The meeting was called to order by Mayor Stoltzman at 7:00 PM.
PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman

Leroux made motion, Brunotte seconded, to approve the minutes for the
regular City Council meeting of November 2, 1992, as submitted.
All aye. Motion Carried.
Brunotte made motion, Barnes seconded, to approve the minutes for the
Board of Canvass held on November 4, 1992, as submitted.
All aye. Motion Carried.
Miron made motion, Leroux seconded, to approve the claims for November 16,
1992, in the amount of $109,685.67.
All aye. Motion Carried.
RESOLUTION CHANGING NAME OF MARTIN AVENUE
An error has been discovered in the naming_ of a street in the Rice Lake
Meadows Subdivision, recently approved by the Council. The City of Hugo
has adopted the Uniform Street Naming and Property Numbering System for
Washington County, which specifies the names giving to all streets and
avenues, in relationship to the geographic location. Martin Avenue, as
listed on the approved plat for the subdivision, should actually be named
Glenbrook Avenue, under the City's street -naming system.
Stoltzman made motion, Brunotte seconded, to adopt RESOLUTION 1992-=2,
RESOLUTION CHANGING THE STREET NAME IN THE RICE LAME MEADOWS SUED.
VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman
Motion Carried.
BESA PERMIT
The DESA has applied to renew their permit for operation of a shooting
range on their property located at the E 1112 of the SW 1/4 of Section ?'.
T31N, R21W, in Hugo, MN. Staff has reviewed their operation for the last
two years, under their existing SUP, and found the association
substantially in compliance with their- permit. Two complaints have been
filed over their operation during the last year, both in regard to the
noise associated with the facility. Eased on the association's
long-standing use of the property for a shooting range, the cooperation
exhibited by the DESA, and the record of compliance with the permit, staff
recommends renewal of their SUP for two years under the existing
conditions.
Miran made motion, Brunotte seconded, to renew the SUP for the Fuld Eagle
Sportsman Association for a two-year period to operate a shooting range at
the E 1/2 of the SW 1/4 of Section =3, T7.1N, R21W.

ICMA TRUST AGREEMENT
The Council received a copy of a resolution authorizing execution of
Deferred Compensation Flan Administrative Services Agreement with the ICMA
Retirement Corp. The City currently has a Trust Agreement with the ICMA
for recurring contributions as part of a retirement benefit plan for the
City Administrator. ICMA requests an updating of this Agreement. Review
of the existing and proposed Flan, by Ron Otkin, Finance Director,
indicates there are no major changes in the new Agreement.
Leroux: made motion, Barnes seconded, to adopt RESOLUTION 1992-33,
RESOLUTION AUTHORIZING EXECUTION OF DEFERRED COMPENSATION FLAN
ADMINISTRATIVE SERVICES AGREEMENT.

INDYKIEWICZ MINING PERMIT
Application has been made by George Indykiewicz, DBA Brighton Excavating
Company, for renewal of his Mining Permit to mine soil, sand, and other
deposits from the W 1/2 of the N 1/2 of Section 17, T=1N, R21W, in Hugo,
MN. Review of the existing Mining Permit and operations shows the
following:
1. The required bond has been posted.
2. On file is proof of adequate liability insurance, in the amount
specified by the City, with the City included as an additional insured.
3. A contour map, showing proposed final contours, has been submitted,
and approved by the City Engineer.
Staff recommends a one-year extension of the Mining Permit under current
conditions.
Leroux made motion, Miron seconded, to renew the Mining Permit for George
IndykiewicZ until November 1, 1993, subject to the previous i8 conditions
noted therein.

LETTER FROM SUNSET LAKE HOMEOWNERS' ASSOC.
The Sunset Lake Homeowners' Association has requested that the City of
Hugo grant them permission to block off the driveway on the City -owned
property, located on 13Uth Street and the shoreline of Sunset Lake. Staff
review of the situation indicates that the public access to Sunset Lake on
130th Street is insufficient due to the long traverse of residential
neighborhood required to get -to the site, the steep unimproved driveway
for boat launching, and the total lace. of off --street parking. Staff
recommends that serious consideration be given to moving the public access
on Sunset Lake to another location, perhaps in cooperation with the SLHA
and the DNR. If this course of action is not feasible. staff recommends
improvement to the existing boat launch to insure the safe launch of
boats, as well as the addition of off-street parking.

After a long discussion regarding different options available to resolve
this matter, the following motion was made:
Miron made motion, Leroux seconded, directing staff to contact the DNF and
the Sunset Lake Homeowner's Association to investigate different options
in an attempt to resolve the Association's concerns.

FIFE CHIEF ANNUAL REPORT FORM
The Council reviewed a proposed annual report form to aid in communication
between the Fire Department and the City Council. The standardized format
will insure both the consistent flow of information to the Council and aid
in maintaining an appropriate data base.
Miron made motion, LerouX seconded, to approve the concept of the annual
report form for the Fire Dept.
All aye. Motion Carried.
FIRE DEFT APPOINTMENT
The City received a recommendation from the Hugo Fire Chief to appoint Fon
Istvanovich, Jr., as a fire fighter on the Hugo Fire Dept. Because of
Jr.'s relationship to the Fire Chief, and other members of his family on
the department, there was a long discussion regarding "nepotism" and what,
if any, impact his appointment would have on the department. It was
agreed to that the City should be developing a policy addressing this
issue and other situations that are "current" in today's society, that
could become an issue in the future.
Miron made motion, LerouX seconded, to table the recommendation to appoint
Fon Istvanovich, Jr., to the Hugo Fire Department until reviewed by the
members of the FD, and their recommendation be available for the City
Council meeting of December 21, 1992.
Council member Barnes stated that she would be voting against the motion
because it was her opinion that the Council was "skirting" the issue, and
it was for the Council to decide, not the Fire Dept. She also felt that
consideration should be given to Ron Jr's one -•year commitment to the
Department, already completed.

Motion Carried.
The City received a recommendation from the Hugo Fire Chief to keep Pumper
#4133 to use for grass and brush fires. The pumper- could be stored in
Wyoming, MN., for no charge. The Council felt that the City should
consider future costs to maintain that vehicle, and wanted to wait until
Spring to make a decision.

Miron made motion, LeroUX seconded, to accept the recommendation of the
Fire Chief to keep #4133 Pumper in cold storage for the winter. This
matter will be addressed in the Fire Chief's report to be submitted on
December 21, 1992.

MISCELLANEOUS
Mayor Stoltzman issued a PROCLAMATION declaring the week: of November
15-21, 1992 as American Education Week:.
Mayor Stoltzman reminded the Council to complete their performance
evaluations of the City Administrator.
The "beaver problem" on Rice Lake has been resolved.
Administrator MUseUs reported on the status of the Hugo Meadows parts:. In
a meeting with Met Council, it was determined that a land swap would be
needed, and this matter would be discussed further during review of the
City's comp plan.
Council member LeroUX suggested that the City Assessor be provided copies
of agricultural site plans on a timely basis.
The Council was reminded that professional appointments would be
considered in a short time.
Property owner, Stanford Krueger, presented the Council with a letter of
an alleged zoning ordinance violation.
Miron made motion. LeroUX seconded, that the City's Code Enforcement
Officer be directed to research the alleged zoning violation.
