From 8:00 AM to approximately 12:30 PM, the City Council discussed
surface -water management issues with Greg Galler, the City's Attorney,
Kate Drewry and Steve Woods from the RCWD, Molly Shodeen from the DNR, and
Bruce Sandstrom from the Board of Soil and Water Resources. The purpose
of these discussions was determined "the roles and responsibilities" to
surface -water management of the regulatory agencies mentioned, as well as
the legal responsibilities of the City in reviewing and approving
subdivisions.
Theodora Peltier, Chairperson of the Planning Commission, arrived at the
meeting at approximately 1:00 PM.
During the afternoon, the Council met with Desel Peterson, City Attorney
for the City of Minnetonka, regarding Council organizations and authority.
At approximately 2:00 PM, Karen Ray, a private consultant., made a
presentation regarding decision-making and team -building. It was decided,
by the Council, to continue discussions with Karen Ray on the evening of
October 27, 1993, in order to obtain full Council, as well. as including
the Planning Commission in the training.
