Approve Minutes From June 8, 2011 Meeting
Staff recommends approval of the minutes from the June 8, 2011 Parks
Commission meeting.
II. Lions Park Master Planning
At the June 8, 2011 meeting, the Parks Commission discussed a public process
and scope of services from Landform for master planning of Lions Park.
Discussion included holding additional public meetings. A motion was made and
passed to approve the timeline as recommended by staff and to have staff get a
quote from Landform for the cost of holding a third public workshop.
At the June 20, 2011 meeting, the City Council discussed a scope of services for
the master planning of Lions Park from Landform in the amount of $7,000-
$10,000. The Council directed City staff to solicit public input and interest and
upon further City Council approval, hire a consultant at a later date. A motion
was approved to direct staff to begin coordinating a master planning process for
Lions Park, and include the Lions Club and any other major stakeholder in this
process.
Staff is recommending discussion on a process that includes additional public
meetings and that the Parks Commission set the date of the first public meeting.
III. Irish Avenue Park Proposal
At the April 13, 2011 meeting, Gary Wilson, Head Coach of the University of
Minnesota Women's Track, Field and Cross Country, proposed including cross
country trails in future development of Irish Avenue Park. Wilson presented on a
future multi -use facility which includes a cross country trail suitable for college
and high school cross country runners and ball fields. Dave Percival, White Bear
Lake Physical Education Teacher, also spoke of the quality of people involved in
cross country.
Parks Commission members discussed and agreed that a master plan needs to
be created for this space before further visions of the long range use can be
accomplished. A motion was made and carried start the planning process by
creating a sub -committee. Strub requested additional discussion to identify
stakeholders for the sub -committee.

At the City Council meeting of June 20, 2011, Percival and Wilson gave a
presentation also. The City Council directed staff to work with Gary Wilson and
Dave Percival in master planning Irish Avenue Park and to form a sub-
committee. Concern over the size of the committee was expressed and staff
agreed to bring a list of potential committee members back to the City Council.
IV. Recreation Program Update
Staff will present a report on Tot Time, Family Time and other winter recreation
programs.

Jim Taylor called the meeting to order at 7:02 p.m.
1. Approval of Minutes from May Meetin
Strub made a motion, Berger seconded to approve the minutes of the May 11, 2011
Parks Commission meeting.
Aye — Berger, Birch, Clarke, Rauschendorfer, Strub
Abstained — Taylor, Windisch
Motion carried.
II. Lions Park Master Planning
Parks Planner, Shayla Syverson presented on the Lions Park master planning process
with assistance from Landform. Landform would assist staff in gathering information and
would prepare three master plans. The process would include public workshops in July
and August, along with an online survey; and then a final presentation of the results in
October.
The Parks Commission discussed if a third workshop would be necessary if there were
an abundance of different visions for the park after the first public workshop. They

agreed that, if needed, a third public workshop could be held, as long as it would not
exceed the set budget guidelines.
Birch made a motion, Berger seconded to approve the timeline as recommended by staff
and to have staff get a quote from Landform for the cost of holding a third public
workshop.
All Aye. Motion Carried.
III. Clearwater Creek Preserve Park Trails
Parks Planner, Shayla Syverson presented on a Volunteer Day to be held on Saturday,
June 25, 2011 from 8:00am to noon at Clearwater Creek Preserve. Volunteers would be
spreading new wood chips on the trails.
Clarke commented that the trail is in really bad shape this year. Clarke and Taylor
suggested approaching the Boy Scouts and the baseball and soccer associations to help
with the project.
Taylor made a motion, Clarke seconded to approve the Volunteer Day for Saturday,
June 25, 2011 at Clearwater Creek Preserve.
All Aye. Motion Carried.
IV. Recreation Program Update
Parks Planner, Shayla Syverson updated the Commission on the summer recreation
programs. There will be a skateboard camp held at Lions Park from July 11-13 and a
soccer camp will be held at Hanifl Fields Athletic Park from July 25-28. The Lions Den
Teen Program will be held for a second year in Lions Park.
As per a request from the Lions Club, the City of Hugo will hold a Pickleball tournament
during Good Neighbor Days. This event will take place on Sunday, June 12 starting at
noon on the courts in Lions Park.
The Parks Commission requested that they be provided with the turnout counts from
these events.

Berger made a motion; Windisch seconded to adjourn the meeting at 8:20 pm.
