Background Memo
I. Approve Minutes From April 14, 2010 Meeting
Staff recommends approval of the minutes from the April 14, 2010 Parks Commission
Meeting as presented.
II. Discussion on Hansen Property Trails
Roger Clarke will discuss recent trail development. Local Boy Scouts added to the trail
in Clearwater Creek Preserve Park. Also, Steve Henke, from the MN Off -Road Cyclists
has offered to work with the City of Hugo to build multi -use off-road trails at the Hansen
property.
III. Further Discussion on a Skate Park at Lions Park
At the April 14, 2010 Parks Commission meeting, staff was directed to finalize estimates
on concrete, gather proposals for skate park equipment and invite local teens to the
May meeting. Public Works Director Scott Anderson will present a proposed budget
and site plan. Parks Planner Shayla Syverson will provide information on other local
skate parks. Skate park equipment vendors were contacted and proposals were
requested for a 100' by 50' skate park site with a budget of $40,000. The following
skate park vendors have been contacted:
• Plywood Benders
• American Ramp Company/ Sk8parks International
• Sun Ramps
• 3rd Lair
Staff recommends that the Commission review the materials, set a budget for a skate
park and select a vendor. Staff also recommends that a Skate Park Design Board be
formed with two representatives from the Parks Commission, a member of the Hugo
Lions Club, Brady Peterson (requested a skate park), Eric Romey (requested a skate
park), Anderson and Syverson. The Skate Park Design Board will work with the vendor
selected to design the skate park and present a final plan at the June 9, 2010 Parks
Commission meeting.

IV. Discussion on Marketin
Staff discussed having a recurring article showcasing each of the parks in the Citizen
newspaper with Louis Melamed, Publisher. Melamed proposed that they could ensure
printing the thirteen recurring articles for free, each featuring a different park. In return,
he would like the City of Hugo to pay for putting the Parks and Recreation Guide in each
of the newspapers. Staff recommends that the Parks Commission discuss the
marketing opportunity.
V. Update on Parks and Recreation Programming Sub -Committee
Staff will give an update on the Parks Recreation and Programming Sub -Committee
meeting of May 12, 2010.
VI. Update on Health Sub -Committee
Staff will give an update on the Health Sub -Committee. Staff recommends that the
Parks Commission discuss the goals of the Health Sub -Committee.

Parks and Recreation Commission Meeting
April 14, 2010

Call to Order
Jim Taylor called the meeting to order at 7:00 p.m.
Present: Rachel Berger, Kris Birch, Roger Clarke, Dave Strub, Mat Rauschendorfer,
Jim Taylor, Noel Schmidt, Tom Windisch
Absent: Derek Larsen

I. Approval of Minutes of March 10, 2010
Berger made a motion, Rauschendorfer seconded to approve the minutes of the March
10, 2010 Parks Commission meeting.
All Ayes. Motion Carried.
II. Discussion on Park Planner Position
Bryan Bear, Community Development Director gave a presentation to the commission
on a Park Planner position being created to assist with recent recreational programming.
With the City wide survey responses and new community events being successful, this
position will continue with the growth and needs of the community. Also incorporating
facilities, parks, soccer fields, Oneka gym time, neighborhood meetings, improvements,
policy updates and support to the Parks Commission with many additional functions to
encompass the goals set by the Parks commission. Over exceeding these goals and
increasing opportunities if the position is approved is expected.
Ron Otkin, Finance Manager provided copies of the Special Parks Fund projected
budgeting expense sheet. He presented and discussed the Parks Levy, current funds
that have been allocated and options of absorbing the costs for this position.
Fran Miron, Mayor explained that the City Council looks for direction from the Parks
Commission in regards to this decision. City Council reviews policies issues on funding
for staffing to assist in making final determinations on any positions. The Parks
Commission was asked to weigh the need for a staff person to meet future goals.
Schmidt made a motion, Berger second to approve the Parks Planner job description
with contingency of some changes to the listed job requirements and recommended that
it be brought to the City Council for approval.

III. Further Discussion on Lions Park
Scott Anderson, Public Works Director provided a proposal from Brand -X for skate park
equipment for discussion.
Jim Taylor made a motion, Berger second to direct staff to finalize cost of concrete slab,
fencing, schedule a public meeting with vendors and Hugo youth.
All Ayes. Motion Carried.
IV. Discussion on Lions Park Teen Program
Shayla Syverson, Economic Development/Parks Intern discussed the Memorandum on
Teen programs in Lions Park. Richard Chakolis of WBL Community Services and
Recreation, Shayla Syverson and Scott Anderson met with several teens to discuss a
potential program to be offered and gathered input. Times/days, activities and types of
programs were the main focus. After receiving feedback, a proposed calendar was
created with a tentative schedule of activities based on the feedback. White Bear Lake
Community Services and Recreation proposed to share costs of two employees to carry
out the program.
Strub made a motion, Clark second to allocate $1,500 for staffing cost and $500 for
activity supplies and equipment for the teen program.

V. Discussion on Hansen Property as Passive Park
Scott Anderson, Public Works Director asked if the Hansen property could be evaluated
to determine location of trails and to discuss if the property is determined as a passive
park.
Clark and Windisch volunteered to walk the property to assist in evaluating tail locations.
Clark made a motion, Windisch second to declare the Hansen property as a passive
park.
All Ayes. Motion Carried.
VI. Update on Parks and Recreation Programming Sub -Committee
Shayla Syverson, Economic Development/Parks Intern informed that the Parks and
Recreation Programming Sub -Committee discussed the Lions Park, Future Teen
Programs and Movie Night (again being another successful turn out with residents).
VII. Update on Health Sub -Committee
Shayla Syverson, Economic Development/Parks Intern attended the April 6, 2010
meeting on the SHIP program. Prior discussions with Ann Pung-Terwedo, Washington
County and Dr. Aaron Arvig, Oneka Chiropractic continue and they were also in
attendance on these meetings.
The next meeting is April 20, 2010, at which the Sub -Committee will set goals. On May
13, 2010, Washington County is hosting a SHIP Workshop.
VIII. Upcoming Events
Shayla Syverson, Economic Development/Parks Intern updated the commission on the
upcoming activity calendar.

Lions Park: First Phase of Development

BACKGROUND:
At the September, 9, 2010 Parks, Recreation and Open -Space Commission meeting, the
Commission heard a proposal from Katie Riopel and Pete Pederson of the Hugo Lions for
repairing the existing tennis courts and putting in a basketball hoop at Lions Park. A
letter received by City Administrator Michael Ericson from Brady Peterson and Eric
Romey which requested a skate park was also discussed.
At the March 10, 2010 meeting, the Parks, Recreation and Open Space Commission held
a neighborhood meeting to gather feedback from residents on first phases of development
of Lions Park which may include a skate park. Residents spoke favorably about
development of the park. They shared that vandalism and curfew issues are steadily
growing. They expressed interest in giving the youth that frequent the park a
constructive way to burn energy to eliminate the negative behavior. When asked about
the possibility of a skate park or other more -intense activity being located in the park, the
general consensus was that the neighbors of the park are used to groups of people and
noise in the park and are in favor of more intense uses and development.
At the April 14, 2010 meeting, after continued discussion on first phases of development
of Lions Park, staff was directed to estimate the cost for concrete and asphalt and gather
proposals from skate park equipment vendors.
2. BUDGET:
At the January 13, 2010 meeting a minimum of $75,000 for the first phase of
development of Lions Park was allotted in the 2010 Parks Goals. Staff gathered
estimates for the work for the first phase of development as described on the Lions Park
Development Concept plan (enclosed).
