MINUTES OF PROCEEDINGS OF THE
40 HUGO PLANNING COMMISSION
JULY 9, 1975
The Public Hearing was opened at 7:15 P.M. by Chairman Spitzer.
The Public Hearing, notice was read and also the Planning Commi-
sions previous recommendation made to the City Council. There
were no comments from the audience. Schwab felt that car lots
should not be allowed in the concentrated business district. No
further comments were made and the Public Hearing was closed at
7:22 P.M.
The meeting was called to order at 7:59 P.M. by Chairman Spitzer.
Members present were Spitzer, Ehret, Peloquin and Peltier. Also
present were Bill Schwab, Washington County Planner, and Irene
Leroux, City Council Member.
Motion made by Peltier, seconded by Peloquin, that the minutes of
the June 11 meeting be approved as sent. Motion carried.
Motion made by Peltier, seconded by Ehret, notifying the City
Council that a Public Hearing has been held with no comments
regarding amending Zoning Ordinance to Include car lots, and
AI consideration be given to amend zoning ordinanoe to permit
motor vehicle sales in Retail Business and Concentrated Business
District by Special Use Permit only.
Members for: Peltier, Spitzer, and Ehret. Peloquin abstained.
Motion carried.
CLARK MC DERMOTTE,
Mr. McDermotte wanted to discuss rezoning the Robert McCloud
property at 1627 N. 122nd from "A" to "RR2" .
Mr. McCloud owns property on the south border of the township
which. adjoins Mr. McDermotte property in Grant Township. Mr.
McDermotte explained that he did not have a good access to his
property and therefore wanted to rezone Mr. McClouds property.
They submitted a map showing their plans.
They were told that they would need to fill out an application
for rezoning and subdivision. They were told that they should
have supporting evidence why they should be rezoned from "A"
to "RR2," and a preliminary sketch plan should be submitted.
JOANNE JENSEN
Mr. and Mrs. Jensen wanted to discuss obtaining a Special Use
01 Permit to build a double bungalow on County Road 4. They were
told that perc tests and borings would be required and that they
should do this prior to filling out an application for a Special
Use Permit.

GORDON ZINSCHUOG - VARIANCE FOR TENNIS COURT
Mr. Zinschlog submitted an application for a variance and the
Planning Commission felt that the only thing he needed was a
Special Use Permit for the fence because it was too close to
the road and too high. The other parts of the tennis court
were covered uader permitted accessory uses for recreational
equipment.
Motion made by Peloquin, seconded by Ehret, that a Speial Use
Permit be granted Mr. Zinschlog with the following conditions:
Lot line stays; that the tennis court is a temporary structure;
fences shall not exceed 10 feet in height and not be closer than
10 feet from road right-of-way; application for Variance be with-
drawn and Special Use Permit be substituted; and proof of ownership
be furnished.

FRED RIERMANN - JAMES HUSNIN
Mr. Riermann and Mr. Husnik stated that they have been trying to
obtain building permits to add onto their buildings in the Peloquin
Industrial Park and they were told that they would need to submit
plans for drainage and that they would need amended special use
permits.
Schwab stated that according to the Ordinance, they do not need
a special use permit or an amended special use permit but they do
have to furnish a plan for water drainage.
Motion made by Ehret, seconded by Peloquin, that the Planning
Commission recommends to the City Council that the Riermann and
Husnik'$ properties were discussed and it was determined that the
uses fall within the definition of "limited manufacturing" which
is a permitted use within idustrial zoning district, therefore,
no special use permit or amendment to existing permits are required.
Members for: Peltier, Peloquin, Spitzer and Ehret. Motion carried.
Motion made by Peltier, seconded by Ehret, that we dispense with
the second meeting in July. Motion carried.
Motion made by Peltier, seconded by Peloquin, that the meeting be
adjourned at 9:10 P.M. Motion carried.
