HomeMy WebLinkAbout1975.09.10 PC Minutes J MINUTES OF PROCEEDINGS 4 OF THE HUGO PLANNING COMMISSION i SEPTEMBER 10, 1975 The meeting was called to order at 8: 04 PM by Chairman Spitzer. Members present were : Spitzer, Ehret , Pel oqu in and Peltier. Also attending were Irene Leroux representing the CityCouncil, Bill Schwab, Washington County Planner and Brian Amundson of the City Engineer' s office. Peltier pointed out that the AuTust 27, 1975 minutes had been mailed out without being dated. Motion made by Peltier, seconded by Ehret , to approve the minutes of the August 27, 1975 meeting after the z date has been added. Motion carried. William Pavek _ Mr. Gordon ?inschlag represented Mr. Pavek, who has applied for a Special Use Permit to approve a feroe approximately 51 8" high and i extending 80 feet alonp IngersollAvenueto he taken down during the j winter months so as not to intertere with snow plowing. It was pointed out that Mr. Pavek has already built the fence , not being aware that he needed a variance to do so. It is constructed of 1 cedar poles with 6" wide alternating boards. It was installed in the ditch, which is also the road right of way, and so as seen from the •road l� { is only approximately 417" tall. 1 Motion made by Peloquin, seconded. by Peltier to recommend to the City Council that the variance be granted subject to the following conditions: 1. The cross members of the fenoe may placedonly be from the 1st b, of May through the first of November of each year. 2. That the southwesterly 241 of the fenoe be either removed or rebuilt in order to join to the northeasterly corner of the garage. 1. The Special Use permit must be renewed on an annual basis without fee. 4. Failure to comply with any of the above conditions shall a11 result in immediate termination of the Special Us.- Termit . Members voting aye : Spitzer, Ehret , Peloquin and Peltier. Motion carried. Lee Stewart Mr. Stewart appeared at City Hail on August 18, 9?Sand applied for a Special use remit to operate a used car lot at sorest Roulevard r and 141st Street. He did not a spear at the August 27th meeting and was notified by mail that he would be put on the agenda for the September 10 meeting and the matter would be discussed if he appeared. Arthur Jensen Mr. ars' Mrs. Jensen appeared with the results of soil borings they h. d taken professionally, at the property on which they vA sh to build a duplex at 4504 170th Street North. Mr. Schwab stated he would like to discuss the matter with the company that did the borings. He also felt their should be a public hearing and that he would have a report ready J for that hearing, if it were held. Shepherd of Fields Lutheran Church ,, '~ A committee, headed byLester Winter appeared at the meeting. j pp They ..• stated they would now like to change their proposed building site for a r. z p new church to near the southeast corner of, Forest Poulevard and County qty ,..i 8A. The site isWaugh.of a larger parcel now owned by Mr. Ed Waugh. It is presently zoned Retail Business and would have to be rezoned. The - ty Planning Commission suggested that Mr. aeugh would maybe prefer to have the whole piece of property rezoned at that time. The property has 16 0 feet M P p Y of frontage on County 8A, and part of �y that is low land, but there is about 110 feet of high ground. She would like to have con- dition #2 deleted from the Special Use Permit. She stated that her child care center made heavy demands on their sewer system last year since she had an average of nine children all day long last year, but that she has revamped her schedule and this year the childr'n will be coming only from 9:00 to 11:10 AM each day. Motion on made by Peltier, seconded by Peloquin that a recommendation be made to the City Council that the Smith's Special Use permit have condition #2 deleted and replaced with the following : A. The city sewer inspector shall perform a semi-annual inspection of the on-site sewer at the applicant 's expense. B. The Special Use Permit shall be terminated on October 1, 1976 renewed s s by the applicant. Members votingaye: Spitzer, Peloquin and Peltier. Ehret voted no. Y : P Motion carried. Meeting Change Motion made by Pf-ltier, seconded by Ehret that the second meeting of September be moved from September 24th to September 29th at 8 :00 PM. Motion carried.
