Outlot A is city - owned and will be receiving a final grading, topsoil, and grass seeding summer of 2013. A motion was made and seconded to direct staff to setup a plan and to put together a needs analysis. Please see the attached memo. Staff recommends discussion on the proposed plan to develop Fable Hills Outlot A. One of the 2013 goals of the Parks Commission was to review the neighborhood park service areas. A city-wide needs analysis of neighborhood park service areas is planned to be included in the annual goal setting and capital improvement planning. Staff recommends that the Parks Commission consider development of Fable Hill Outlot A during the city-wide neighborhood park needs analysis. 3. 7:20 pm Dog Park At the meeting of February 13, 2013 the Parks Commission started discussion on development of a dog park. Other dog parks were reviewed and Staff was directed to compile a list of potential locations for consideration. At the meeting of March 13, 2013 the Parks Commission identified what an ideal property would include for the future dog park and reviewed several properties. The property criteria included: • 10 acres in size (option to double would be a plus) • 20-40 parking spots • No low areas • Mix of wooded/ shaded areas an open space • Minimal potential neighborhood issues At the meeting of June 12, 2013, the Parks Commission continued discussions on potential properties and made a motion to continue discussion on the City owned property in the Bald Eagle Industrial Park and Irish Avenue Park. Staff was also directed to look at properties that are for sale. Please see the attached memo. Staff could be directed to continue look for property that meets the criteria (approved by the Parks Commission) for a future dog park that either becomes available for sale or through future park dedications. 4. 7:40 pm Frog Hollow Park At the meeting of June 13, 2013, the Parks Commission heard a presentation from Chloe Simanek expressing concern over the safety of the skateboard slider at Frog Hollow Park. Simanek proposed the addition of more swings to the park. A motion was made and seconded to remove the skate slider and to discuss replacement options at a future meeting. At the meeting of July 10, 2013 the Parks Commission was presented a survey by Simanek of approximately 60 of her neighbors and the preferred equipment to replace the skate slider was a "Pizza Swing", a multi -person swing. Staff was directed to get estimates and safety space information for equipment options. Staff recommends installation of the Commet (multi -person spinner) or Volito (multi - person swing). Please see attached playground descriptions. 5. 8:00 pm Tour de Hugo Update The third Annual Tour de Hugo is scheduled for Saturday, September 14. This year, additional routes were added. These include a 6 mile ride that is primarily off-road and ideal for families as well as a 45 mile ride for experienced bike riders. Several businesses, neighborhoods, and other organizations have formed teams for the Tour de Hugo. The Parks Commission could consider forming a team also. Council Chambers, City Hall Call to Order Present: Joan Benner, Rachel Berger, Kris Birch, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Tom Windisch Absent: Chris Boland, Jim Taylor Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Secretary Rachel Berger called the meeting to order at 7:03 p.m I. Approval of Minutes from May Meeting Windisch made a motion, Birch seconded to approve the minutes of the June 12, 2013 Parks Commission meeting. Abstained: Birch Ayes: Benner, Berger, Rauschendorfer, Schmid, Strub, Windisch. Motion carried. II. Presentation from the Fable Hill HOA Chantal Knauss, Board Member of Fable Hills Homeowners Association addressed the Parks Commission. The residents of Fable Hills are requesting consideration for a park to be constructed on Outlot A. The developer dedicated the property to the City. With covenant restrictions preventing homeowners to have play structures on their property, the need for a play area is great. Currently, the Fable Hill Park is on the Parks Capital Improvement Plan as a wishlist project for 2017. Scott Anderson, Public Works Director updated on the grade and topsoil correction work at the property. Strub made a motion, Windisch seconded to direct staff to work with the Homeowners Association and develop a plan with a needs analysis for this neighborhood. All Aye. Motion Carried. III. Frog Hallow Park Kyle and Chloe, youth residents and Oneka Elementary students addressed the Parks Commission. They asked 60 residents about options for the replacement the skate slider and determined a "Pizza Swing" was the best choice. [A "pizza swing" is a multi -person swing.] Strub made a motion, Schmid seconded to direct staff to check on the cost for the pizza swing and to determine the safety space requirements for this piece of play equipment. All Aye. Motion Carried. Parks Commission members agreed that if the baby slide was needed to be moved it could be considered and additional park features could be cost evaluated by staff also. IV. Program Marketing Update Shayla Syverson, Parks Planner presented the current recreation program options which include Park Play Days, Nature Camp, Skyhawks Sports Camp, and the Tour de Hugo. V. Other Berger suggested consideration of BMX track for Irish Avenue Park. Rauschendorfer commented on trail connections. VI. Adjournment Berger made a motion, Birch seconded to adjourn the meeting at 8:47 pm. Fable Hill Park Request TO: City of Hugo Parks, Recreation and Open Space Commission FROM: Shayla Syverson, Parks Planner DATE: August 8, 2013 for the Parks Commission Meeting of August 14, 2013 1 INTRODUCTION At the meeting of July 10, 2013, the Parks Commission heard a presentation from representatives of the Fable Hill neighborhood requesting consideration of Outlot A for development as a park. A motion was made and seconded to direct staff to setup a plan and to put together a needs analysis. 