Attending were Spitzer, Peloquin, Peltier, Rosenquist, Greger, and Gillen. Larry Ehret arrived at 8:27 P.M. Motion made by Peltier, seconded by Peloquin, to approve the minutes of October 13, 1976 meeting. All aye. Motion carried. Maniiou Mfg. and Grace Development Mr. Chapman, owner of Manitou Mfg., presented his case to the Commission. He wants to purchase one acre of property from Grace Development on the east side of Highway 61. Property now zoned Agricultural. Manitou sells pillow blocks and housing for ball - bearings to John Deere, Allic Chalmers and the like. His merchan- dise is sold in all the states with the exception of Alaska and Hawaii. Manitou now operates out of the basement of an apartment building in White Bear Lake, and they are unable to make housing there. The operation would not create much noise. Sales volume is about 1/3 of a million dollars a year. Mr. Chapman stated that his operation is a clean one, and there is no debris.. Spitzer - What machines do you presently have operating at Manitou? Chapman - Four or five drill presses. Spitzer - Do you have any shears, lathes, etc.? Chapman - Expect to put is presses to make the stampings. Shearing is done elsewhere. Spitzer - How many people do you employ? Chapman - At present we have five employees with a maximum of ten. Spitzer - What is the frequency of trucks? Chapman - One in the morning, and one in the afternoon. PeloquiA - Are you sole owner of the operation? Chapman - My wife owns half, and my son-in-law is one of the officers. Gillen - What is the possibility of expansion? Tschida - One acre would be the complete space they need. Gillen - :That about industrial waste? Chapman - Steel scraps would be hauled away. Anything else would be considered rubbish. Mr. Tschida was advised to file an application for rezoing along with an adequate legal description. Also, advised to consider re- zoning the whole parcel of land (3 acres). Donald Boos - Special Use Permit (Kennel) Chairman Spitzer pulled the Richard Hill file to use as a guideline. The Boos' live on 10 acres and have no neighbors on either side. They have the dogs for a hobby. They stated there was not a possi- bility of changing it to a commercial kennel. Hugo Planning Commission October 27, 1976 Page 2 Ehret made motion, seconded by Peltier, to recommend to the City Council approval of the Special Use Permit for Donald Boos contin- gent on the following conditions: 1. That the special use permit be limited to the keeping of 8 adult dogs. 2. The kennel to be located on the east side of the house toward the interior. 3. Dog runs to be properly fenced and the runways to be of either concrete or asphalt. VOTING FOR: Spitzer, Ehret, Peltier, Peloquin, Rosenquist, Greger, and Gillen Motion Carried Jim Brevis - Rezoning_ Mr. Brevig presented a map showing the location of the property in question. Rosenquist stated that Mr. Brevig should present a perc test and soil borings to the Planning Commission before any action can be taken. Mr. Brevig was advised to check with City Hall as to previous perc tests that have been taken in Evergreen Hills #1. Mr. Brevig was advised to present a perc test and soil borings for the home and driveway. The chair ruled to table Brevig request for rezoning untill the appropriate data is completed. Ehret made motion, seconded by Rosenquist, to reopen the approval of the minutes after the following changes are maae: rage 2 - Mallinger - rezoning of a portion of the 73J acres. Page 3 - Vic Myer - rezoning according to modification on amended zoning map. Ehret made motion, seconded by Peltier, to approve the minutes as amended. All aye. Peloquin made motion, seconded by Peltier, to approve the supplement to the agenda, the sequence being changed to 1 - 3 - 2. All aye. ..orge Jun-ablut - Subdivision The 11:ommission reviewed the plat as presented by Jungblut. 'here ;rill be access to the lake with each piece of property. Rosenquist suggested closing the access to the lake until the area is entirely developed to prevent any possible problems. A perc test will hasp to be done on each building site, and also proving that a via.. ` .:g site does in fact exist. Secretary instructed to set up a putlic hearing for George Jungblut for 7:30 P.M. on November 24, 1976. Applicant is required to file to this office no later than November 4, 1976, a list of all adjacent owners within 300 feet on any portion of the entire boundary. Recessed 9:18 Reconvened 9:24 June Smith --Special-Use Permit - Applicant Shepherd of the Fields Church Mrs. Smith showed on a Shepherd of the Fields map the location of the preschool. There will be a maximum attendance of 30 children at any one time. The operation is to begin January 3, 1977. A fire inspection is needed before a license will be issued. A letter stating that the building meets state's building code must be on file. Secretary instructed to set up a publich hearing for June Smith at 7:00 P.M. on November 24, 1976. The applicant to provide f Hugo Planning Commission October 27, 1976 Page 3 by November 4, 1976, a list of all property owners on the boun- daties of the church property. Applicant will have on file an in- spection report by the fire chief, the exact dimensions of the fenced area, and an affidavit from the building inspector indicating their compliance with the state building code. Ron Goulette - Special Use Permit Planning Commission reviewed data already on file. Chairman Spitzer stated that the words "liquor and food" be removed from the applica- tion for Special Use Permit. Gillen - Would like to know the total yardage of dirt to be :roved, would like to see the contours of the entire area, and wants to know about the balance of the dirt. Goulette - There will be a minimum amount of dirt to be moved. Es- timated a minimum of six trees that would have to be removed. Ehret - Where would the drainage go? Goulette - Would build a holding pond (25 million gallons). There are two wells on the property one being 550' deep and the other 525' deep, with a capacity of 425 gallons a minute. The land will be purchased from Golf Estates (Furlong). Peloquin - Have you had any opposition from the new home owners in the immediate area? Goulette - Has heard nothing, and stated that the value of homes in area are usually increased in value. Spitzer - What do you estimate the average number of people who would be playing golf at the peak of the season? Goulette - Approximately 200. There would be approximately 150-175 cars using the road on weekends. Rosenquist - Do you plan on year around operation in regards to the food and liquor? Goulette - Maybe in the case of keeping it opened for cross country skiing. Peltier - Is golf course going to be a corporation? Goulette - Yes. My brother-aAd I. Mr. Goulette was advised to provide a rather detailed sketch plan, and a statement as to: 1 -removal of forestation, 2 -contour of land, 3 -statement of the average occupancy, 4 -hours of operation, 5-perc test and soil borings where the clubhouse will stand, and 6 -drainage capacity.
