Attending were Spitzer, Ehret, Peloquin, Peltier, and Greger. Also attending was Bill Schwab, Washington County Planner. Mr. Rosenquist was absent. Motion made by Peltier, seconded by Peloquin, to approve the minutes of September 8, 1976 meeting. All aye. Motion carried. Motion made by Peloquin, seconded by Peltier, to approve the minutes of the September 22, 1976 meeting after changing the word jurisdic- tional on page 4 to read judicial. Page 5 (Francis Peltier) fifth paragraph,first sentence should read nineteen acres zoned Conser- vancy. Last line should read part of it is suitable for home sites. All aye. notion carried. Open Space - Bald Eagle Yr. Larry Holmberg from Ramsey County Open Space was in attendance stating their reasons for wanting the acquisition of certain areas for Open Space park. Most of the property Already`purchased is in Ramsey County. Mr. Holmberg presented maps indicating tine land wished to be acquired, and the land already owned for the proposed park. Mr. Holmberg indicated that nothing could be done unless approved by the City Council of Hugo. Certain problems were raised as to the increase in traffic flow, and the valuation increase or decrease of surrounding properties. A traffic count made in 1974 indicated there was a count of 750 cars per day. On Ethan Avenue 300 cars per day. Open Space claims there would be an increase of approxi- mately 130 to 150 cars per day according to the season. As to the value of property, Mr. Hdmberg could not give a legitimate answer.. Discussion was opened to the public. Pete Peterson: How will the city of Hugo be compensated for loss of taxes? Holmberg: First year 100% of taxes would be paid. Compensation to run for a period of 5 years. Pete Peterson: I live in Oak Shore Park and we have a marina used by residents including children. How do you propose to police the area? Holmberg: Matter would have to be negotiated between Hugo and county concerned. Kay Jenson: How can the lake handle additional traffic? Holmberg: We can limit the number of boats by space provided by access to the lake. We plan on putting no more launches other than the one that already exists. Paul Santori: Mr. Santori presented a written statement regarding his study of the proposed Open Space acquisition for the Planning Commission records. Dispensed with the reading of whole report. Hugo Planning Commission October 13, 1976 Page 2 of Marilyn Mertens: Who would use this area if it were opened that do not use now? Will you take the easement the government does have and pave and develop it? Holmberg: Majority of use would stay in immediate area. Better road would be likely. Spitzer: I was under the impression all the development cost would be borned by the Metropolitan Park Commission and maintenance by Ramsey County. Holmberg: Was not sure what was stated previously. Area of road would probably be maintained half by Hugo and half by Ramsey County. Kevin Farley: Are you going to build a road and then put in sewer? Holmberg: Matter would be coordinated with the city. Sally Lemker: Would park encourage increased traffic of motorized vehicles (snowmobiles, motorcycles) rather than biking and walking? Holmberg: Snowbilers would have to abide by existing regulations. Chairman Spitzer asked for a straw vote from the local residents in attendance. The overall concensus was the dismissal of any Open Space program. Ehret made motion, seconded by Peltier, to dismiss any further dis- cussion with Ramsay County in regards to acquisition of land on Bald Eagle lake. Voting for: Spitzer, Ehret, Peltier, Peloquin, and Greger. Motion Carried. Recessed 9:07 P.M. Reconvened 9:14 P.M. Rezoning Requests Mr. Bill Schwab indicated it would be easier to study proposed re - zonings from the new zoning maps presented. MallingIr Peloquin stated he found zoning acceptable as presented on map. Peloquin made motion, seconded by Peltier, that the Planning Commission recommend approval to the City Council the rezoning of 73'! aCres�o� from Conservancy to Agricultural as presented on new zoning map. Voting for: Spitzer, Ehret, Peloquin, Peltier, and Greger. Motion carried. .y Hugo Planning Commission October 13, 1976 Page 3 of Grace Devel opment Spitzer stated that it was his opinion that what Mr. Schwab indi- cates as the boundaries is consistent -with.. the guidelines under which we have been operating. Spitzer made motion, seconded by Ehret, that we recommend to the U"ity Council the approval of rezoning from Conservancy to Agricul- tural