HomeMy WebLinkAbout1976.03.24 PC MinutesMINUTES OF THE PROCEEDINGS CF THE HUGO PLANNING COMMISSION M,",RCH 24, 1976 Shepherd of the Fields Public Hearing The public hearing regarding the request of Shepherd of the Fields Lutheran Church for a Special Use Permit for a church and parking fac- ilities was opened at 7:15PM by Chairman Spitzer. attending were: Spitzer, Ehret, Peloquin, and Peltier. Also attending were Irene Leroux representing the City Council, Bill Schwab of the Washington County Planning Department and Brian Amundson of the City Engineer's office. The notice of public hearing was read and Chairman Spitzer noted that the minutes of the February 25th meeting of the Planning Comm- ission would be made part of the record of this hearing. Lester :;inter, chairman of the church group, introduced Mr. Eldon Morrison of Eldon Morrison Architects, Inc."of White Bear Lake, Minn- esota, who presented architectural drawings of the proposed church and grounds and made the presentation concerning the proposed plans. He stated that the 6,000 sq. foot building would be erected on a 6.8 acre site now owned by Vern Peloquin, loc^ted just east of the Hugo School. The church would be erected on the easterly portion of the site at the slightly higher side of the property. It will be lifted two feet above the existing grade and the drainage will run to the west where a ponding area will be created to hold run off until it cpn be handled by the existing 81, storm sewer stem pipe. He further explained that to comply with the request of the Wash- ington County Planning Department for screening, they propose to plant Sugar Locusts on the east side of the property, am shrubs and crab apples on the front side to screen the parking area from the street. The parking lot would handle parking for 100 cars and the church would have a seating capacity of 296 chairs. They are proposing a f1Bx- ible open structure to be used not only for the church but could be used by the community as well. There will be folding walls opening to a multiple use area for Sunday School and meetings, and on the opposite side there will be a 1,000 sq. ft area for a possible day care center for thirty children. This area will include a kitchen that could be separated by screening. Washroom facilities would be easily accessable to all areas. The church offices would overlook the parking lot and street side, and the Pastor's office will be adjacent to these offices. The entire building will have a laminated wood deck, with laminated wood beams and a high sloping ceiling. The building will be very flex- ible so that in the future, changes can be made as the need arises, They propose a small wooden sign by the driveway simply stating "Shepherd of the Fie lis Lutheran Church", he said. Morrison further stated that the church will be in a good central loctation so that it can be used by the community, and the community can profit from the building itself. Traffic flow and drainage plans have been discussed with the City Engineer's office and they are willing_ to meet his requirements, he said. Morrison said the parking lot is 150 x 260' and they propose laying in 81, of Class 5 for the present with anticip?tlon of blacktopping it at a later date. Regarding utilities - thbre is sanitary sewer available but it would be necessary for t%e church to petition to the city to have -2 - water extended to the property. Electric power will be underground. Mrs. Sterling Ashby, 5980 Oneka Lake Blvd: My neighbors and I are concerned about the surface drainage off the blacktopped parking lot. Which direction will it travel? Morrison: We propose leaving a swail that will drain to a fifty foot grassed area. No drainage should go south. It will ao west. Spitzer; Has our Engineer's office reviewed the drainage: Amundson: The drainage plan has been changed since we last saw it. I would have to look at it again. We do feel that the eight inch pipe is not sufficient to carry the water away without ponding first. We used a 211 rainfall and figured they would have to store a half days's water and we would recommend a dby's storage. The worst condition would occur in the spring and 80 - 100% will be run off. In that case, there would be a flow of about 5 - 6 CFS. Spitzer: Whet fraction of the 6.8 acres will be surfaces with either blacktop or buildings, etc., thus becoming unavailable for perculation type run-off? Amundson: 20% or slightly over a acre will be ~urfaced with either blacktop or buildings. Our primary concern for t're project is surface water - utility loading and traffic loading, if present plans are fol- lowed should be no problem. We do feel the road would need to be looped around. Mrs. Ashby: If you plan to pond behind Mr. M,oe's property, there is going to be problems. peloquin: Unless Mr. Moe has changed his mind, he has indicated to us that there would be no problem. Spitzer: According to present plans of the church, the water problem on your street, Mrs. Ashby, should neither be alleviated or made worse. There may be a storm water problem but it is not necessarily a problem of the church. Schwab: On February 25, 19769 I reviewed the project and in a written report of that date I recommended approval suD"ject to the following conditions: 1. The p-rcel be properly subdivided and as part of that subdivision, adequate road right of way for 148th Street North be dedicated. 