Hugo Planning Commission •til • i r ,'s t '4: . .4 wi ., •e • MINUTES OP PROCEEDINGS OF THE HUGO PLANNING COMMISSION The meeting was called to order at 8 : 02 PM by Chairman Spitzer. Members present were: Spitzer, Ehret , l eloquin, Hosenquist and Peltier. Leroux arrived at 8:55 PM. Also attending were Irene Leroux, represent- ing the City Council and Bill Schwab, Wattfngt on County Planner, who arrived at 8 : 30 PM. Peltier pointed out that the spelling cif Falcon was misspelled Flacon in the minutes of the last meeting. Motion made by Ehret, second- ed by Peltier, that the minutes of the August 13 meeting be approved af- ter ,they are corrected. Motion carried. Art hur Jen sen Arthur E. and Joann C. Jensen, who have already paid the $35 fee, applied for a special use permit to build a 'duplex at 4504 170th Street North, which is presently zoned agricultural. They appeared at the previous meeting with the results of a pero test which was OK. They. had been told to tike soil borings 8* feet deep, which they apparently didn't understand they were required; they had only tested down to 53". They were also told they would need to bring in a registered warranty deed to prove ownership; Motion made by Ehret , seconded by Peltier, to table the matter for at least one hour, until Bill Schwab arrived. Motion carried. lee Stewart Lee Stewart paid the fee and applied for a special use permit to operate a used car lot for 12 to 15 oars, at Forest Boulevard and 141st Street. The location is presently the site ` of a restaurant . It was pointed out that Ordinance No. 123, dated August 14, 1975, has been amended to include motor vehicle sales and that the property in question is in a Retail Business district. a Motion made by Rosenquist , seconded byPeltier, that the matter be tabled until Mr. Stewart is present to discuss the matter. He shall be notified that he will be placed on thea agenda for the September S ptearber 10th meeting. Motion carried, Ken Tschida Chairman Spitzer informed Mr. Tschida that the Planning Commission has no application of any kind, on file from him. Tschida stated that it is going to take longer than he a � anticipated to have the ♦P Tanned Unit Development ready , that he has discussed the matter with Mr. Schwab, and he is not ready to submit an application on for a special p ial use permit at this time. h Tere was much discussion concerning sewer i � s plans for the development. Present plans call for the sewer to run along a boulevard along Farnham Avenue rather than in the street itse Several S veral of the Planning Commiss,. ion members voiced ob ect i ons t o this� plan and would rather see the sewer run dawn the center of the street. r M Tschida stated that if he would be required to make these changes, his costs for runningthe� , t sewer would be doubled. Mr. Tschida and a representative of thee t r M opolitsn Steel FabriQat- 4r ing Company explained that: the fabricatingcoma would .'i company like a building permit as s o vn as possible. They would like to be moved into the loca- tion oca- tion by December 1st, 1975. It was explained to them they would need a site plan approval and a land survey before theyget building can a il ing per mit. Tschida will also need to furnish a copy of the sales contract showing he is sellingfive acres to et yMetropolitan Steel Fabricating Company. Motion made by Peloquin, seconded by Ehret, to have the Planning Comm- ission Secretary notify the cityengineer t o appear g at the next meeting. -3 o The Tschida matter will be put on the agenda to be heard at 9: 00 PM at the September 10th meeting. The Grace Development Company, should file, on the behalf of Metropolitan Steel Fabricators , an aprlicati on with the City Clerk for land division and site approval. They should also ask for variance to allow gravel on the parking lot of the fabric- at ing company !Until Farnham Avenue is completed. Notion carried. Robert Van Der Werff Mrs. Robert ,=an Der Werff appeared on behalf of her husband to make application for a variance et 5892 Oneka Lake T?oulevard to build a garage less than ?0f from the property line. The .”15 fee has been paid. She presented a sketch showing they would like to build the garage only 181 from the street. It was the opinion of the ~ommission that 181 was too close to the road. Motion made by Peloquin, seconded by Leroux, that the Commission recommend to the CityCouncil that a variance hegiven t o build a 1 gar- age ar-age less than 30' from the property line, provided that the garage shall be at least 221 West of the lot line bordering Free land Avenue. Voting aye: Spitzer, Ehret, Leroux, peloquin, Rosenquist and Peltier. Motion carried. Joe Qman Mr. Oman made application for a special use permit to put in seven additional pads on the south side of his trailerrk The Pa $35 fee has been paid. It was the consensus of the commission, approvalwas given if to install only an additional seven pads, next year, Mr. Oman would be back for approval for seven more, etc. { Motion made by Leroux, seconded by Peltier, that it be recommended to the City Council that a special use permit be granted to Mr. Oman to add twenty eight additional pads to his park rk as indicated F' in the 1970 park plan with minimum building permit fees for each pad arid SAC charges to be paid at the time the building permit is issued. Mr. Omen agrees to furnish complete set of specifications. Voting aye : Spitzer, Ehret , Leroux, Peloiuin, R os enquist and Peltier. Motion carried. Arthur Jensen Bill Schwab reported that he had inspected the Jensen property and had discovered soil mottling at from three to five feet and that he recommended hiring a professional firm to do soil testing and soil borings. It was explained by the Jensen's that the duplex would have no basement and they planned on building it right behind the old home. Schwab reiterated the importance of having the septic system in good ground regardless of whether the duplex had a basement or not. For their further information, the Jensen's were told that if they ebose a new location for the building, after getting soil borings, they { would have to bring in a new siteplan. Theywere also told that e - ; n s closedarc es are a requirement and one outside g g Q parking space per unit is also required. • Motion made by Peltier and seconded by Ehret , to table the matter until the results of the professional soil investigation is known. Motion carried. White Bear Rod and Gun Club Peloquin, reported that on Saturday, August 23rd, a committee headed by him, made an inspection tour of the White Bear Hod & Gun Club. Other Commission members making the inspection were : Leroux.and Peltier, and Irene Leroux of the Cit ounc y c i1. • -5- The existing special use permit was reviewed item by item and following are the comments as they pertain to each item: 1. Although it was felt the strands of wire could have been tighter, and that in some instances , the woven wire was too loose also, basically tine job is complete . Jerry Perron, president of the club, assured the committee that they will attend to remedying ti:i e sit- uation. 2. The lombardy poplars are all planted, but rbecause of the recent rains, 50% of them are leaning. They should be straightened and this w as brought to Perron's attention. The pine trees that are required are not available until spring and they will ask for a variance on that matter. 3-7. In compliance. , It is the consensus of the committee that the special use permit conditions that are applicable have been complied with, with the f ollow- x ink' two exceptions : 1. Item 2: Five rows of the pine trees have not been planted. 2. Item 11: Parkingarea provided has not been surfaced yet. All other conditions have been complied with to the best of our knowledge.
