The meeting was called to order by Mayor Stoltzman at 7:00 PM.

Miron made motion, Leroux seconded, to approve the minutes for the regular
City Council meeting of September 21, 1992 as submitted.
All aye. Motion Carried.
Leroux; made motion, Miron seconded, to approve the claims for October 5,
1992 in the amount of $22,639.43.
All aye. Motion Carried.
PROPOSED INCREASE IN MAYOR/COUNCIL SALARIES
A public hearing was held to consider amending Hugo City Ordinance,
Chapter 20, regarding salaries for the Mayor and Council. Based on the
Finance Director's review of salaries paid to mayors and council members
of similarly -sized cities in the Twin Cities metropolitan area, staff
recommends that the Mayor be paid $90.00 per meeting and Council members
$75.00 per meeting. Based on past experience, this would amount to a
yearly salary for the Mayor of between $2,160 and $3,240, and the Council
would be paid between $1,800 and $2,700, dependent upon the number of
meetings called during the year. Currently, cities with populations
ranging from 2,500 to lo,Ooo, on average, pay their mayors $2,606 per
year, and their council members $1,967 per year, with median payments
being somewhat higher at $2,700 per year for the mayor and $2,050 for each
council member. Of the 41 cities surveyed, Hugo's Council and Mayor's
salary ranked 2nd from the bottom, and are substantially below those of
comparably -size communities. There were no oral or written comments
regarding this proposed ordinance amendment.

PRELIMINARY ASSESSMENT HEARING (HENNA AVENUE
A preliminary assessment hearing was held to conider the proportion of
the cost of improving Henna Avenue, which should be assessed against
abutting property owners. Staff recommends a total assessment of
$59,217.9(). This would cover the City's cost of providing a bituminous
road surface on this area of Henna Avenue. Assessment costs per foot
would be $5.61. This assessment would be comparable to the $5.00 per foot
assessed during the CIF' Phase 2 project, and would exceed the minimum 21%
assessment rate required by the bond used to finance this project. The
public hearing was called to order, and the following matters were

addressed by residents: drainage, ditches, culverts, and other
"engineering" issues. There were no objections to the proposed $5.61 per
foot assessment.

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF
PROPOSED ASSESSMENT FOR THE HENNA AVENUE P.I. PROJECT.

FOR HEARING ON THE HENNA AVENUE P.I. PROJECT ASSESSMENT.

SPECIAL USE PERMIT (KENCO SIGN PERMIT
Kenco Construction has applied for a permit to construct and maintain a
sign at the north west corner of 147th Street and State Highway 61. The
purpose of the sign is to direct potential home buyers towards the Rice
Lake Meadows subdivision. The Planning Commission considered this request
at their September 23, 1992 meeting, and recommended approval of the
permit.
Barnes made motion, Miron seconded, to approve the request. of Kenco
Construction for a SUP to construct and maintain a sign at the north west
corner of 147th Street and State Highway 61. Approval is subject to the
following special conditions:
1. The sign be classified as temporary.
2. The oermit shall expire no lat r than December 1. 1994.
Z. : ne sign shall be not be lighted. and =hall Lc in good
condition at all time.
4. The sign shall be installed in such a manner so as not to obstruct
visibility of the intersection near the sign.
5. No additional signs shall be installed on the site in question.

SPECIAL USE PERMIT (ERNST)

North. The SUP is required because the building will encroach on a Zone
"A" flood way The building will be used to house a horse, related hay and
feed, and lawn equipment. The Planning Commission considered their
request on September 23, 1992, and recommended approval as requested. Mr.
Ernst was present at the meeting, and stated he recognizes the risk: he is
taking in constructing the proposed building in a Zone "A" flood way.

VARIANCE REQUEST (SCHOELLER)
Gordon and Lorraine Schoeller have requested a variance from the City's
requirement to side accessory buildings with the same materials as the
principal dwelling. The Board of Appeals considered this request at their
September 23, 1992 meeting, and recommended approval of the variance
request.
Barnes made motion, Brunotte seconded, to approve the variance request of
Gordon and Lorraine Schoeller, 4996 120th Street, to side a proposed 24' x
40'accessory building with materials that are different than the principal
dwelling. Approval is based on the following:
1. Their inability to acquire brick similar to that on their home due to
the age of the dwelling.
2. The high cost of providing brick facing to an accessory building.
All aye. Motion Carried.
ARIANCE REQUEST (CARDINAL)
Thomas E. Cardinal of 9479 122nd Street North has requested a variance to
construct an accessory building closer to the public road than the
residence. The request is based on the suitability of the land for the
building, and orientation of the home. The Board of Appeals considered
this request at their September 23, 199: meeting} and recommended approval
of the variance.

SITE PLAN APPROVAL (HUBBARD BROADCASTING)
Hubbard Broadcasting, Inc., has requested site plan approval to,inst.all a
4.5 meter reception dish on their property located in the. Peloquin
Industrial Parti.. The site plan, as presented, meets the requirements of
City ordinance, and is compatible with existing use of the site. Staff
recommends approval of the site plan.

COMPREHENSIVE PLAN DEVELOPMENT SCHEDULE
At the request of the Planning Commission, the City Administrator has
prepared a schedule and outline for development of the City's new
Comprehensive Plan. Staff recommends a joint meeting, between the
Planning Commission and Council, be scheduled so that the Administrator
may present the schedule and outline, and receive comments on it.
Miron made motion, Stoltzman seconded, to schedule a joint workshop
between the City Council and Planning Commission for October 21, 1992, at
7:30 PM, to discuss the schedule and outline for development of the City's
new Comprehensive Plan.
All aye. Motion Carried.
RESOLUTION CERTIFYING UNPAID UTILITY BILLS
Pursuant to Chapter 314-21 of the Municipal Code, staff is recommending
that unpaid utility bills be placed on the tax rolls as liens against the
properties identified on the draft resolution.
Stoltzman made motion, Miron seconded, to adopt RESOLUTION 92-29,
RESOLUTION DECLARING UNPAID UTILITY BILLS BE PLACED ON THE TAX ROLLS.
VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman
Motion Carried.
STOLTZMAN COMPLAINT
Tom Loucks, investigating consultant, was present to discuss his findings
in regard to the complaint filed against Walter Stoltzman for the
operation of a junk yard and auto repair business on property located at
8221 157th Street North. His written report was submitted for Council

to "license" businesses within their community, and how some of these
ideas could be incorporated in Hugo.
Miron made motion, Leroux seconded, to accept the report submitted by Tom
Loucks, and table further discussion of this matter until the Council
meeting of 10/19/92.
VOTING AYE: Barnes, Brunorte, Leroux, Miron
ABSTAINED: Stoltzman
Motion Carried.
MISCELLANEOUS
Administrator Museus, Council member Barnes, and a representative from
Howard Kuusisto's office inspected the roads improved in CIP, Phase 2. It
was the consensus that the roads were in excellent condition.

'ETITION FOR PUBLIC IMPROVEMENTS (PETITION)
liron made motion, Barnes seconded, that City staff be directed to
nvestigate implementing a change in City policy as it relates to the
required percentage of front footage needed in order to petition for
public improvements.
All aye. Motion Carried.
There was general discussion regarding the proposed water tower. An
earnest money agreement should be presented at the Council meeting of
10/19/92.