as presented on the new zoning map. Voting for: Spitzer, Ehret, Peloquin, Peltier, and Greger. Motion carried. Vic Myer Spitzer stated that Mr. Rosenquist was not in favor of rezoning per minutes read from public hearing. Peloquin made motion, seconded by Ehret, that the Planning Commission recommend to the City Council that the Myer rezoning from Conser- vancy to Agricultural be approved according':to'modifica.tion-on amended zoning, S6hi iab will shade out -the . south boundary . on map; Voting for: Spitzer, Ehret, Peloquin, Peltier, and Greger Motion carried. Aldine Anderson Mr. Charles Johnson, City Attoryney, stated that the ordinance as drafted for the city of Hugo could not grant a Variance. It was the general feeling of Chairman Spitzer and Mr. Bill Schwab that we would be setting a dangerous precedent if we spot rezone as in the case of Mr. Anderson. Peloquin made motion, seconded by Peltier, that the Planning Commission recommend to the City Council approval of the rezoning of 8 acres from Agricultural to RRI. Voting for: Peloquin, Peltier, and Greger Voting against: Spitzer and Ehret Notion carried. Richard Sagstetter Mr. Sagstetter presented two Planned Unit Developments. It was determined that Mr. Sagstetter would not require a rezoning at this time, and should submit his Planned Unit Development to thePlanning Commission at the time he is ready to take some definite action. Mr. Sagstetter also submitted a GENERAL PLAN OF DEVELOPMENT copy of which is to be sent to City Engineer, Howard Kuusisto. Secretary instructed to cancel notice of public hearing previously sent for publishing at Forest Lake Times. Hugo Planning Commission October 13, 1976 Page 4 of Ron Goulette - Proposed private golf course for Hugo Mr. Goulette presented a map for the Planning Commission's consi- deration concerning his proposed golf course. The land on the east of Hilo are now homesites. The land west of Hilo (roughly 134 acres) is the area to be considered. Approximately 120 acres would be needed for an 18 hole golf course. The bulk of the acreage is zoned agricultural. The golf course would in the end be designated private. Spitzer inquired as to what building3would be erected. Mr. Goulette stated that one building would be con- structed for use as a clubhouse. Maybe a house to live in at the project site. Mr. Goulette is proposing the possibility of homesites on 9 acres to offset the financial aspect. Mr. Goulette was instructed by the Planning Commission to file for a Special Use Permit. Delmer Strandberg - Application for rezoning People now renting would like to buy the farm house and 5 acres. The land is zoned Conservancy and Mr. Strandberg would like it changed to RRII. Mr. Strandberg stated that the land cannot be surveyed until the land is rezoned. However, the Planning Commission cannot make a *rove until tre]a.nd is surveyed. A legal description of the property is needed before any action can be taken by the Planning Commission. The Commission stated that 10 acres would be easier to justify. John Tschida - Special Use Permit Total Export, Inc., plans to purchase the biildings and property located at 5211 No. 130th St., Hugo. The main building fronting on 130th Street will basically be left as is except for exterior maintenance and a sewer hook up. The second building, now a shell only, will be internally finished . Total Export, Inc., submitted a written report indicating steps they intend to take in completing the transaction to make the business operable. A Building Permit would be needed for any remodeling work. Ehret made motion, seconded by Peloquin, that the request need not. be considered by the City Council because request is under permitted uses of the industrial zone,and is, therefore, subject only to a Building Permit. Voting for: Spitzer, Ehret, Peloquin, Peltier, and Greger. Motion carried. Mike Gillen - Possibility of becoming Planning Commission member Mr. Gillen was asked why he wanted to be on the Planning Commission. Mr. Gillen stated that he feels that the Commission shou]d have some diversified background. Mr. Ehret asked how he felt he could v Hugo Planning Commission October 13, 1976 Page 5 of 5 help the Commission. Mr. Gillen felt that with his engineering background, he could work hand in hand with the City Engineer. Ehret made motion, seconded by Greger, that the Planning Commission recommend to the City Council the appointment of Mike Gillen for membership to the Planning Commission. All aye. Motion carried.
