HomeMy WebLinkAbout1975.05.14 PC Minutes i r MINUTES OF PROCEEDINGS OF THE HUGO PLANNING COMMISSION MAY 14, 1975 The meeting was called to order at 8:04 P.M. by Chairman Spitzer. Members present were : Spitzer, Johnson, Ehret, Peloquin and Peltier. Also present were Bill Schwab, Washington County Planner; and Irene Leroux, City Council member. Minutes, as mailed, Tschida and Juran should be corrected. Johnson moved and Ehret seconded that minutes be accepted as corrected. Motion carried. Ken Tschida called and will not be in tonight . INDYKIEWICZ - MINING PERMIT Motion made by Ehret, seconded by Peloquin, that the mining permit renewal be granted with the original conditions. Members for: Peloquin, Spitzer, Johnson, Ehret, and Peltier. Motion carried. DAY CARE CENTER Ehret moved that the Planning Commission recommends to the City Council that they do not adopt Ordinance Number 123 in that it is inconsistant with the life style of the residents of the City of Hugo as contemplated by the Comprehensive Plan. Peloquin seconded. Members for: Peloquin, Spitzer, Johnson, and Ehret. Peltier no. Motion carried. USED CAR LOT - REZONING Peloquin moves that it be recommended to the City Council that consideration be given to amend zoning ordinance to permit motor vehicle sales in Retail Business and Concentrated Business Dis- trict by Special Use Permit only and that if the Council is favorably inclined, an appropriate ordinance be drafted and returned to the Planning Commission for purpose of holding public hearing. Johnson seconds. Members for: Peloquin, Johnson., Ehret, and Peltier. Spitzer - No. Motion carried. WHITE BEAR ROD AND GUN CLUB White Bear Rod and Gun Club's review of Special Use Permit be tabled until first meeting in June. Secretary should write a letter to Mr. Perron to appear at that meeting. Secretary should request reports from Planning Consultant, Building Inspector and City Engineer to be presented prior to June 11; in addition a sub- committee to be composed of Mr. Peloquin - Chairman, Mr. Ehret, and Mr. Leroux will visit the sight and report. Secretary to con- tact Mr. Perron to call Peloquin to make an appointment to rreet them on the sight for inspection. -2- '-.STEPHEN TILTON - SUBDIVISIQN .VARIANCE Peloquin moved the variance be recommended for granting as requested by Stephen Tilton. Ehret seconds. Members for: Peloquin, Spitzer, Johnson, Ehret, and Peltier. Motion carried. BRAD HINSETH - RAMSEY OPEN SPACE PARK Mr. Hinseth explained the proposal for a park on the north side of Bald Eagle Lake which would be acquired and developed by the Metropolitan Park Board and Owned and Operated by the Ramsey County Park Board. Mr. Peloquin pointed out that there would be a big tax loss if the homes in the area were acquired for the park. Motion made by Ehret, seconded by Johnson, to recommend approval of the proposal of the Ramsey County Open Space. Peloquin - No, Spitzer;- No, Johnson - No, Peltier -- No, Ehret - Yes. Motion denied. ROBERT JURAN, SR. - APPLICATION FOR REZONING AND SPECIAL USE PERMIT The application for Special Use Permit was not needed. Mr. Juran was told that he would need an accurate legal description of the one acre done by a surveyor. A public hearing would have to be held. A plan for the one acre, plus a floor plan of the proposed store. Justification for rezoning on the impact of the rezoning on the surrounding area. He would have to furnish a list of all adjoining property owners for the public hearing notification. • Schwab suggested that he have Tom Crever, the Building Inspector, inspect the building to see if any changes have to be made. Schwab also suggested that he not obtain a surveyor until he has tentative approval. RAY L. GRANGER & ASSOCIATES The secretary was instructed to ask the Deputy Clerk to send Mr. Granger a copy of the appropriate portion of the Ordinance dealing with Concentrated Business District. Motion made by Peltier, seconded by Ehret, that items 5 and 6 of this agenda be placed as the last two items on the agenda for June. Motion carried. Motion made by Ehret, seconded by Peltier, that we dispense with the second meetint; in the month of May. Motion carried. A tentative date of 1:00 P.M. Saturday, May 31 has been set for the Planning Commission to inspect the White Bear Rod & Gun Club. Motion made by Peltier, seconded by Ehret, that the meeting be adjourned at 10:15 P.M.
