in seeing them. Mr. Gall.er- also provided a copy of the revised Stolt man Special use Permit. Mr. Stolt man stated he would review the document as soon as possible. The River C:.i.t_;: Asphalt Mining permit and litigation is status quo. They will continue to mine without a permit until an agreement is reached. ' Motion made by Barnes, seconded by Leroux to request the City Engineer- to investigate the growing number of localised failures on the 130th St. pavement job, between Goodview Ave. and Highway 61 and report back to the Council by August t, 1990 regarding the following: 1. Why the problem is occurring. 2. What we need to do to fix it. 3. What changes we need to make in our pavement section, construction City Council minute=_ - July 19l i993 Page _ procedures, or maintenance procedure to keep this sort of thing from happening. 4. Review urban and rural pavement sections in code for adequacy. 5. Specific problems include alligator cracking, transverse cracking, localized edge failures, and longitudinal pavement separation.
