The meeting was called to order by Mayor Stoltzman at 7:(--)(:) PM.
PRESENT: Barnes, BrUnotte, Leroux, Miron, Stoltzman

Barnes made motion, Miron seconded, to approve the minutes for the City
Council meeting of October 19, 1992, as submitted.
All aye. Motion Carried.
Miron made motion, Stoltzman seconded, to approve the claims for November
, 1992 in the amount of $187,746.29.
All aye. Motion Carried.
DEDICATION OF HUGO FIRE TRUCK
Time was set aside for the City Council to recognize the delivery of a new
1,250 -gallon per minute pumper truck to the Fire Department. The vehicle
was purchased from General Safety Equipment Corporation at a contract
price of $180,215.i)() plus $2,695 in Change Orders, for a total purchase
price of182,91��.����.
Brunotte made motion, Miron seconded, that the City of Hugo accepts, with
pride, the new 1992 Peterbilt pumper fire truck..
All aye. Motion Carried.
PUBLIC HEARING (HENNA AVENUE ASSESSMENT)
A public hearing was held to consider the assessment to adjacent property
owners for a portion of the cost to improve Henna Avenue. At the October
5, 1992 Council meeting, it was determined to assess $5.61 per front
footage against benefited property owners. The public hearing was opened,
and there were no oral or written objections. Vince Niemczyk asked how
the assessment was to be paid.
Stoltzman made motion, Miron seconded, to adopt RESOLUTION 92-3(--),
RESOLUTION ADOPTING ASSESSMENT FOR THE HENNA AVENUE P.I. PROJECT.
VOTING AYE: Barnes, Brunotte, LerOUX, Miron, Stoltzman
Motion Carried.
MAF.IER SUBDIVISION
On October 28, 1992, the Hugo Planning Commission considered an
application by Narcisse and LUVerne Marier, and recommended approval to
subdivide their property located at 58�►1 147th Street North into two
parcels. The two lots meet the size regUiremerit:.s in the SFU zone.
Miron made motion, LeroUX seconded, to approve •klieg minor subdivision for
Narcisse and LUVerne Marier, 5E301 147th Street, to subdivide their
property into two lots in the SFU district. Approval i.s subject to
payment of the $175.00 parkland dedication fee.

GUTHRIE VARIANCE
Gerald and Nancy Guthrie, 8991 1 0th Street North, have applied for a
variance to construct a 24' x 48' pole barn on their property.
Constructing the pole barn, as proposed, would lead to a total of 1,984 sq
ft of accessory buildings on the Guthrie property, which exceeds the
allowable limit of 1,800 sq ft in the RR2 district. The Hugo Board of
Adjustments considered this application on October 28, 1.992. and has
recommended approval of the variance.
Leroux: made motion, Brunotte seconded, to approve the variance request of
Gerald and Nancy Guthrie, 8991 13(-ith Street, to construct a 24' x 48' pole
barn, which would exceed the allowed sq ft of accessory storage in
the RR2 district. The proposed garage is to be used for residential
purposes only.
All aye. Motion Carried.
FIRE CHIEF'S REPORT
Hugo Fire Chief, Ron Istvanovich, was present at the meeting, on Council
request, to discuss the current personnel status of the Huqo Volunteer
Fire Dept. After a lengthy discussion regarding the training process for
the Fire Department, the following motion was made:
Miron made motion, Barnes seconded, to continue discussion of this matter
until the Council meeting of December 9, 1992 (Wednesday).
All aye. Motion Carried.
The Council requested that the following information be provided to them
for their review:
1. Fire Department Operations Manual.
2. Recommendation from firefighters as to how they feel morale on the
department could be improved.
3. Budget comparison with similarly sized/populated cities.
4. Report on how Fire Chief election was changed in 1985.
5. List of membership with their qualifications.
SPECIAL MEETING NOVEMBER 4, 1992 (BOARD OF CANVASS)
Staff is recommending that the Council designate Wednesday, November 4,
1992, at 7:7-C-► PM, as a special Council meeting date in order to canvass
the returns for the 1992 qeneral election.
Stoltzman made motion, Leroux; seconded, to schedule the Board of Canvass
of the City election held on 11/3192 for Wednesday, November 4, 1992, at
7: 3i_► PM.

COMPREHENSIVE FLAN DEVELOPMENT GUIDE
The Planning Commission has recommended adoption of the Comprehensive Plan
Development Guide, presented to the Council at the PC Workshop held on
October 21, 1992.
Miron made motion, Leroux: seconded, to accept the Planning Commission's
recommendation to adopt the Comprehensive Plan Development Guide, and
allocate $15,000 from the City's recodification account as a budgeTfor the
plan.
All aye. Motion Carried.
MISCELLANEOUS
Stanford Krueger addressed the Council about a cow pass located on 130th
Street, that could potential hazard. He also requested that the City
inspect the ZAP Games site for possible "leftover remnants" from their
operation.
Miron made motion, Barnes seconded, directing City staff to inspect the
ZAP Games property to make sure property has been left in an orderly
fashion.
All aye. Motion Carried.
Miron made motion, Stoltzman seconded, to review the h::rueger complaint
regarding the "cow -pass hazard".
All aye. Motion Carried.
Barnes made motion, Brunotte seconded, to adjourn at 9:25 PM.
