HomeMy WebLinkAbout1976.04.28 PC MinutesMINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION APRIL 28, 1976 The meeting was called to order by Chairman Spitzer at 8:15 P.M. Members present were Spitzer, Rosenouist and Peltier. Ehret arrived 8:25 P.M. Also attending was Irene Leroux, representing the City Council. Motion made by Peltier, seconded by Rosenquist, to approve the min- utes of the April 14, 1976 meetinv as sent out. Motion carried. Len Noack Junkyard License Renewal Application received by Len Noack, who did not appear, for renewal of his junkyard license, which is due to expire on May 11 1976. The $50.00 renewhl fee has not yet been paid. Motion made by Rosenquist, seconded by Peltier, to recommend to the City Council, that the application filed by Leonard Noack, 16565 Forest Boulevard North, for renewal of a junkyard license be granted, provided the renewal fee of $50.00 is paid. Voting for: Spitzer, Rosenquist, Ehret and Peltier. Motion carried. Marvin Babcock - Land Division Marvin Babcock appeared with a request for land division for Tracts 3 and 7, 10150 and 10117 Kerry Court North. Tract q contains 6.0 acres, and Tract 7 contains 5 acres - present zoning - lakeshore conservancy. Both tracts meet the five acre minimum requirement and have at least 300 foot frontage on an existin¢ road. Babcock presented a certificate .of survey dated July 15, 1971. He explained that both tracts, at the present time are registered under one deed. There are separate deeds for the other eight parcels in the total tract of 52 acres. Tracts 3 and 7 are non-contiguous parcels. Motion made by Peltier, seconded by Ehret, to recommend to the City Council, land division of Tracts 3 and 7, 10150 and 10117 Kerry Court North, per applicet ion filed by Marvin and Mary Jane Babcock, 10083 Kerry Court North. Voting for: Spitzer, Rosenquist, Ehret and Peltier. Motion carried. Vernon DeZiel - land Division Application received from Vernon De7.iel, 585 Heinel Drive, St.Paul, for land division of Tracts C, D, and G on the west side of Oneka Lake. Present zoning - lakeshore conservancy. All three tracts meet the min- imum lot requirement and have at least '200 feet on an existing road. Mr. De7_iel was unable to appear. Certificate of Survey presented dated August 2, 1974. Motion made by Rosenquist, seconded by reltier, to table this m^tter Wof land division applied for by Mr. Vernon DeZiel for Tracts C, D, and G n the west side of Oneka Lake until the next meeting. Secretary to notify Mr. DeZiel there are some problems and he should appear at the next meeting. All voted aye. Motion carried. Huzo Planning Commission April 28, 1976 Page 2 of 3 LaMotte - Temrorary Mobile Home Permit Mr. and Frs. William LaMotte appeared with a request to move In- a second mobile home into their campgrounds, the M. R. Tourist Cpmp, so that their daughter and son-in-law, who are just married, and out of work, can live for about a year until he can find work, and get established. Mr. and Mr LaMotte reside permanently in a mobile home already in the park. They explained the trailer they wish' to move in is 10 x 46, slightly larger than the tourist type thPt camp at their park. Irene Leroux questioned the LaMotte's about the fencing that was a screening requirement at their park. The fence was blown down d firing the severe storm that hit Hugo im summer of 1975 and has not been re- placed. Motion made by Rosenquist, seconded by Lhret, to set a public hearing on the matter of the request by Mr. an^ Mrs. LaMotte, to move a second mobile home onto their property for a temporary home for their son-in-law and daughter, for May 26, 1976 at 7:30P.M., said hearing subject to cancellation by the Planning Commission secretary should the City Council act in a manner that would pre-empt this action; that the City :attorney render a legal opinion concerning this m?tter and that the City Engineer make an inspection and file a report with the Planning Commission; both reports to be available to the Planning Comm- ission by IYay 12th. Al voted aye. Motion carried. LaBelle - Request for Variance Mr. Zimmerman of North/Northeast Realtors, appeared on beh?lf of Mr. Eugene LaBelle with a request for a variance and asked to be put on the agenda. Motion made by Peltier, seconded by Ehret, to put Mr. LaBelle on the agenda. All voted aye. Motion carried. Mr. Zimmerman stated that Mr. Eugene LaBelle is making a request for a variance so that he can divide an 11.8 parcel ?t 7286 157th Street N., on Oneka Lake into two parcels. Mr. LaBelle wishes to sell eight acres, and keep the remaining 3.8 acres, includinp, t1 -e old homestead, for him- self. He submitted $15.00 check to cover v?riance fee. Mr. Zimmerman feels that Mr. LaBelle should be allowed a vPrience because the land to the north has been subdivided into smaller lots. Spitzer Informed Zimmerman thfnt it has been the policy of the city not to grant this type of variance but he still may make applic?tion if he wishes. Spitzer recommended that the application for variance be with- drawn and Mr. LaBelle's attorney contact the City Attorney to determine If another alternative, possibly a subdivision, wouldn't be in their best interests. Zimmerman agreed to withdraw the application. Hugo Planning Commission April 28, 1976 Page 3 of 3 Motion made by Rosenquist, seconded by Ehret, that the anplicPtion for variance filed by Eugene LaBelle, be withdrawn and the fee returned to applicant. Voting for: Spitzer, Rosenquist, Ehret, and Peltier. All voted aye. Used Car Lot - Dennis Burdick Dennis Burdick appeared stating he wishes to operate a Motor Vehicle Sales business at the property he owns at 14529 N. Forest Boulevard, next tL. the post Office. He would both wholesale and retail cars and trucks. The land is presently zoned Concentrated Business. Planning Commission Secretary instructed to send letter to City Attorney and give him street address of the property and ask his opinion whether applicant needs Special Use 'Permit. If Special Use Permit is necessary, applicant requested to bring to next meeting, sketch of the property, location of building and dim- ensions, proof of ownership, layout of building, letter from his attor- ney regarding title to property. Secretary instructed to put him on the agenda for May 12th meeting, if Special Use Permit is needed. Minnesota Tower & Light Comreny - Proposed Power Line Planning Commission Chairman suggests to the City Council that they pass a resolution advising the Minnesota Power and Light Company that Hugo is opposed to the routes they have designated through the City of Hue*o and if at all possible, it should be re-routed alone existing high- way or freeway right of way or close to existing right of way where iglpact on residences would be minimal. Land Use and Wildlife Seminar Chairman Spitzer announced that there would be a tend Use and Wild- life Seminar held at Coffee Hell at the St.Paul C?mpus of the University of Minnesota, this Saturday, May lst from 9:10 to 4:10 P.M. There is a $4.00 registration fee. Tom Crever, Building Inspector, stated thpt someone has purchased twenty acres from Robert McCloud and wishes to build a 680 sq. ft A - frame summer residence on the property. Spitzer informed Crever that our building code does not allow for undersized summer residences, and that it will have to be brought up to 800 sq. feet minimum on the main floor if they wish to build.
