HUGO PLANNING COMMISSION
APRIL 9, 1975
The meeting was called to order at 8:10 P.M. by Chairman
Spitzer. Members present were: Spitzer, Johnson, Leroux,
Peloquin, Rosenquist and Peltier. Also present were Bill
Schwab, Washington County Planner, and Irene Leroux, City
Council Member.
Motion made by Peltier, seconded by Peloquin, to approve
the minutes of March 12, 1975 meeting. Motion carried.
Motion made by Peloquin, seconded by Peltier, that the
Planning Commission recommend to the City Council that
they request the installation of a street light at the
intersection of 170th and Forest Boulevard. Members for:
Peloquin, Spitzer, Peltier and Rosenquist. Johnson ab-
stained. Motion carried.
KENNETH TCHIETA - GRACE DEVELOPMENT
Mr. Tchieta explained that they are presently petitioning
the City Council to extend the city sewer to Valley View
Terrace and they planned to build single family homes. The
property is an existing registered plat that is grandfathered
in. Mr. Tchieta's plan is for driveways 201 apart to come
out onto the County Rd.
Mr. Schwab asked to see the extensive layouts of the property.
Mr. Tchieta stated that he would bring them to his office.
The Planning Commission objected to all the driveways coming
out onto the County Road and suggested either a service road
or alley. Mr. Tchieta objected to a service road but would
agree to an alley. He was told that alleys were permitted in
Hugo and they had to be 20 feet wide. Mr. Tchieta asked if
the city would agree to plow an alley. Mr. Spitzer stated
that they would probably agree to it to eliminate the traffic
problem.
Spitzer stated that any items mentioned by the Planning
Commission were not commitments.
Mr. Tchieta explained their plans for the Bald Eagle Industrial
Park. Their first step is to do a drainage plan. They have
hired their own engineer to do this. They have opened and
closed drainage ditches and some opened ditches that ban be
converted to closed ditches. Water from the opened ditches
goes to the clear water creek.

They plan to develop the area into a Planned Unit Development
Plat.- subdivide ownerships and mortgages. Parking lots would
be commonly owned.
Mr. Robert Terand stated that he would like to convert his
machine shop into a grocery store. He is presently zoned
Agricultural. Mr. Gerand was told he would have to petition
to be rezoned to retail business.
Schwab stated that if we approved this rezoning, we would
have to be sure of the commitment and plans for the future.
Mr. Spitzer explained that to rezone he would have to prove
need or desireability, if it was under the comprehensive
plan, a public hearing would have to be held, and a survey
would have to be drone. He also suggested that Mr. Gerand
check with the neighbors to see if they object to this.
Motion made by Leroux, seconded by Peloquin, to dispense
with the last meeting in April. Motion carried.
Motion made by Johnson, seconded by Leroux, to adjourn the
meeting at 10:00 P.M. motion carried.
