Parks, Recreation, and Open Space Commission
Meeting of April 13, 2016
Hugo City Hall, 7:00 pm
Call to Order
Present:John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson,Tom

Staff Present: Scott Anderson, Public Works Director; Shayla Denaway, Parks Planner, Debi Close,
Secretary
Windisch called the meeting to order at 7:02 pm.
1. Approval of Minutes from March Meeting
Tennyson made a motion, Pontrelli seconded to approve the minutes of the March 2, 2016 Parks
Commission meeting as presented.
All Ayes. Motion carried.
2. Fable Hill Park Playground Proposals
Shayla Denaway, Parks Planner and Scott Anderson, Public Works Director presented a proposal from
Harlan Lehman with Minnesota/Wisconsin Playground.
Grant DesRoches, Flagship Recreation manufactured by Landscape Structures presented a proposal.
Mike Basich, St Croix Recreation Company manufactured by BCI Burke Company presented a proposal.
Bruce Pudwill, Midwest Playscapes manufactured by Playworld Systems and Kompan presented a
proposal.
3. Neighborhood Meeting: Playground and Park Name
Residents were invited to discuss the proposals including the amenities shown and materials used. Each
person in attendance chose their favorite playground to determine which company would be chosen for
the new Fable Hill Park.
Strub made a motion, Schmid seconded to accept Burke as the vendor with a preference for the second
option they presented. Staff was also directed to meet with Burk to determine final design with a
budget of$70,000 with the help of the neighborhood.
In All Aye. Motion Carried
Denaway requested discussion on the park name. Len Pratt, of Pratt Homes, had proposed McCollar
Park, in honor of the former property owner. Windisch requested revising the naming policy if changes
were needed.
Bridget Kamas, Fable Hills Home owners Association Board Member/Resident said surrounding residents
are happy to be getting a park and neutral in the park naming process. She stated a preference for not
having an addition thing in the neighborhood be named "Fable Hill". Pratt, reported that the name
requested was choosen to represent the original land owner's historical significance and family legacy.
Pontrelli made a motion,Tennyson seconded to name the park McCollar Park.
All Aye. Motion Carried.
Strub made a request to Pratt donate a plaque which would explain the significance of the name
McCollar Park and its connection to the park. Pratt agreed and also spoke of hosting a park grand
opening to honor the McCollar family.
4. Update on Irish Avenue Park
Denaway updated on the complaint letter received March 19, 2016 regarding the remote control car
track at Irish Avenue Park with gas powered vehicles using the track and noise issues.
Park Commission members discussed current minimal use of the track, lack of other complaints being
received, and the urgent need to improve the park signage.
Direction was given to improve the current park signage and to encourage Washington County Sherriff
Department to continue to monitor park activities.
5. Adjournment
Windisch made a motion, Pontrelli seconded to adjourn the meeting at 10:19 pm.