2. An agreement be reached with the City Council regarding construc- tion of 148th Street to minimum standards as set forth by the City Engineer. 3. That the City Engineer determine that the site has adequate storm drainage, and that any recommendations he may have regarding storm drainage shall be incorporated as part of this special use permit. 4. The City Engineer should determine that the site can be adequately -3 - served with municipal sewer and water. Any recommendations he may have regarding these items shall be incorporated as part of the special use permit. 5. Prior to t're issuance of -ny building permits, a detailed site plan along with a proposed floor pl-n and proposed elevations of the church shall be submitted to the Planning Commission and City Council for their review and approval. Any conditions that may be imposed as part of the review of the detailed site plan shall also be made a condition of this special use permit. Since that time, I have received building plans for the church -nd have written another report dated March 24, 1976. Rebommended changes being made part of the public hearing record.) Mrs. Ashby: What about the easements and assessments on the proposed road? Spitzer: The easements fill be taken from Vern Pelocuin's property. All the property to the south of the road is also serviced by Oneka Lake Blvd., an existing city street and it doesn't seem very likely that assessments would be assessed against the property owners on that street. Generally the cost of the road should be assessed against the developer. Brian: Regarding the run-off problem, after making a quick check, it appears that some water would fall onto the school property when there is a 2" rainfall. Spitzer: Would it be correct to say that the addition of the church would not cause, under normal conditions, a condition that would not be worse than it is today. Brian: To a certain degree. The amount of water would increase. The church has made provisions for a deeper area for ponding however. Giv- ing the 811 pipe 24 hours to get rid of the water, it will handle it. If there is no more than 21, of rein in a 24 hour period, there would not be a noticeable difference in the ponding. Peloquin: I expect no help from anyone south of us developing the road. Whenever the church wants to put their road in, I will put mine in. Ehret: Pertaining to the city water - will it be P dead-end pipe? Brian: It hasn't been decided, but it has been discussed looping it to Oneka Lake Blvd along the new street. If it is a stub pipe, it will have to have a hydrant on the end. Spitzer: When will 148th Street be surfaced? Brian: Sometime this year. Spitzer: ;When will the church be built? Morrison: We plan on dedication by Thanksgiving. Spitzer: When will you blacktop the parking lot? Winter: Several years from now. Spitzer: When do you ahticipate blacktopping the proposed road? -4 - Winter: We plan on doing that right away. Spitzer: If the roads leading to the church are all blacktopped, we should be talking about blacktopping the perking lot, too. Winter: What steps do we have to take to get that road designed? Brian: It will take council action. Wally Otto: 13264 132nd Street: Why is their a difference in width in 148th Street? Spitzer: Present pi=ns call for 148th Street from Hwy. 61 to Francesca to be 36' wide then taper to 24' wide continuing east. The public hearing was closed at 8:31 PM. Meet Ing The meeting was called to oder by Chairman Spitzer at 8:41PM. Members present were: Spitzer, ^hret, Peloquin, and Peltier. Johnson arrived 8:47PM. also attending were Rrian Amundson, City Engineer's office, William °,chwab, Washington County Planning Depart- ment, and Irene Leroux, representing the City Council. Motion made by Ehret, seconded by Peltier, to arprove the minutes of the February 25, 1976 meeting as sent out. Motion carried. Shepherd of the Fields Lutheran Church Spitzer asked what will happen to 148th Street, a city owned right of way east of Freeland to Peloquin's property, which