Public Hearin
OF THE HUGO PLANNING COMMISSION
SEPTEMBER 29, 1975

The public hearing regarding a special use permit for a duplex
requested by Arthur and Joanne Jensen at 4504 70th Street North, was
opened at 7 :42 PM. The legal notice of the hearing was read by Acting
Chairman Rosenquis . Copies of a report made by William Schwab, Wash-
ington County Planner, were passed out . Mr. Schwab stated in the report
that in view of the soil modeling and high water table , that it was
his opinion that the request be denied,
Mrs. Jensen asked who took the tests and where did they take them.
Mr. and Mrs. Jensen requested Mr. Schwab to come out again and show
them where they took the test.
None of the adjoining property owners appeared at the hearing.
Motion made by Peltier, seconded by Ehret , to close the hearing
at 7:58 PM. Motion carried,

The meeting was calledto order at 8 : 01 PM by Vice Chairman Rosen-
qui t, Members present were : Ehret, Peloquin, Rosenquist and Peltier.
Also attending was Irene Leroux, representing the City Council.
Motion made by Peltier, seconded by Peloquin, to approve the min-
utes of the September 10th meeting as sent out . Motion carried.
Arthur Jensen
Delmar Strandberg, a neighbor of the Jensen' s , who appeared too
late to speak at the public hearing, asked to make a comment. He wanted
to know why they couldn't get a building permit . He stated that the
past two years we have had much more water than we have had for a long,
long time. People , he said , who have never had water problems before ,

have had them this year.
It was the concensus of the commission that they don't think there
is any problem about them building a duplex on the property , the only
real concern is with the sewer system.
Motion made by Ehret , seconded by Peloquin, that it be recommended
to the City Council, that approval of a special use permit be given to
the Jensen's to build a duplex at 4 504 70th Street North, subject to
the following conditions :
1. That a suitable sewage system be worked out between the
Jensen' s, the Washington County Planner, end Mr. Harless,
the Jensen's engineer.
2. If the existing site is unbuildable , that they can find a
new site without reappearing before the Planning Commission
again.
Members voting for: Ehret , Peloquin, hosenquist and Peltier.
Motion carried.
Granger Body Shop
Darrel Granger appeared before the Commission with an application
for rezoning of his property at 14815 Forest Boulevard from Concentrated
Business to Industrial Use-manufacturing limited, The application fee
has been paid. He stated that the body shop was burned out and the
most econirnical way to rebuild is to erect a separate building to the
rear of the present filling station, since the filling station is pen-
alized insurance-wise if the body shop is connected. He owns the prop-
erty to the rear, but present zoning will not allow building of a body
shop.
Notion made by Ehret , seconded by Pel ier, to schedule a public
hearing for the 16th day of October 1975 , at 7:30 PM for the purpose
of rezoning the property from Concentrated Business to Industrial-man-
ufacturing limited.
Members voting for: Ehret , Peloquin, Rosenquist and Peltier.
Motion carried.
IX . Lee Stewart
Mr. Stewart appeared regarding his application for e special use
permit to operate a used car lot at the corner of 141st Street and
Forest Boulevard. The location is presently the site of Margaret ' s
Drive In. He would like to keep 12 to 15 cars on the site and would
use the building that is presently on the site.
He stated that there is 145 feet of frontage on Forest Boulevard;
that the cars would be parked behind the sign about 20 feet from the
roadway. He presented the Commission With a free hand sketch of the
proposed operation, which he drew at the meeting. He stated he oper-
ated at 4085 Hwy. 61, in White Bear Lake , during the last year but this
lot is not presently in operation.
He was told the cars could not he placed close enough to 141st St .
to block the view of people turning onto Hwy 61. He was also told he
would have to show proof of ownership and present a site plan drawn to
scale before any recommendation can be made.
Motion made by Peltier, seconded by Peloquin, that the matter be
tabled until Mr. Stewart brings in a site plan drawn to scale end proof
of ownership. The site plan must also be approved by Bill ,Schwab, Wash-
ington County Planner, before the meeting. Voting aye : Ehret, Peloquin,
Rosenquist and Peltier. Motion carried.
Gerald and Gillian Moe
Mr. Jerry Moe appeared with en application for rezoning of his
property, consisting of 95i acres , at 9686 140th Street North, from
Conservancy to Agricultural, together with a slight density variation,
and also a request for a public hearing as 'soon as possible.
The request was discussed with Mr. Moe , who stated he wanted the
rezoning to agricultural , not so he could farm, hut for home sites.

After some some discussion, the commission felt that it would be in the best
A interest of M . Moe to withdraw his application and resubmit one for
rezoning to RR2. He was also told he must redesign his present plans
because the road ending in a cul de sac was 800 feet long and the code
calls for a maximum length of 600 feet for roads ending in a cul de sac.
Peloquin suggested to Mr. Moe that a T rather than a cul de sac
might better serve his needs.
Meeting Change
Motion made by Ehret , seconded by reltier, to change the second
meeting in October from October 22nd to 8 PM on Thursday, Oct oher 16th.
All voted aye. Motion carried.
Motion made by Peltier, seconded by Ehret to adjourn the meeting
at 9:35 PM. Notion carried.
