The meeting was called to order by Mayor Stoltzman at 7:00 PM.

Barnes made motion, Leroux: seconded, to approve the minutes for the City
Council meeting of December 9, 1992, as submitted.
All aye. Motion Carried.
Stoltzman made motion, Barnes seconded, to approve the claims for December
219 1992, in the amount of $99,843.99.
All aye. Motion Carried.
SUBDIVTSION__AND_RELONING __IANDORS,ON..,_
Harlee and Fern Anderson have applied to rezone and subdivide their
property located along Fiona Avenue, Section 32, in the City of Hugo. The
intent of the rezoning and subdivision is to provide 15 acres to the
Arcand golf -course project, while retaining five acres as a homestead for
the Anderson's. Current zoning classification for this property is
agriculture. The Hugo Planning Commission conducted a public hearing on
this request on December 16, 1992. Given the RRA zoning adjacent to the
Anderson property, and that the property surrounding the Anderson's
homestead will be used as a golf course, the PC'. recommended approval of
the rezoning and subdivision with the following conditions:
1. The subdivision of the property be conditioned upon the approval and
filing of the final SUP for the golf course, as well as the rezoning
of the Anderson's homestead to RR?.
. Positive consideration should be given to the Anderson's rezoning
request following final approval of the SUP.
Because a 4/5's vote is needed for rezoning, and only three members were
present, voting on the rezoning will have to be delayed. Council members
present stated that they had no objection to rezoning and subdivision.
Leroux; made motion, Darne+s seconded, to delay action on the request. of
Harlee Anderson for a rezoning and subdivision until such time as the City
considers approval of the SUP for the proposed golf course.

Richard Schrier and Jerry Mogren have applied to subdivide a 39.96 acre
tract of land in the SE 1/4 of the NE .1/4, Section 25, T51.N, R2:1.W,
Washington County, into two equal parcels of 19.73 acres. Applications

have been filed with Washinqton County for the driveway and septic system
permits for these sites. In addition, Washington County Public Works
Department has requested that as part of the subdivision approval, the
County be granted additional right-of-way to extend 5()' from the center
line of County Road 57 as it fronts this property. The PC conducted a
public hearing on the proposed subdivision on December- 16, 1992, and
recommended approval of this request conditioned upon the City's receipt
of driveway permits, septic system approval, the easement as requested by
Washington County, and payment of the parkland dedication fee of $175.0(--)
for the parcel created.
Stolt man made motion, Barnes seconded, to approve Certificate of Survey
#12-21-92, as requested by Richard Schrier and Gerald Mogren, for the
subdivision of a 39.96 acre parcel into two equal parcels of 19.78 acres.
Approval. is subject to submission to the City of the driveway and septic
system permits from Washington County, the 5('-'' easement, as requested by
Washington County, and payment of the $175.00 parkland dedication fee.

VARIANCE (K.-ASAL )_
Scott Kasal has requested a variance to construct a 12' x 12' storage shed
in the drainage easement on his property located at 13605 Geneva Avenue.
The easement in question was established by the DNF; as mitigation for road
crossing of the wetlands in the subdivision. It is not believed that the
shed actually encroaches i.nto DNR protected wetlands, but rather into a
protected wildlife habitat.. The DNR does not desire an encroachment into
this easement, but this variance is not subject to DNR approval. The
Board of Adjustments considered this request on December 16th, and
recommended approval of the variance. It was the opinion of the City
Administrator that the shed will not effect drainage.
Leroux: made motion, Barnes seconded, to approve the variance request of
Scott Kasal, 13605 Geneva Avenue, for the construction of a 12' x 12'
storage shed in the drainage easement located on his property.
All aye. Motion Carried.
SITE PLAN _CHANGE . (NORTHERN _HERN NATURAL _GASB
Northern Natural Gas has submitted an application to amend the approved
site plan for their expansion of a gas regulator and meter facility
located at 6310 175th St. No. Due to certain engineering and pipeline
location changes during the construction process:, the building shown on
the current site plan will. not accommodate the needs of Northern Natural
Gas. NNG is requestinq an amended site plan to combine two buildings into
one 27' x: 45' building. The remaining buildings would stay as located on
submitted site plan. If approved, this site plan will increase the total
square footage of buildings on this site by 6:'5 square feet. The proposed
buildings meet all setback and zoning requirements.

Barnes made motion, Stoltzman seconded, to approve the request of Northern
Natural Gas to amend the previously approved site plan for their expansion
on a gas regulator and meter facility located at 6.310 175th Street North.
Amendment is required due to certain engineering and pipeline location
changes during the construction process.
All aye. Motion Carried.
SITE FLAN FEVIIEW (WEISNER).
The Weisner's received site plan approval from the City on 10/06/86 for
construction of an additional 4(=)' x EXY building on their property. They
are in the process of selling their business, and want assurance that the
new owners will be able to construct the second buildinq. Because six;
years has lapsed since approval, staff is requesting Council review with a
recommendation for the Weisner's request. Mr. Weisner was present and
stated that the existing and proposed building would continue to be used
as a body shop.
Leroux: made motion, Barnes seconded, that the original site plan, as
approved by the City on 1C)/(--)6/86, is still valid.
All aye. Motion Carried.
COMPREHENSIVE FLAN SURVEY
Judy Marshek of Research Quick submitted to the Council a proposal for
conducting a survey as part of the City's Comprehensive Flan review
process. The Council took the matter under advisement.
FIRE DEPARTMENT APPOINTMENT
Eased on Council request, the City Administrator interviewed Mr. Ron
Istvanovich, Jr., as part of the appointment procedure for membership on
the Hugo Volunteer Fire Dept. The City Administrator stated that Ron
Istvanovich, Jr., met all the requirements of the department, and
recommended his appointment on the department.
Stoltzman made motion, Leroux: seconded, to appoint Ron Istvanovich, Jr.,
to the Hugo Volunteer Fire Department effective 12/21/92. subject to the
required six: --month probationary period.

Staff requests Council guidance on the preparation of recommendations for
the annual. appointment of various officers and agencies for the ('-'it,/ of
Hugo. Appointments to be made in January as as follows:

members).

There was no formal action taken on this matter.
MISCELLANEOUS
The City Engineer, Howard KULtSisto, presented a summary of the status of
the water tower project. The Purchase Agreement has been prepared by the
City Attorney, and is ready for eXecution by Grace Development. The site
consists of 1.16 acres, with a purchase price of=:i►,c►iiii,iic_►, Mr. k..LIUSiStO
stated that he is hoping for a bid opening on this project some time in
January, 1993. Financing of this project will be discussed with the
Council at a later date.
Stolt man made motion, Barnes seconded, to accept the Purchase Agreement
as prepared by City Attorney, Charles Johnson, for the purchase of 1.16
acres from the Grace Development Corporation, in the amount. of $=i►,i►i►i;, to
be used as the site for the City's new water tower.
All aye. Motion Carried.
The City Administrator stated that he will contact the Washington County
Sign Department regarding proper signing for dangerous "cow passes" in the
City.
FIRE DEPARTMENT PUMPER
The City Administrator recommended that the #41'.3 PLimper be sold, and that
the City advertise for its sale some time in the spri.nq.
Ler-OU:c made motion, Barnes seconded, that the City =_.el i the #41::' Pumper,
and bids for it% to be received and opened on May 15, 1993.
