Mayor Stoltzman reconvened the City Council meeting of November 1, 1993, <br />for the purpose of hearing public comments regarding improvement to County <br />Road 8A, between Highway 61 and Goodview Avenue. <br />PRESENT: Barnes, Miron, Stoltzman <br />Washington County Public Works, Don Theisen and Jim Hanson <br />TKDA, Timothy Chalupnik <br />City Administrator, Robert Museus <br />ABSENT: Brunotte and Leroux <br />Notice of the meeting had been sent by Washington County to the residents <br />along County Road 8A, being impacted by the project. A substantial number <br />of the residents were in attendance at the meeting. After introductions, <br />Mr. Thiessen and Mr. Chalupnik provided three options for the improvement, <br />followed by questions and answers from members of the audience. <br />Items of concern for the residents included: <br />1. The amount of front yard space to be lost due to the project. <br />2. Speed of vehicle traffic on the improved road. <br />3. Desirability and location of a bike path and on -street parking. <br />4. Roadway width. <br />5. On -street park. <br />6. Location of mail boxes. <br />In order to provide guidance to the County for project design, the <br />following motion was made: <br />Miron made motion, Barnes seconded, to construct the improvement along a <br />40' improved corridor, including 6' traffic buffer on the north side of <br />the road, two 12' traffic lanes, and 10' on -street parking on the south <br />side of the road. In addition, a bituminous bike trail will be installed <br />on the south side of the road, including a 6'.buffer strip between the <br />back of curb and the 10' bike trail. The center line of the road will be <br />offset approximately 6' from what is existing in order to balance the <br />impact of the widened road and bicycle path on property on both sides of <br />the road. Mail boxes will remain on the north side of road. <br />All aye. Motion Carried. <br />Barnes made motion, Miron seconded, to adjourn at 9:40 PM. <br />All aye. Motion Carried. <br />Robert A.
