HomeMy WebLinkAbout2003.09.12 Parks MinutesMinutes Hugo, Minnesota Parks and Recreation Open Space Commission Meeting September 10, 2003 6:30 p.m. Oneka Room — City Hall Meeting Chair: Robyn LaCasse Minutes By: John Rask Present: Kitty Cheesebrow, Pete Pederson, Robyn LaCasse, David Strub, John Rask, Tom Weidt, and Jennifer May Absent: None Copies To: Commission Members, Michele Lindau- Community Development Assistant, John Rask - Community Development Director, Mike Ericson - City Administrator, Chris Petree, Public Works Director Oneka Ponds Park John Rask informed the Commission that Laurie McRostie was unable to attend the meeting and recommended that this agenda item be tabled until December 10, 2003. II. Public Works Facility at the Rice Lake Property Chris Petree updated the Commission on the work of the Public Works Facilities Committee, including a future community room and the development of the park property. With regard to the community room, the Commission believed that a community room would be beneficial as a shared facility with the future park and that it could replace Rice Lake Park Building in the future. The Commission also discussed how the remainder of the property should be used. In reviewing possible uses, the Commission discussed the possibility of constructing either softball or soccer fields on the property as shown in various sketch plans prepared for the property. Upon discussing and reviewing the various sketch plans, the Commission voted to recommend that the property be used in a manner consistent with the Parks Master Plan, which calls for less intense and more passive uses. The Commission further recommended that the Public Works Facility be located on the west end of the property because it was the best location on the site and would not disturb the remainder of the property for park use. III. Acceptance of Fable Hills 2"d Addition Park Roger Clark presented his findings regarding the environmental conditions of the Fable Hills Page 1 Hugo, Minnesota Parks and Recreation Open Space Commission Meeting MinutesNovember 12, 2003 Page 2 211 Addition Park. Upon reviewing Roger's findings, the Commission voted to accept the property as a City park. Staff will follow up to ensure that all the conditions of the MnPCA are adhered to. IV. Future Improvements and Plans for Lions Park John Rask informed the Commission that the Lions are interested in expanding their building on the Lions Park property. Further, Mr. Rask suggested that the Commission start to think about the future use of Lions Park once Public Works finds a new site and the well and water tower are removed. Additionally, the Commission needs to make a decision on whether or not the tennis courts should be repaired or removed. V. Northern Pines Development Review The Commission reviewed the development plan for Northern Pines, which is a twinhome development planned for the former Jesperson property located east of Highway 61 between 125th and 1301" Streets. Upon reviewing the plan, the Commission recommended that the developer pay fees in lieu of land dedication. VI. Revised Plans for Waters Edge — Pulte Homes The Commission reviewed the revised development plans for Waters Edge, including the future school site. The Commission reviewed the plan and found them to be similar to the original approval, with the exception of the trail being removed from the greenway. Upon discussing the trail and the location of wetlands, the Commission recommended that staff and the developer examine the feasibility of placing the trail back in the greenway. VII. Acquisition of Rice Property John Rask informed the Commission that the City had received grant money for acquisition of the Rice Property on Lake Plaisted. Because of the size of the parcel, the property will like remain as vacant open space or some other low intensity use. VIII. Trail on 130th Street west of Fenway Boulevard John Rask informed the Commission that a resident had requested that the City consider constructing a trail along 13011 Street west of Fenway. Upon review and discussion, the Commission found that there are higher priorities for new trails and that the City should focus on these areas prior to 130th Street. Additionally, the Commission noted that there is a trail connection immediately north of 13011 Street that provides a necessary connection to the trail along Fenway IX. Updates: The Commission received updates from the Planning Commission, City Council, and CD Director John Rask.
