SPECIAL CITY LOUN[�I L MEETING OF-1VOVEMBER 29, 199: ---- The 9S'�°The meetinq was called to order by Mayor Stoltzman at 7:30 PM. PRESENT: Barnes, Brunotte, LerOUX, Miron, Stoltzman City Administrator, Robert Museus City Finance Director, Ron Otk:in Julie Williams, Director of the White Bear Lake Community Center, made a presentation to the Council of the services provided by the Center to residents of Hugo, and requested the City's continued support. Fire Chief, Jim Wisner, presented the Council the Fire Department's request for additional fund=_. for 1994, as well. as a report on the status Of current applications for membership on the Department, and a list of long-term capital improvement needs. Mayor Stoltzman requested that Chief Wisner provide the Council with a comparison of pay practices for fire departments in other communities, specifically, looking at the relationship between payment for attendance at drills and wages paid for participation in fire fighting. Councilman Leroux requested that a comparison of per -capita expenditures be included in the report. The Council discussed capital -improvement planning for the next ten years, focusing on forecasting expenditures and the projects that are expected to be funded, including street improvements, parkas and recreation, fire equipment, a new fire hall, and a new City Hall. It was decided to continue discussion of the City's capital improvement plan following review of the community survey recently undertaken by the City, and completion of the City's Comprehensive Plan and Surface Water Management Plan. Councilman Miron reminded the Council of the meeting being hosted by Washington County on the evening of December 7, 199' regarding property taxes. Barnes made motion, Miron seconded, that Councilmen Leroux, and Miron represent the City of Hugo at this meeting. All aye. Motion Carried. Miron made motion.