is not improved. Amundson said the city will have to take the matter under advisement. Subdivision requirements for this property were discussed. Schwab stated that it can be handled as a minor subdivision or a simple plat. Johnson refe-rred to the report by the Rice Creek Watershed District dated February 18, 1976, and expressed concern that the amount of water to be runoff would be increased if that property would be developed. Motion made by Ehret, seconded by Peltier, to recommend to the City Council, approval of the request of Vern Peloqu in for a Special Use Permit for Shepherd of the Fields Lutheran Church to build a church and parking facilities at the property described as follows: "West j of NE 4 of NW 4 of NE !, , Section 20, Town 31, Range 21W." subject to the following conditions: 1) Mr. Peloquin shall provide a minor subdivision of the entire parcel in question and shall deed to the city the existing 50' sanitary sewer easement that the City has at the present time as it extends from 148th Street to the east to Oneka Lake Blvd. 2) This proposed road shall be brought up to en'gineering standards as approved by the City Engineer's office no"l?ter than Dec. 31, 19 76 . 3) That the westerly portion of the minor subdivision shall have constructed the church building and parking lot as indicated on the drawings on file in the clerk's office no 1 --ter than December 31, 1976. -5- 4) A bond or letter of credit for the construction of the street and public utilities shall be posted with the city until said improvements are completed. 5) That the driveways shall be surfaced to the edge of the street right of way at the time of construction of the m& in building and parking lot. That the driveways shall be bit- uminous surface up to the edge of the parking lot no later than December ?l, 1977 and that the parking lot itself be surfaced either with bituminous or crushedrock in it's entirety no later than December 11, 1978. 6) Parking lot shall be surfaced with bituminous material in it's entirety no later than December '1, 1982. 7) The plans as submitted to the Flanning Commission shall be reviewed by Rice Creek Watershed District and a report by that body be secured prior to action by the City Council. 8) It being recognized that the proposed use of the property as a church is in effect semi-public use - no p�-rkland ded- ication will be required. The necessary documents concerning the ownership of the prop- erty are on file and copies herewith transmitted to the City Council. Voting for: Spitzer, Ehret, Peltier. Voting no: Johnson. Peloquin abstained. Motion carried. Eugene LaBelle Mr. LaBelle appeared with a request to sell 8 acres of his total acreage of 11.8 acres at the corner of 157th Street and Harrow Avenue. It is presently zoned Agricultural and Lakeshore. He intends to sell eight acres and keep the remaining 1.8 acees which includes all build- ings for himself. Spitzer recommended to Mr. LaBelle thp.t he make application for a rezoning. Motion made by Pelonuin, seconded by Peltier, to adjourn the meeting at 9:58PM. Motion carried. >d�) L�4 c Mary Babcock, Secretary Hugo Planning Commission Hugo City Planning Commission Page 2 March 24, 1976 would recommend that in addition to the conditions outlined in my report of February 25, 1976, that Item 5 of the previous report be replaced with the following: 5. A detailed screening plan be submitted to the Planning Commission for their review and approval prior to the issuance of any building permits. The screening shall be such to affectively reduce the visual impacts of the Church and parking lot from the property to the east. The screening plan shall also include proposed screening along the south edge of the property, so as to reduce the visual impacts of the parking lot from the south. The screening plan shall include species and size of shrubs and trees proposed. 6. The entrance driveways and parking lot shall have a blacktop surface or some arrangement acceptable to the City Council shall be made to ensure that a blacktop surface will be installed within an appropriate time frame. 7. That if a ponding area is required to handle the storm water run-off, the site plan shall be revised to reflect the location and size of such a ponding area. The site plan shall then be resubmitted to the Planning Commission for their review and approval as it relates to the storm water ponding area. The Planning Commission should decide if they want to recommend the posting of bonds to insure that the landscaping be installed in accordance with the special use permit. Also, the Planning Commission should discuss the feasibility of requirement of a blacktop parking lot and entrance drives.
