Parks and Recreation Commission Meeting
January 13, 2010
7:00 P.M.
Call to Order
Jim Taylor called the meeting to order at 7:05 p.m.
Present: Roger Clarke, Rachel Berger, Dave Strub, Jim Taylor, Noel Schmidt
Absent: Derek Larsen
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Economic Development/Parks Intern
I. Approval of Minutes of December 9, 2009
The minutes were corrected to note the absence of Derek Larsen.
Strub made a motion, Berger seconded to approve the minutes of the December 9, 2009
Parks Commission meeting.
All Ayes. Motion Carried.
II. Update on Hanifl Fields Shelter Design by Landform
Kendra Lindahl, Teresa Forsberg and Angie K. from Landform presented the design
development documents of the Hanifl Shelter. Forsberg reviewed the changes that have
been made to the design as recommended by the City Council in July. These included
things such as using stained concrete floors, reducing the paved area around the
building, and using architectural shingles. Using a geothermal system was explored but
posed a large additional cost and would not be "greener" or have a payback over the life
of the building due to the shelter's planned use. The current estimated cost of the
shelter is on budget with previous estimates..
Some materials were presented by Forsberg that had been selected by the Sub -
Committee: cedar planks, fiber cement siding, and aluminum & glass entrance doors.
The planned schedule is to have bids out in March, award bids in April and break ground
in mid-May.
III. Discussion on Earth Day
Roger Clarke discussed having a clean-up day to celebrate Earth Day in Hugo. Possible
clean-up projects include Hardwood Creek Trail, Clearwater Creek Preserve, and
planting trees in the parks. Scott Anderson will look at possible locations for planting
trees and make recommendations. With the City's Spring Clean-up (hazardous material
drop off day with Washington County) on April 24, the proposed day for an Earth Day
clean-up is April 17 or 18.
IV. Discussion on White Bear Lake Community Services and Recreation Advisory
Council
Roger Clarke volunteered to attend the Advisory Council meetings, representing the
Hugo Parks Commission. Jim Taylor volunteered to attend if Clarke was unable.
V. Continued Discussion on 2010 Park Goals
VI. Update on Meeting with Hugo Lions Club
Jim Taylor gave an update to the Commission about his recent meeting with the Hugo
Lions. Scott Anderson also attended the meeting. The Hugo Lions share the interest of
the Parks Commission in doing something for teenagers. Options discussed included
fixing the tennis courts to build basketball courts and creating a skate park. Noel
Schmidt shared that in polling about 80 middle school youth from Hugo, he found that
there was a large interest in a skate park, and secondarily in basketball. Other options
brought up by the youth included a sand volley -ball court and other equipment. Roger
Clarke also recommended Frisbee Golf as an optional interim use. Clarke worked on
the Podvin Skate Park and has surveyed other cities on their skate parks. The
Commission discussed the potential disturbance to the residents around Lions Park and
fundraising to offset the cost. Jim Taylor, Dave Strub and Scott Anderson will meet with
the Lions to continue discussion. The Parks Commission agreed to invite the kids [that
showed an interest in a skate park at other meetings] and the neighbors of Lions Park to
the March meeting to discuss a skate park.
Changes were made to the 2010 Park Goals to emphasize saving for future park
development and creating an interim use at Lions Park for teenagers.
Roger Clarke made a motion, Noel Schmidt seconded, to approve the 2010 Park Goals
with the discussed changes.
All Ayes. Motion carried.
VII. Update on Parks Commission Vacancies
Scott Anderson gave an update that there are five applicants for the three Parks
Commission vacancies and that interviews will be conducted by the City Council on
January 25 at 7:OOpm.
V_ III. Update from Parks and Recreation Proarammina Sub -Committee
Shayla Syverson gave an update that there have been 303 surveys received as a part of
the Community Growth Options project. Erik Cedarleaf-Dahl will present his final report
at the February meeting.
The upcoming events at Oneka Gym include Family Game Nights, a Movie Night and a
Snow Jam. Also, plans were made to do a second annual Sledding Party at Oak Shore
Park. The event will be held Saturday February 6 from 2-4 pm. Rachel Berger
volunteered to coordinate hot chocolate, juice and snacks for the event.
Noel Schmidt made a motion, Dave Strub seconded to allocate up to $500 for food and
beverages for the event.
All Ayes. Motion carried.
IX. Acknowledgement of Parks Commission Service
On behalf of the Parks Commission, Jim Taylor thanked Roger Clarke for his service as
the Chair of the Parks Commission and acknowledged his leadership in the successes
of the Commission.
X. Adjournment
Rachel Berger made a motion, Roger Clarke seconded to adjourn the meeting at
8:40pm.

Thank you for addressing the recent concerns of residents with the programs at the gymnasium at
Oneka Elementary. The prompt response of your Department and the coordination of additional
programs are greatly appreciated. With the recent growth in popularity of Tot Time and Family Fun
Time as well as the comments on the availability of the gym for Open Gym, we would like to request
inclusion of the recreation programs for your 2010-2011 schedule.
The Hugo Parks and Recreation Commission would like to continue to work with you to address the