2 BACKGROUND At the meeting of March 9, 2011, the Parks, Recreation and Open Space Commission discussed an application from Pratt Development for "Fable Hills Third Addition" consisting of 5 single family lots. The final plat for Fable Hills 31d Addition was adopted by the City Council on June 20, 2011. The developer was to pay park dedication fees and dedicate Outlot A. At the time of the second building permit, the developer was to make minimal improvements to Outlot A including final grading, placement of adequate topsoil, and planting of grass seed. All improvements are subject to review and approval by the Public Works Director. Staff was invited to attend the Fable Hill HOA meeting of February 21, 2013. The meeting included discussion on Aspire Park and Outlot A. HOA shared an interest in development of Outlot A into a park. MEFUT77002 Wk The Parks, Trails, and Open Space Plan identifies describes Outlot A as a future park. As a part of neighborhood service area 3, they are served by Victor Square Park, Arbre Park, Val Jean Park, Clearwater Creek Preserve Park and the future park. 4 PARK DEVELOPMENT PROCESS The Fable Hill HOA is requesting construction of a park shelter and playground on Outlot A. The Parks Commission recently installed play equipment at Hanifl Fields Athletic Park and Heritage Ponds Park. It was found that determining the size and layout of the play areas with a master plan (such as at Hanifl Fields) limited the playground options. In comparison, the neighborhood residents and the Parks Commission were given a wider range of options for playground equipment with the development of Heritage Ponds Park. The City of Hugo has a park shelter standard for neighborhood parks that is recommended to be used. Fable Hill Park Request August 14, 2013 RECOMMENDED PROCESS FOR DEVELOPMENT OF OUTLOTA: 1. Include park development in the Parks Capital Improvement Plan and Goals 2. City Council approval 3. Parks Commission approval of site plan a. Developed by Parks Planner b. Request feedback from Fable Hill HOA 4. Request playground proposals from vendors 5. Neighborhood meeting to pick out playground 6. City Council approval 7. Construction A formal master planning process is not recommended. The neighborhood has requested a playground and park shelter. Because the neighborhood's needs are known, a minimal number of neighborhood meetings is needed. Staff recommends seeking City Council approval before moving forward. 5 PARKS CAPITAL IMPROVEMENT PLAN Park development projects have typically been planned with the Parks Capital Improvement Plan. Each year, the Parks Commission holds a goal setting and recommends that the City Council approve the Parks Capital Improvement Plan (CIP). If the City Council provides approval, this guides the Parks Commission on their future projects. The Parks CIP, approved by the Parks Commission at their meeting of February 8, 2012 details annual expenditures. Unfunded wish list projects are also identified, if additional funding becomes available through park dedication, private donations, etc. Currently, development of the Fable Hill Park is detailed as a wish list project in 2017. The Parks CIP will be reviewed by the Parks Commission at the end of the year. 6 FUTURE NEEDS ANALYSIS One of the 2013 goals of the Parks Commission was to review the neighborhood park service areas in the Parks Plan. The Parks Commission has heard multiple requests from neighborhoods and residents for park improvements. A city-wide needs analysis of neighborhood park service areas is planned to be included in the annual goal setting and capital improvement planning. 7 RECOMMENDATION Staff recommends that the Parks Commission consider development of Fable Hill Outlot A when setting the Parks CIP. Staff was also directed to look at properties that are for sale. 2 PROPERTY OPTIONS CITY OWNED PROPERTY IN THE BALD EAGLE INDUSTRIAL PARK The City owns approximately 7 acres of property in the Bald Eagle Industrial Park. The long and narrow property is bordered by an active rail on the east side. On the west side are Schweiters' industrial properties that include buildings and storage yards. The Hugo American Legion, Rick's Liquor, and North Country Auto Body are located at the north side. While there is not a current use of the property, there are several issues to be addressed in consideration of the property being developed into a park There is no access to the property. In order to use the property, private property must be crossed. Parking is not available. The businesses on the north side of the property have parking lots that are designed to accommodate their specific business use only. Per Hugo City Code, there are parking Dog Park August 14, 2013 requirements that must be met during site plan approval by the Planning Commission and City Council. Additional parking would need to be constructed on the property. The property is not 10 acres. The property is 7 acres and a portion of that would be needed to be used for parking. The majority of the property was delineated as a wetland in April 1998 with the Bald Eagle Industrial Park 2nd Addition. This is likely to impose restrictions on maintenance and construction of the parking lot. IRISH AVENUE PARK The City of Hugo purchased 125 acres which included a restored gravel pit off of Irish Avenue north of County Road 8. The property is currently used for passive recreation. In the future, as funding becomes available, the park will be master planned to be an active park. The park is likely to include things such as ball fields and trails. Currently, dogs are allowed to be off -leash at the park. There is variety in trail lengths and landscapes. This provides an opportunity for dog owners that is unique in the City of Hugo. A guardian/volunteer organization would be necessary to help with the day to day maintenance of a dog park. This prevents a dog park from being temporarily established. PURCHASING PROPERTY Instead of trying to make an existing City property work, the other option would be to purchase property. There are a couple properties that are currently for sale. Properties will continue to be evaluated by staff to see if they would be of interest to the Parks Commission. As the market continues to pick up, it is likely that there will be a larger number of properties for sale. Also, residential development is likely to grow in the future. Residential development provides the Parks Commission with opportunities for park land dedication and/or additional funds. 3 RECOMMENDATION Staff seeks direction to continue looking for property that meets the criteria (approved by the Parks Commission) for a future dog park that either becomes available for sale or through future park dedications. 4 ATTACHMENTS 1.
