Backaround Memo
I. Approve Minutes From July 13, 2011 Meeting
Staff recommends approval of the minutes from the July 13, 2011 Parks
Commission meeting.
II. Discussion on Tour de Hugo
Staff will present information on the family bike ride scheduled for September 17,
2011.
III. Discussion on Scout Projects
A local Boy Scout contacted Public Works Director Scott Anderson seeking a
project for an Eagle Scout Award. Staff is requesting discussion on potential
projects for scouts in Hugo parks.
IV. Irish Avenue Park Committee
At their meeting of July 18, 2011 the City Council approved the formation of a 7
member committee to plan Irish Avenue Park and the appointment of Parks
Commissioners Jim Taylor and Dave Strub. Council members Chuck Haas and
Tom Weidt were appointed with Weidt to serve as Chair. At their meeting of
August 1, 2011, the Hugo City Council approved the appointment of Planning
Commissioner Rick Gwynn.
Staff was asked to notify residents adjacent to Irish Avenue Park about the
formation of the Committee and seek a volunteer to serve as the neighborhood
representative. A few residents that live adjacent to the property have
volunteered.
V. Recreation Program Update
Staff will present a report on the Soccer Camp.
VI. Update on Lions Park Master Planning
At the meeting of July 13, 2011 the Parks Commission directed staff to schedule
the first public planning meeting on September 14, 2011 and to initiate interviews
with stakeholders of Lions Park. Staff will provide an update on discussions
about Lions Park.

VII. Recognition of Derek Larsen
Staff recommends recognition of former Parks Commissioner Derek Larsen for
his years of volunteer service. Larsen has served on the Parks Commission
since his appointment at the City Council meeting of January 20, 2009. Cake will
be served following the meeting.

Call to Order
Present: Rachel Berger, Kris Birch, Roger Clarke, Mat Rauschendorfer, Noel Schmidt,
Dave Strub, Jim Taylor, Tom Windisch
Absent: Derek Larsen
Staff Present: Shayla Syverson, Parks Planner
Debi Close, Parks Secretary
Jim Taylor called the meeting to order at 7:02 p.m.
Jim Taylor informed that he received a resignation letter from Derek Larsen.
I. Approval of Minutes from June Meeting
Windisch made a motion, Rauschendorfer seconded to approve the minutes of the June
8, 2011 Parks Commission meeting.
All Aye. Motion carried.
II. Update on Lions Park Master Planning
Parks Planner, Shayla Syverson updated that on June 20, 2011 City Council directed
staff to gather input from the public and the Lions Club to start the Lions Park Master
Planning process. The option to hire a consultant to do graphics to assist in planning
can be considered at a later date.
Strub made a motion, Raushendorfer seconded to adopt staff recommendation for parks
public workshop to be scheduled for September 14, 2011. This will allow time to
initiating stake holder interviews and follow up with results at the next parks Commission
meeting.

III. Update on Irish Avenue Park Proposal
Parks Planner, Shayla Syverson informed that on June 20, 2011 City Council directed
staff to work with Gary Wilson and Dave Percival in master planning Irish Avenue Park
and to form a committee.
Strub and Taylor volunteered to be on the committee. Clarke requested to be an
alternate and that the Parks Commission be updated on committee discussions.
IV. Recreation Program Update
Parks Planner, Shayla Syverson updated on current participation levels, hours of
operation, activities, equipment on Tot Time at Oneka Elementary school.
The Skate Camp just finished with five enthusiastic kids that had a ton of fun.
Soccer camp starts in two weeks with a successful number of registration forms coming
in even after the deadline date.
V. Other
Strub has a request from residents for dog pick up bags for the Hanifl Fields Athletic
Park. One suggestion included a mailbox filled with baggies.
Clarke updated that Volunteer Day at Clearwater Creek Park June 25, 2011 had a low
turnout. The trails were wet and only some wood chips were spread. The work stopped
early with worry of soil being ruined due to the rain fall and wet ground. Additional trail
work will be done at a latter date.
Taylor informed of positive feedback from residents near Heritage Ponds Park about the
new play structure. One suggestion was made of the need for shade trees with all the
open land.
Birch volunteered to donate four shade trees (probably birch) if public works would plant
and maintain them.
VI. Adjournment
Windisch made a motion; Strub seconded to adjourn the meeting at 7:58 pm.

As you may have heard, a proposal has been made to the Hugo City Council and Parks Commission to
build a cross country trail course at what has become known as Irish Avenue Park at 14420 Irish
Avenue North. As discussed at the time of the purchase of the property, prior to any development of
the former gravel pit, neighbors and residents would be asked to help master plan the park to determine
the best park amenities to build in the future.
The City Council has formed a committee to have preliminary discussions with the people that
proposed the course. The City Council directed the committee to find ways to involve the property
owners neighboring Irish Avenue Park and other residents in a planning process, if the proposal moves
forward.
The City of Hugo is looking for a volunteer to serve on the committee who would be willing to help
keep the residents near Irish Avenue Park informed of discussions. If you are interested in
representing your neighborhood or have any questions about the proposed development, please feel
