Darrel Granger presented his new plans showing the proposed body
shop facing the west with a setback of 401 on the North, end a 30 ' set-
back on the east . His new plans show a window on the north, the use of
colored panels, some brick decoration, a lawn on the outside , with some
shrubbery and a rock garden, to decorate the north side of the building
which faces 148th Street.
Mr. Schwab passed out copies of his recommendation to the planning
Commission and City Council. In short , it is his opinion that the re-.
zoning request is compatible with existing and proposed land uses that
surround the property.
Motion made by Peloquin, seconded by Peltier, that it be recommended
to the City Council that rezoning of the property at 14815 Forest Blvd. ,
be rezoned from Concentrated Business to Industrial--Manufacturing Limited,
Members voting for: Leroux, Peloquin, Rosenquist , Peltier, and Ehret .
Motion carried.
Motion rade by Leroux, seconded by Peltier, that the Granger Body
Shop . site plan be accepted subject to the following conditions :
1. A $1, 000 bond be posted in lieu of landscaping.
2. A $2, 000 bond be posted in lieu of blacktop
3. Rice Creek Watershed approval is given the plan
4. No parking be provided adjacent to 148 Street.
Members voting for: Ehret, Leroux, Peloquin, Rosenquist and Peltier.
Motion carried.
Robert Barth
Mrs. Barth appeared on her husband ' s behalf regarding his request
for a variance to allow intensification of his cabinet raking hobby for

a period not to exceed 120 days , at his residence at 13317 Homestead Av.
Bill Schwab passed out copies of his recommendation. He stated that
such permission on a permanent basis would probably not be acceptable ,
but since it would be only for a period not to exceed 120 days, he could
not see why it shouldn't be granted.
Motion made by Leroux, seconded by Peltier, that it be recommended
to the City Council to grant the variance subject to the conditions set
forth by the Washington County Planner. That is :
1. No materials to be used as part of the operation shall be stored
outside of the garage.
2. No waste or scrap material shall be stored outside the garage.
3. No products of this operation, whether completed or under construct-
ion, shall be stored outside the garage.
4. All activities granted under this variance shall cease by March 1,
1976, at which time this variance shall become null and void;
Members voting for: Ehret , Leroux, Peloquin, Rosenquist and Peltier.
Motion carried.
Jerry Moe
Mr. Moe filed an application for rezoning of his property at 9686
140th Street North from Conservancy to Agricultural.
He presented two new plans for the Co, mission's consideration.
Both plans showed 1p lots varying in size from 5 acres to 16 acres, on
a 95i acre site . Plan A ended in a cul de sac, and Plan Bended in a
loop, with a three acre park in the center of the loop. Both plans
showed an easement for a future road to the east . He stated his plans
are to dedicate both the street and the park to the city of Hugo.
Schwab stated that in considering wither of these plans, the rain

.R �t hing to remember was not the individual size of each lot , but rather
the density of the entire project.
Motion made by Leroux, seconded by Peltier, to schedule public
hearing on Plan B for rezoning of the property from Conservancy to
Agricultural. The hearing is to be held at 7 :30 PM on Wednesday,
November 12th. All members voting aye , except Pelequi-", , who opposed.
Motion carried.
Meeting Cancelled
Motion made by Pelequin, seconded by Peltier, to cancel the reg-
ularily scheduled second meeting of the month, on wednesday, October
22nd. Motion carried.
Granger Filling Station
LeValle stated that the building inspector was under the impression
that Granger' s DX would need a special useermit t o rebuild the damaged

part of their retail business.
Schwab stated that as long as they did not change the dimensions
of the building, a special use , permit is not needed.
Motion made by Peltier, seconded by Leroux, to adjourn the meeting
at 2:59 PM. Motion carried.
