HomeMy WebLinkAbout1975.08.13 PC Minutes MINUTES OF PROCEEDINGS OF THE HUGO PLANNING COMMISSION AUGUST 13, 1975 The meeting was called to order at 8 : 04 PM by Chairman Spitzer. Members present were Spitzer, Peloquin, Rosenquist, and Peltier. Ehret arrived at 9:30 PM. Also present was Bill Schwab , Washington County Planner. Peltier pointed out that the spelling of the names Zinschlog and McDermotte should be corrected to be spelled Zinschlag and McDer- maid in the minutes of the July 9 meeting. Motion made by Peltier, seconded by Peloquin that the minutes of the July 9 meeting be app- roved roved as corrected. Motion carried, Ken Tschida Jack Welsch, an architect, appeared with Mr. Tschida to discuss changes they would 1 4_ke to make in the development plan for the Bald Eagle Industrial Park. They were told that Flacon Avenue must either be built or a bond posted before any building permits could be obtained. Motion made by Peltier and seconded by Peloquin that the matter of the Planned Unit Development be tabled until August 27th at which time Mr. Tschida is requested to submit to the Planning Commission all the necessary information before a public hearing can be held. Members for: Spitzer, Peloquin, Rosenquist and Peltier. Motion carried. Clark McDermaid Mr. McDermaid appeared to request rezoning of Robert McCloud 's property at 1627 N. 122nd Street. It is a sixty acre parcel that he wants to rezone from A to RR2. Mr. McDermaid owns property in Grant township that he does not have food access to and has already received prelim- inary approval from the Grant town bo-,,rd for a subdivision contingent on rezoning of McCloud 's property. Motion made by Peltier, seconded by Peloquin that a public hearing for rezoning of McCloud's property -2- be held at 7:30 PM on September 10. Members for: Spitzer, Peloquin, Ros enqu is t and Peltier. Motion carried. Mc Derma id must file names and addresses of all adjoining property owners with the city clerk by no later than August 20th. Arthur Jensen Mr. and Mrs . Jensen stated they wish to build a double bungalow at 4504 170th Street. They appeared with the results of a perc test they took per the previous request of the Planning Commission. It was the opinion of the board that the perc test was OK but further recommended to them that they bore holes 8i feet deep to be sure there is no surface water there. They were told they could now apply for a spec- ial use permit from the city office and then appear before the Planning Commission again. ' Dan Muellner Mr. and Mrs. Dan Muellner appeared to apply for a special use permit to build a home on a flood plain. They were planning to build on a five acre site but were told by the Commission that in a Conservancy District the minimum lot size is 20 acres. They would also need de- liniation of the flood plain by the city engineer and then a perc test. They were also told that if they choose to move their building site to the east side of the mad, which is not in the flood plain, but rather is zoned agricultural, they could build on a ten acre site and would not need any approval from the Planning Commission. Shepherd of the Hills Lutheran Church A delegation from the Shepherd of the Hills Lutheran Church, which is now holding services in the Hugo Elementary School, appeared before the Commission to inquire about building a church on a fifteen acre site now owned by Mr. Pulbright. They were told that part of the land is now zoned Rill and part (the western half) Retail Business. Churches are allowed on RR1, but not on Retail Business, so it would be necessary to rezone the Western half of the property and to apply for a special use permit for a church. Also, there is only a 301 easement for a road and it would be necessary for the group to obtain the necessary additional footage for a sixty foot road and it must be built up to a seven ton blacktop road. Amending Zoning Code The City Council has recommended to the Planning Commission that the zoning code be amended to include tennis courts as an accessory use. Motion made by Rosenquist , seconded by Peloquin, to table this matter until an adequate number of amendments can be gathered to justify hold- ing a public hearing. All voted aye. Motion carried. White Bear Rod and Gun Club The City Council has requested the Planning Commission to review the White Bear Rod and Gun Club facilities to see if they are in compliance with their special use permit. Peloquin was named as the chairman, with Peltier and Rosenquist to serve on the committee to inspect the premises . Committee to report to Planning Commission on August 27th.
