Staff recommends approval of the minutes from the June 12, 2013 Parks
Commission meeting.
II. Presentation from the Fable Hill HOA
Members of the Fable Hill HOA will be at the July 10, 2013 Parks meeting to
make a request that Outlot A be considered for development as a park.
Please see the attached memo.
III. Frog Hollow Park
Staff will provide an update on Frog Hollow Park
IV. Program Marketing
Staff will provide an update on summer recreation programs. Staff is requesting
discussion on marketing ideas and options.

Call to Order

Rachel Berger called the meeting to order at 7:00 p.m.
I. Approval of Minutes from May 8, 2013 Meetina
Schmid made a motion, Rauschendorfer seconded to approve the minutes of the May 8, 2013
Parks Commission meeting.
All ayes. Motion Carried.
Froa Hollow Park
Parks Planner Shayla Syverson provided letters that were received from two students from
Oneka Elementary regarding the play equipment at Frog Hollow Park. Chloe Simanek read her
letter to the Parks Commission and expressed concern over the safety of one piece of
equipment in particular, the skateboard slider. Simanek proposed the addition of more swings
to the park.
Boland made a motion and Schmid seconded to remove the skate slider and to discuss
replacement options at a future meeting.
All Ayes. Motion Carried
III. Dog Park Locations
Continuing the discussion from the March 13, 2013 meeting, Parks Planner Shayla Syverson
presented pictures and site sketches of properties that were discussed as possible locations for
a dog park. The Parks Commission discussed further research on two of the properties and to
expand the search for possible locations.
IV. Recreation Program Update
Shayla Syverson, Parks Planner updated on the Teen Movie Night being held on June 14,
2013 and the Great American Camp Out on June 22, 2013.
V. Adjournment
Windisch made a motion, Benner seconded to adjourn the meeting at 8:35 pm.

SUBJECT: Fable Hill HOA Request
DATE: June 28, 2013 for the Parks Commission Meeting of July 10, 2013
1. INTRODUCTION:
The Fable Hill Homeowners Association (HOA) is requesting that the open area
commonly called Outlot A be considered for development as a park. Outlot A was
recently deeded to the City of Hugo by Pratt Development. The Parks, Trails, and Open
Space Plan identifies the property as a future park.
BACKGROUND:
At the meeting of March 9, 2011, the Parks, Recreation and Open Space Commission
discussed an application from Pratt Development for "Fable Hills Third Addition"
consisting of 5 single family lots. As adopted by the City Council on June 20, 2011,
Resolution 2011-14, approving the final plat for Fable Hills 3`a Addition, states:
4. Prior to recording the final plat, the developer shall pay the required park
dedication fees (Currently set as $2,400 per lot, totaling $12,000). In addition, the
developer shall dedicate Outlot "A," Fable Hills 1st Addition to the City.
5. Concurrent with the grading of the second lot to receive a building permit, the
developer shall make improvements to Outlot "A" including the final grading, placement
of adequate topsoil, and planting of grass seed. All improvements are subject to review
and approval by the Public Works Director.
Staff was invited to attend the Fable Hill HOA meeting of February 21, 2013. The
meeting included discussion on Aspire Park and Outlot A. While the developer stated
that the HOA would continue to own and maintain Aspire Park, the City of Hugo is the
owner of the property and has agreed to maintain the park consistent with other Hugo
parks. HOA members also discussed an interest in development of Outlot A into a park.

3. PARKS PLAN:
The Parks, Trails, and Open Space Plan identifies describes Outlot A as a "future park"
As a part of neighborhood service area 3, they are served by Victor Square Park, Arbre
Park, Val Jean Park, Clearwater Creek Preserve Park and the future park.
The park that is described as "Outlot B" in Fable Hills 1" and 2"a Additions, is currently
owned and maintained by the Creekside at Fable Hill HOA. The park is private.
Nearby parks include Clearwater Creek Preserve. The park is located in the
neighborhood and has over 100 acres of passive open space and about % mile of trail.
Oak Shore Park is approximately 1 mile away from the Fable Hill neighborhood. It has
play equipment, picnic shelter, other picnic areas, basketball and a grassy open space.
There is also a park called Clearwater Creek Park on Tart Lake Road in the City of Lino
Lakes that is a little over 1 mile from the neighborhood.
4. PARKS CIP:
The Parks Capital Improvement Plan, approved by the Parks Commission at their
meeting of February 8, 2012 details annual expenditures based on the Parks Fund
Balance. Unfunded "wishlist" projects are also detailed for if additional funding
becomes available through park dedication, private donations, etc. Currently,
development of the Fable Hill Park is detailed as a wishlist project in 2017.
In the past, large projects such as planning and/or development of a park have been
included in the annual goals of the Parks Commission and approved by the City Council.
The Parks CIP is also approved by the City Council annually and serves as guidelines for
Parks Fund expenditures. The Parks Commission has the option to request project
approval and funding from the City Council at any time.
5. SUMMARY:
Members of the Fable Hill HOA will be at the July 10, 2013 Parks meeting to make a
request that Outlot A be considered for development as a park.
