Leroux made motion, Miron seconded, to approve the minutes for November 1,
1993, as submitted.
All aye. Motion Carried.
Miron made motion, Leroux seconded, to approve the minutes for the special
City Council meeting of November 8, 1993, as amended.
All aye. Motion Carried.
Leroux made motion, Brunotte seconded, to approve the claims for November
15, 1993, in the amount of $149,863.74.
All aye. Motion Carried.
ANOK.A ELECTRIC*, COOPERATIVE FRANCHISE
The City Council held a public hearing regarding the proposed Franchise
Agreement between the City of Hugo and Anoka Electric, for the provision
of electrical service to residents of the City of Hugo. This Agreement is
substantially similar to the franchise recently awarded to NSP. The City
staff recommended adoption of the proposed ordinance. The hearing was
opened to the public, and there were no oral or written comments.
Leroux made motion, Miron seconded, to adopt ORDINANCE 93-288, AN
ORDINANCE GRANTING TO ANOKA ELECTRIC COOPERATIVE, A MINNESOTA CORPORATION,
ITS SUCCESSORS AND ASSIGNS, PERMISSION TO CONSTRUCT, OPERATE, REPAIR AND
MAINTAIN IN THE CITY OF HUGO, MINNESOTA, AN ELECTRIC DISTRIBUTION SYSTEM
AND TRANSMISSION LINES, INCLUDING NECESSARY POLES, POLE LINES, FIXTURES
AND APPURTENANCES, FOR THE FURNISHING OF ELECTRIC ENERGY TO THE CITY AND
ITS INHABITANTS AND OTHERS, AND TO USE THE PUBLIC WAYS AND GROUNDS OF SAID
CITY FOR SUCH PURPOSES.
VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman
Motion Carried.
Clifton C. Dailey, of 15282 Jeffrey Avenue North, requested a variance to
construct a garage between his home and Jeffrey Avenue. This property is
zoned AG, and consists of approximately 10 acres' Mr' Dailey's request is
based on the hilly characteristics of the land, and the sharp dropoff
behind his home into a wetland' The City staff recommended approval of
the variance'

Miron made motion, Brunotte seconded, to approve the variance request of
Clifton Dailey, 15282 Jeffrey Avenue, to construct .30' x 45' garage closer
to the front lot line than the residence. The variance approval is based
on the hill characteristics of the land, and the sharp dropoff behind his
home into a wetland.

MINING PERMIT (INDYKIEWICL
Mr. George Indykiewicz requested renewal of his permit to mine sand and
black dirt from his property located in the W 1/2 of the N 1/2 of Section
17, T31N, R21W, Hugo, MN. The City staff recommended approval of a
one-year extension of the Mining Permit subject to the current conditions.
Mr. Indyk.iewicz stated that he would remove the piles of asphalt,
concrete, and wood on his property.
Miron made motion, Barnes seconded, to renew the Mining Permit for George
Indyk:iewicz until November 1, 1994, subject to special conditions as on
file in the office of the City Clerk.

L...AK.E A I R ESTATES DRAINAGE STUDY
The City of Hugo contracted with TK*DA to review drainage issues in the
Lake Air Estates/Fuld Eagle Estates subdivisions, as well as surrounding
areas. Robert Toddie and Howard Midje, project engineers, presented their
findings at the Council meeting.
Barnes made motion, Miron seconded, to table this matter until the meeting
of December 8, 1993, to allow time for the Council to review the report.

SURFACE WATER MANAGEMENT FLAN UPDATE
Fart of the City's surface water management plan will be the establishment
of policies to quide the City in its supervision, management, and
improvement of surface water drainage. There was discussion to coordinate
this project with updating of the comprehensive plan. Funding for the
plan will be discussed at the woi-:.shop of November 29, 199'.
1993 GRAVEL. PROJECT REVIEW
The City's street graveling for 1993 has been completed with a final cost
for the project at $48,622.75. No action was needed for this matter.
DECEMBER CITY COUNCIL MEETING DATE
A public hearing has been scheduled for December 8, 1993". regarding the
City's 1994 budget and tax levy. This date was chosen in conjunction with
the budget hearings for other local taxing jurisdictions.

Barnes made motion, Stoltzman seconded, that the Council postpone the
scheduled regular meeting of the City Council from December 6th to
December 8, 1993, at 7:00 PM, to ,coincide with . the TrLtth in Taxation
public hearing.

NOVEMBER 29. 1992 COUNCIL WOR; K.'SHOP
The City Council has scheduled a workshop for November 29th to consider
the City's capital expenditure planning for 1.994 and beyond. City
Administrator, Bob Muset_ts, informed the Council of a Planninq Commission
meetinq on November i.', 1997., for the purpose of reviewing the draft
response from the citizen survey with Judy Marshek..

November =', 1993, at 7:00 PM, Hugo City Hall.

GAMBLING PREMISES PERMIT _LNAT I CiNAL. ATAXIA FOUNDATION)_
Miron made motion, Stoltzman seconded, to approve the Gambling Premises
Permit for the National Ataxia Foundation to conduct charitable gambling
at Carpenter's, 14559 Forest Blvd., Ht_tgo, MN., and waiver of the any
waiting period required for this license.
All aye. Motion Carried.
FIRE DEPARTMENT APPOINTMENT
Miron made motion, Barnes seconded, to appoint Mike Ferguson to the Hugo
Volunteer Fire Department, effective November 15, 1997..
VOTING AYE: Barnes, Brunotte, LeroUX, Miron
VOTING NAY: Stoltzman
Motion Carried.
Mayor Stoltzman voted NAY on the motion because other applicants have
applied prior to Mr. Ferguson. The City Administrator will report on the
status of outstanding applications.
FIRE CHIEF RECOMMENDATION
The Fire Chief Selection Committee has recommended that Jim Wisner be
appointed as Fire Chief of the Hugo Volunteer Fire Department.
LerolAX made motion, Brunotte seconded, to appoint Jim Wisner' as the Fire
Chief for the Hugo Volunteer Fire Department.

APPOINTMENT OF' FIRE MARSHAL
Miron made motion, Leroux; seconded, authorizinq the Fire Chief to
interview applicants for the position of Fire Marshal, and make his
recommendation to the City Council.
All aye. Motion Carried.
MISCELLANEOUS
Councilman Miron received a call from a resident regarding funding of the
skating rink at Withrow School. Attorney Galler stated that it is
possible for the City to financially support the request, and the she
submit a formal request to the City Council for consideration.
